Highly responsible technical and supervisory work involved in procurement and contract functions. Procures commodities/goods, capital equipment, services, and construction in accordance with all applicable laws, policies and procedures that demonstrate best practices.

 Procures professional services in compliance with CCNA. Assists departments by drafting solicitations, using customary acquisition methods, such as the RFPs, IFBs, RLIs, Request for Qualifications, etc. Provides departments procedural support through the pre-solicitation, solicitation and post-solicitation phases of the procurement process.

Facilitates the selection/evaluation committee meetings, presentation meetings, and any other meetings as assigned by the Department Director, along with the preparation of the respective documents. Advises internal and external customers as it relates to applicable laws, policies, procedures and best practices for the procurement process. Executes market research and other types of research that are customary practices in public procurement.

Engages in community outreach programs. Supervises departmental staff as designated by the Department Director; using coaching, training and other techniques that will empower staff to better serve the needs of their internal and external customers. Reviews documents to ensure departmental staff satisfy a quality, professional standard by deadlines.

Writes correspondence clearly identifying the needs and recommendations in accordance with all applicable laws, policies and procedures. Prepares agenda items and gathers all supporting documentation as required. Reviews and approves all procurements as delegated in accordance with all applicable laws, policies, and procedures.

Analyzes workflow to recommend process improvement strategies without compromising the quality of the final product.  Maintains records of procurements and contracts in order to optimize opportunities for improved sources, distribution of business, prices and terms relative to changing economic conditions. Assists with the organization of the disposal of surplus inventories, scrap material and surplus or obsolete property/equipment via on-line auction.

Assists the Department Director and all departments in developing and maintaining best practices in all procurements. Serves in emergency operations as required. Represents the Department Director in his/her absence.

Performs related work as assigned by the Department Director. Work is performed under general supervision.  

Bachelor's degree from a four-year accredited college or university in Business, Public Administration or a related field. Extensive experience in public procurement or a minimum of five (5) years progressive experience in a large centralized private sector procurement operation handling various methods of procurements including:

Request for Quotations, Invitations for Bids, Request for Proposals, and Request for Letters of Interest from preparation to award. Candidate must have some experience in a supervisory capacity. At least five years' experience in contract development preferred.

 A comparable amount of training and experience may be substituted for the minimum qualifications. Computer experience with an ERP system in Purchasing, Finance, Inventory, and/or Budget modules; eBidding system; and Microsoft Professional Office Suite. Experience with the State of Florida CCNA requirements desirable.

CPPO/CPPB certification desirable. Master's degree from an accredited university in Business, Public Administration or a related field desirable. Juris Doctorate from an accredited university desirable.

Ability to interact effectively with the public and communicate effectively orally and in writing. Possession of a valid Florida driver's license. Ability to see, read, talk, hear, handle or feel objects and controls.

Ability to operate office related equipment. No significant moving, climbing, carrying, bending, kneeling, crawling, reaching, and handling, and pulling. Sedentary position.

Physical abilities include frequent moving up to 10 lbs. and occasionally up to 20 lbs., walking, standing, pushing, reaching and grasping. The noise level in this environment is usually quiet in an inside office setting.
