Direct, manage, supervise and coordinate the training programs and procurement activities of the Strategic Procurement Division; to coordinate assigned activities with other City departments, divisions and outside agencies; and to provide highly responsible and complex administrative support to all City Department procurement functions, including, but not limited to, the following:

  • Provide training, motivation and evaluation to all procurement personnel throughout the City; provide and coordinate staff training within SPD; work with employees to develop short and long-term goals, monitor accomplishments, establish performance requirements and personal development targets and provide coaching for performance improvement and development.

  • Lead the development and implementation of the City's procurement training programs including integration of globally accepted public procurement standards and best practices, implementation of new technology and reinforcement of existing tools.

  • Reinforce procurement operations that support the City's strategic and operational objectives.

  • Participate in the dissemination and enforcement of the City's programs and policies as they relate to the procurement of goods and services, including construction, and the application of the MWBE program.

  • Act as the procurement process training liaison for all City departments.

  • Research and stay current on industry standards including key cost drivers affecting contracted pricing as well as supply and demand.

  • Review bids, contracts and proposals for content and conformance to specifications and makes recommendations for improvement.

  • Coordinate and provides oversight of contract compliance and vendor performance.

  • Actively participate in outside training and train-the-trainer opportunities with special emphasis on NIGP and ISM programs.

  • Understand the concepts of Six Sigma and LEAN principles and incorporates them in the training programs.

  • Exhibit excellent customer service and communication skills.

  • Identify and recommend strategies and procedures to improve the procurement process.

  • Perform other duties as assigned.


This position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort in a normal office environment. MINIMUM REQUIREMENTS


Requires a Bachelor's degree in Business Administration, Purchasing or a field closely related to the work being performed.


Six years of progressively responsible professional purchasing experience are required, with at least two of the years as a supervisor in purchasing or as a Procurement Specialist.

Professional purchasing experience may substitute for the above education requirement on a year-for-year basis.





Strong analytical, business, written and verbal communications skills. Strong background in public speaking, organization of work, time management and building inter-City working relationships.

Knowledge of governmental procurement concepts and practices. Superior knowledge of all aspects of the City's purchasing systems and SAP applications.

Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.

JOB DESCRIPTION Has responsibility for planning, directing and managing procurement activities, including developing, reviewing and approving new or improved purchasing procedures to maintain economy and efficiency of operations; approves bid proposals and specifications; and evaluates overall revisions, price and past performance of each contract. Monitors project procurement-related activities and performance, providing strategy, direction and support to team members to ensure successful delivery of established project requirements. Plan, direct, and coordinate the activities of buyers, and related workers involved in purchasing equipment, supplies, products, and services for Weatherford. DUTIES & RESPONSIBILITIES: Promote & participate in the 8 Gems/Target Zero Safety Program. Champion the Operational Excellence Performance Standards for all department personnel. Ensure annual "Global Manufacturing Objectives" are communicated, monitored and measured for department. Provide Corrective/Preventive actions required by ISO, OEPS and Safety to ensure a positive/favorable result. Direct and manage the activities and performance of personnel, ensuring skills are developed to meet the service level requirements of the purchasing functions. Recruit and select qualified personnel. Establish proper training and career development plans and provide the appropriate training. Evaluate the performance of personnel to ensure that all tasks and activities are carried out with due regard for the health and safety of all and foster a culture of commitment to the company and department policies, goals and objectives. Ensure that supplier relations comply with company policies and procedures. Contribute to and support global strategic purchasing policies initiated by Strategic Supply Chain Management.
