Under moderate supervision this position is responsible for being able to manage numerous projects through the full life cycle, but with particular emphasis and expertise on the release management process and making sure formalized QA procedures are applied to any and all product releases and Go-Live efforts. Additional support and expertise will be required in setting up all QA programs, project support and project management using the JIRA application.


  • Implement best IT Practices and configuration.

  • Set-up and optimization of the JIRA application.

  • Create a collaborative partnership with the all internal and external team members to accomplish the deliverables within defined timeframes and budget.

  • Provide guidance to the project team and ensures the project is integrated with Secretary of State (SOS) objectives and goals.

  • Understand and follows to the standard project management methodology.

  • Partner with the IT resources, key stake holders and external parties to clearly define a formalized QA structure for our Release Management and major project initiatives.

  • Develop integrated project plans including schedule, communications plan, and applicable project management artifacts required for the work to be successfully completed and delivered.

  • Optimize and use JIRA to optimize the Project Management Team Efforts, optimize the release Management process and formalize the QA process around all projects.

  • Conduct project kick-off meetings with core and extended project team members and to explain roles/responsibilities, relationships with other groups, deliverables, timelines, assignments, and status reporting.

  • Ensure that project plans remain up to date - revising and publishing updated plans as projects progress.

  • Proactively communicate any potential project delays, roadblocks, and potential resolutions, ensuring SOS management is aware of and approving variances in advance of outcome.

  • Provide periodic (i.e. monthly) dashboard progress reports, including detail on project schedule, costs, scope, risks, and issues for all open projects.

  • Develop risk management plans, including a facilitating risk planning sessions, for the projects to proactively manage the risks associated with the implementation of the solutions, developing response plans and taking corrective actions as necessary.

  • Use change control procedures to effectively protect and manage the scope of the project.

  • Identify and assist in proactively resolving or escalating issues.

  • Incorporate quality standards in project implementation.

  • Manage the project scope and schedule.

  • Facilitate project post implementation review session and documents lessons learned.

  • Provide status report and presentations to staff and SOS Leaders as requested.

  • Represent the project at meetings and in group discussions as requested.



  • Bachelor's degree from a nationally accredited university, and

  • At least six years of recent relevant experience in an IT or software development field with progressive responsibilities.


  • Project Management Professional (PMP) certification preferred, but not required, based on demonstrated experience.

  • Track record of a successful leadership of project management, business analyst, quality assurance, compliance and vendor management staff in an enterprise IT organization.

  • Track record of a successful leadership of release management and JIRA experience.

  • Demonstrated leadership and personnel and project management skills.

  • Strong interpersonal, written, and oral communication skills.

  • Ability to prioritize and execute tasks in a high-pressure environment and make sound decisions in emergency situations.

  • Ability to present ideas in a user-friendly language.

  • Proven analytical and problem-solving abilities.

Strong customer service orientation.

Completion of a associate's degree from an accredited college or university OR two years of related experience

Responsibilities * Provide leadership to a team of matrixed QA Analysts and Engineers * Work closely with Engineering Managers to understand the Product architecture in support of identifying, designing, or enhancing existing test frameworks * Operate as a key point of contact for all QA aspects of releases, providing QA services and coordinating QA resources on assigned projects or squads * Assess and recommend improvements to the QA organization structure, roles and responsibilities * Train, mentor, coach and manage direct reports both in their tactical day-to-day actions as well as their career path/growth * Manage defect SLA's through the prioritization of bug reports and communicate the prioritization to the development team * Define, document, and improve Continuous Testing processes and procedures that fit within and enhance our CI/CD pipeline and methodologies * Develop and contribute quality engineering best practices and standards for a particular feature or across multiple squads * Work with Product Managers and Engineering Managers to position QA's early involvement in the product planning process * Documents, monitors and presents quality metrics such as test coverage, defect trends, critical path coverage and general testing status for assigned squads * Ensure that the squads adhere to the principles, guidelines and best practices of the QA strategy as defined * Manage test strategies, processes and plans for assigned areas of work * Manage team project allocations through coordination and facilitation of testing efforts, schedules, planning, and resources * Manage up to 5 or more direct reports * Cutivate a quality mindset throughout the organization About You You should apply if you have: * 5+ years of leadership experience managing matrixed QA teams and influencing senior level management and key stakeholders * Demonstrated experience enhancing the overall skill set of the team by contributing to processes, sharing best practices, and helping the team innovate to build great products * Experience mentoring staff and end users on quality objectives and testing processes * Strong knowledge of QA methodologies, tools, and processes * Experience testing and leading quality teams for SaaS web applications * Ability to lead and track multiple projects in QA process at a single time * Excellent communication and interpersonal skills * Solid interpersonal, presentation, and collaborative skills and commitment to develop further * Natural curiosity and tendency to question the status quo * Four-year university/college degree required * Fantastic written and verbal communication skills * US Citizen or Permanent Resident (we do not sponsor at this time) Bonus If You Have Experience With: * Experience implementing process-changing technologies * Experience implementing WCAG for a SAAS platform * Hands-on experience with automated testing tools and frameworks * Hands-on experience with at least one modern programming language: Python, Ruby, Node.js, or similar What you'll enjoy about joining our team Our team members' well-being is just as important to us as their work.
