Salary Range: $47.03 - $70.87 / hour
The pay range above represents the lowest possible rate for the position and the highest possible rate. Factors that may be used to determine where newly hired employees will be placed in the pay range include the employee specific skills and qualifications, relevant years of experience and comparison to other employees already in this role. Most often, a newly hired employee will be placed below the midpoint of the range.

Pay for PRN positions is calculated differently than Full-Time, Regular Part-Time, and Part-Time positions. PRN Rates depend on the position and other factors, including years of experience, or shift commitment according to the department policy. PRN differential is added in certain positions.
Responsibilities
Position Overview:
The Purchasing Manager is responsible for overseeing the work of buyers and ensuring the timely and accurate procurement of goods and services for CMH. The Purchasing Manager will also lead the effort to reduce costs and improve operational efficiency by optimizing the use of GHX and VHA PriceLYNX throughout the supply chain. This position will be responsible for identifying, quantifying, documenting, verifying and developing savings opportunities through the use of contracts and the Value Analysis approach.
Supervisory Responsibilities:
Directly supervises the buyers in the Purchasing department. Responsibilities include interviewing, hiring and training employees; planning work schedule, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
Qualifications
Required:
Bachelor's Degree in Healthcare Administration, Business or related field
Five (5) years of experience in contracting or analytical capacity role
Preferred:
Certified Materials & Resources Professional (CMRP) designation
Five (5) years of management experience in a related field
Lean Six Sigma Training
Advanced Microsoft Excel competencies
Essential Functions and Responsibilities:
Supports members of the Supply Chain team on issues related to sourcing contract administration, pricing and management of systems. Manages the Item Master and supports the Meditech Materials Management module.
Develops and reviews RFP's, quotes and bids. Coordinates product trials with vendor representatives, nursing staff and the Group Purchasing Organization (GPO). Confers with vendors to obtain product or service information, such as price, availability, and delivery information. Facilitates the development and management of all services agreements.
Monitors and optimizes GPO contracts and contracting opportunities through regular discussions with GPO Account Representatives and through e-information provided by GPOs. Coordinates periodic changes to the Item Master by working with vendors, buyers, and end users to ensure data governance standards are maintained. Works with clinical areas and physicians to achieve product standardization.
Optimizes the use of the GPO to find savings opportunities and creating and maintaining monthly savings reports. Conducts direct negotiations with vendors for acquisition of all medical-surgical materials. Implements a formal bid-award process, policies and procedures.
Prepares, examines, analyzes, negotiates, and revises contracts that involve the purchase or sale of goods or services such as equipment, materials, supplies, or products. Manages the contract administration, requirements analysis, request for proposal, bid and award process. Implements and maintains purchasing guidelines to maximize inventory management, compliance with vendor contracts, distributor, and the GPO.
Monitors adherence to established contracting policies and procedures to assure system wide compliance. Uses the Supply Chain Information System (MMIS) to document contracts. Ensures appropriate items in the Item Master are tied to contracts, bids and quotes.
Introduces technologies and concepts such as Vendor Management, VMI (Vendor Managed Inventories), and Data analytics to enhance the capabilities of the Purchasing department. Identifies opportunities for vendor consolidation and improvement in product utilization processes. Assists with communication, distribution, and expediting of backorders.
Implements electronic requisitioning. Provides operational systems support to various supply chain systems which include but are not limited to: Meditech, electronic requisition and procurement, GHX, freight and logistics.
Assists in training new and existing users on the various purchasing systems to ensure transactions are processed accurately and in the most efficient means. Analyzes purchasing reports to identify cost-savings opportunities. Monitors returns, patterns, compliance with policies and procedures.
Closes out returns and conducts reporting/dashboards. Implements controls and automated processes over medical-surgical supplies and equipment brought in by manufacturer sales reps. Removes waste from the procure-to-pay process.
Oversees credits, annual open order reports and statements. Participates in Clinical Quality Value Analysis Committee meetings as appropriate. Troubleshoots failed transactions.
Assists customers with obtaining and developing operating expense information pertaining to service contracts and agreements. Provides the necessary information and support to business partners in Material Management and CMH, such as but not limited to: Clinical Quality Value Analysis Team involvement, Group Purchasing Organization activities, System-wide committees and business partners, System-wide opportunities for cost avoidance.
Responsible for GHX administration and optimization. Implements internal controls. Exception Management.
Reporting/Dashboards. Trains users and purchasing staff on use and best practices. Increases adoption and promotion of best practices use of GHX across the health system. Performs other duties as assigned.
