The Position

The Purchasing Division Manager for the City of San Bernardino is responsible for overseeing procurement operations, policy development, and contract negotiation. With a focus on compliance and efficiency, they lead a team in executing purchasing procedures, ensuring adherence to regulations and maximizing cost-effectiveness. Strong leadership, communication, and analytical skills are essential for managing vendor relationships, resolving issues, and optimizing procurement strategies to support the City's mission effectively.

Bachelor's degree in public administration, business administration, finance, operations management, or related field; and at least five (5) years of progressively responsible experience in purchasing and contracting for a variety of supplies, materials, services and equipment, at least two (2) years of which were in a supervisory or management capacity; or an equivalent combination of education, training and experience. Experience in a public agency is preferred.

Licenses, Certifications, and Equipment:

A valid California driver's license is required.

Professional certification from the National Institute of Governmental Accounting (CPPO) or the National Association of Purchasing Management (CPM) is highly desirable.

Physical Requirements and Work Environment:

The employee works under typical office conditions, and the noise level is usually quiet. While performing the duties of this job, the employee is regularly required to sit; talk or hear, both in person and by telephone; use hands to manipulate, handle, and feel computers and standard business equipment; and reach with hands and arms. The employee is frequently required to stand and walk. Specific vision abilities required by this job include close vision and the ability to adjust focus.

City Benefits:

The City offers an attractive compensation and benefit package, that includes:

  • Retirement

- Participation in the California Public Employees' Retirement System (CalPERS). Tier I Employees hired before 10/3/11:  CalPERS 2.7% at 55; Classic members with less than 6 months separation: CalPERS 2% at 55, single highest year plan. New members, CalPERS 2% at 62, three highest year average plan.

  • Health Insurance

  • The City contributes $1,125.00 (Employee Only), $1,377.00(Employee+1), or $1,841.00(Employee+Family) for medical, dental and vision premiums.

  • Eligible employees who waive all medical, dental, vision, supplemental life, and supplemental AD&D benefits will receive an annual "Health Insurance Waiver Stipend" of $4,000.00 every first paycheck of December.

  • Leave

  • Administrative Leave

  • 80 hours annually, upon hire; accrued annually July 1st of every fiscal year.
  • Vacation
  • 80 hours annually , accrued bi-weekly; available for use after one (1) year.
  • Sick Leave
  • 96 hours annually, accrued bi-weekly; available for use after ninety (90) days.
  • 13 holidays, plus 18 hours of floating holiday time.

  • Life & Accidental Death and Dismemberment Insurance

  • The City provides Term Life and Accidental Death & Dismemberment (AD&D) Insurance.
  • Other
  • Optional Deferred Compensation Plan, flexible benefits plan, pre-tax childcare plan, employee assistance program, and all other benefits which are received by Management/Confidential unit employees of the City per Memorandum of Understanding.
