DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS

Direct, manage, supervise and coordinate the training programs and procurement activities of the Strategic Procurement Division; to coordinate assigned activities with other City departments, divisions and outside agencies; and to provide highly responsible and complex administrative support to all City Department procurement functions, including, but not limited to, the following:

  • Provide training, motivation and evaluation to all procurement personnel throughout the City; provide and coordinate staff training within SPD; work with employees to develop short and long-term goals, monitor accomplishments, establish performance requirements and personal development targets and provide coaching for performance improvement and development.

  • Lead the development and implementation of the City's procurement training programs including integration of globally accepted public procurement standards and best practices, implementation of new technology and reinforcement of existing tools.

  • Reinforce procurement operations that support the City's strategic and operational objectives.

  • Participate in the dissemination and enforcement of the City's programs and policies as they relate to the procurement of goods and services, including construction, and the application of the MWBE program.

  • Act as the procurement process training liaison for all City departments.

  • Research and stay current on industry standards including key cost drivers affecting contracted pricing as well as supply and demand.

  • Review bids, contracts and proposals for content and conformance to specifications and makes recommendations for improvement.

  • Coordinate and provides oversight of contract compliance and vendor performance.

  • Actively participate in outside training and train-the-trainer opportunities with special emphasis on NIGP and ISM programs.

  • Understand the concepts of Six Sigma and LEAN principles and incorporate them in the training programs.

  • Exhibit excellent customer service and communication skills.

  • Identify and recommend strategies and procedures to improve the procurement process.

  • Perform other duties as assigned.

WORKING CONDITIONS

This position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort in a normal office environment. MINIMUM REQUIREMENTS

EDUCATIONAL REQUIREMENTS

Requires a Bachelor's degree in Business Administration, Purchasing or a field closely related to the work being performed.

EXPERIENCE REQUIREMENTS

Six years of progressively responsible professional purchasing experience are required, with at least two of the years as a supervisor in purchasing or as a Procurement Specialist.

Professional purchasing experience may substitute for the above education requirement on a year-for-year basis.

PREFERENCES

Strong analytical, business, written and verbal communications skills. Strong background in public speaking, organization of work, time management and building inter-City working relationships. Knowledge of governmental procurement concepts and practices. Superior knowledge of all aspects of the City's purchasing systems and SAP applications.

Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.

VIEW JOBS 1/9/2019 12:00:00 AM 2019-04-09T00:00 Job Description Purchasing Manager Summary of Position Requirements: The primary responsibility is the complete and accurate contracting of all labor required to build homes.Principal Duties and Responsibilities: * Ensure Lennar has only the best trade partners in order to meet its manufacturing needs. * Ensure Lennar's trade partners are continuously improving in the areas of quality, cost, service and delivery performance * Understand the material supply chains of specific spend categories, and implement material sourcing strategies to optimize the flow through the chain * Maintain a thorough understanding of the industry for the specific major category being sourced * Facilitate value engineering sessions with trade partners and associates * Proactively communicate with all applicable associates within division * Benchmark industry sourcing and supply management best practices * Develop, maintain and use should-cost models for specific spend categories and related construction services * Own the responsibility for improving the division's cost per sq foot * Negotiate and question pricing and legitimacy of EPO's * Review all extra EPO's to verify within accordance of approved take-offs, scopes of work, proper reason codes utilized, and work with Expeditor to resolve issues as they arise * Identify areas and trends in extra EPO's to prevent and to reduce costs * Rationalize the trade partner base to the best of the best * Ensure continuity of supply and labor to the division's communities * Review plan, create/revise budgets for multiple new and ongoing communities * Assist with maintaining insurance and contract compliance * Ensure adherence to Department policies and procedures * Provide status updates to Director of Purchasing related to ongoing projects and activities * Review plans, takeoffs and budgets for new communities and resolve possible issues before the community or plan starts.
