Under moderate supervision this position is responsible for being able to manage numerous projects through the full life cycle, but with particular emphasis and expertise on the release management process and making sure formalized QA procedures are applied to any and all product releases and Go-Live efforts. Additional support and expertise will be required in setting up all QA programs, project support and project management using the JIRA application.
ESSENTIAL DUTIES and RESPONSIBILITIES:
Implement best IT Practices and configuration.
Set-up and optimization of the JIRA application.
Create a collaborative partnership with the all internal and external team members to accomplish the deliverables within defined timeframes and budget.
Provide guidance to the project team and ensures the project is integrated with Secretary of State (SOS) objectives and goals.
Understand and follows to the standard project management methodology.
Partner with the IT resources, key stake holders and external parties to clearly define a formalized QA structure for our Release Management and major project initiatives.
Develop integrated project plans including schedule, communications plan, and applicable project management artifacts required for the work to be successfully completed and delivered.
Optimize and use JIRA to optimize the Project Management Team Efforts, optimize the release Management process and formalize the QA process around all projects.
Conduct project kick-off meetings with core and extended project team members and to explain roles/responsibilities, relationships with other groups, deliverables, timelines, assignments, and status reporting.
Ensure that project plans remain up to date - revising and publishing updated plans as projects progress.
Proactively communicate any potential project delays, roadblocks, and potential resolutions, ensuring SOS management is aware of and approving variances in advance of outcome.
Provide periodic (i.e. monthly) dashboard progress reports, including detail on project schedule, costs, scope, risks, and issues for all open projects.
Develop risk management plans, including a facilitating risk planning sessions, for the projects to proactively manage the risks associated with the implementation of the solutions, developing response plans and taking corrective actions as necessary.
Use change control procedures to effectively protect and manage the scope of the project.
Identify and assist in proactively resolving or escalating issues.
Incorporate quality standards in project implementation.
Manage the project scope and schedule.
Facilitate project post implementation review session and documents lessons learned.
Provide status report and presentations to staff and SOS Leaders as requested.
Represent the project at meetings and in group discussions as requested.
SUPERVISION REQUIREMENTS: None.
Bachelor's degree from a nationally accredited university, and
At least six years of recent relevant experience in an IT or software development field with progressive responsibilities.
Project Management Professional (PMP) certification preferred, but not required, based on demonstrated experience.
Track record of a successful leadership of project management, business analyst, quality assurance, compliance and vendor management staff in an enterprise IT organization.
Track record of a successful leadership of release management and JIRA experience.
Demonstrated leadership and personnel and project management skills.
Strong interpersonal, written, and oral communication skills.
Ability to prioritize and execute tasks in a high-pressure environment and make sound decisions in emergency situations.
Ability to present ideas in a user-friendly language.
Proven analytical and problem-solving abilities.
Strong customer service orientation.
Completion of a associate's degree from an accredited college or university OR two years of related experience
