The Purchasing Buyer I is responsible for ensuring all required actions and or services, prior to and after purchase order, are completed timely to support production needs through application of purchasing management and negotiation. Purchasing Buyer I should be able to search and provide competitive bids from approved suppliers. Purchasing Buyer I must understand demand logic, item parameters, pricing/cost, contract negotiation, and responds to buy message. Purchasing Buyer I must ensure accuracy and completeness of requisition, and monitor on-time delivery or supplier payment function for the procurement of commodities necessary for company operations. Must be able to manage and execute operations/productions purchase order requests.

  • Review and execute action messages to purchase order for raw material based on MRP requirements by comparing current inventory against future or demands.

  • Out sources subcontract works to approved vendors based on MRP requirements or specific production / planning requirement by comparing internal production demand and capacity.

  • Purchases parts, equipment, and materials or other Maintenance, Repairs, by preparing request for quotations and submitting purchase orders with approved suppliers. Issues purchase orders and agreements that accurately reflect price, schedule, terms, and conditions as negotiated with suppliers. Maintains accurate lead times for assigned commodities.

  • Identifies and recommends suppliers by investigating potential suppliers, researching parts, equipment, machinery, services, and materials availability.

  • Evaluates bids for standard and non-standard items. Selects suppliers for lower cost items or items of limited scope and complexity

  • Analyzes and negotiates price, delivery, quality and service required. Develops alternate sources of supply by identifying and researching prospective suppliers.

  • Resolves shipment quality discrepancies by mediating supplier/manufacturing issues. Facilitates the resolution of issues by arranging and participating in conferences between suppliers and company team members.

  • Negotiates and settles claims for: damage, rejections, and losses, return of materials, over-shipments, cancellations and engineering changes with suppliers. Provides parts, equipment, and materials information by answering questions and requests. Prepares reports by collecting, analyzing, and summarizing information and trends.

  • Mediate payment reconciliation (quantity and price variance, past dues, etc.)

  • Participates in continuous improvement activities and provides suggestions for cost reduction and improved efficiency.

  • Coordinates purchasing activities with manufacturing and engineering departments to maintain inventory at planned levels.

  • Purchase order data entry in ERP/MRP system.

  • Identifies cost cutting opportunities by reviewing requisitions.

  • Obtains written quotations from vendors.

  • Determines the best source for procurement of commodities by documenting and reviewing competitive bids.

  • Performs follow-up or back orders, expedites delivery of orders and makes delivery arrangements.

  • Responsible for maintaining accurate subcontractors, suppliers and vendor files.

  • Supports team leadership with department and company managers and officials, vendors, reporting agencies, clients, customers and the public.

  • Provides high standards of integrity.

  • Works under supervision with a degree of creativity and latitude is required.

  • Maybe required perform general administrative duties.

  • Responsible for complying with government, company, and local policies, procedures, and regulations (e.g., Estimating system manual, RFPs/RFQs, ITAR, Procurement integrity, Export Compliance) relating to the development of cost proposals. Awareness of proposal, accounting, and rate development (common systems). Awareness of audit, fact-finding, and negotiation processes (e.g., self-audit, internal audit, government audit, effective negotiation) and how they affect the proposal process.

  • Responsible for complying with the rules and regulations set forth by Federal, Local, and State government, LISI Aerospace, and HSE Procedures.

  • Responsible for attending all training provided and for adhering to all HSE procedures, policies, and plans, conforming to reporting requirements, and safe operating procedures at all times.

  • Required to bring any known or suspected nonconformance for all company procedures or legal requirements to managements attention immediately.

  • Other duties maybe assigned.

Supervisory Responsibilities
This position has no supervisory duties.
May be assigned to lead and/or coach team members with new or updated procurement programs.


Education and/or Experience

  • Bachelor degree (BA/S) in Supply Chain, Logistics or Business Administration.

  • Minimum 5 years related experience in Purchasing, Supply Chain, or a technical position in a high volume manufacturing environment and/or training; or equivalent combination of education and experience in a fast pace environment.

  • Working and specialized knowledge of the interdepartmental operations. Experience in supply and demand forecasting.
    Language Skills
    Ability to read, analyze, and interpret, technical procedures, or governmental regulations. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

Mathematical Skills
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference and volume. Ability to concepts of basic algebra and geometry.

Reasoning Ability
Ability to define problems, collect data, establish facts and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

Computer Skills

  • Working knowledge of MRP system and network procurement system. Proficiency in Microsoft Office products, Excel, Access, Word, and PowerPoint.
