Purchasing Agent Position Summary:
The Purchasing Agent is the divisions' primary Point of Contact for the Regional Operation Center (ROC). As a result, the focus of this position is customer service. The Purchasing Agent must possess both excellent communication skills and expert knowledge of JD Edwards. This associate will oversee 1-2 Design Assistant(s) in the day to day execution of JD Edwards tasks. The JD Edwards skills required of this position include: loading pricing; correcting take-offs; assigning Primary Vendors; setting up New Communities; setting up Option Take-offs; maintaining the Plan and Spec Change Log; publishing Monthly Budgets; performing cost comparisons; and making Primary Vendor Changes at the divisions' request. Primary Duties and

  • Coordinate and Lead the Weekly Division Conference Call

  • Oversee the day to day tasks of 1-2 Design Assistant(s)

  • Maintain the plan take-off data and pricing for all divisions in JD Edwards

  • Adjust Take-offs as necessary

  • Review Pre-Expenditure when there are questions on increases/ decreases

  • Communicate price targets and send Schedule Bs to Trade Partners

  • Manage the creation of new item numbers and oversee the price request/ price entry of new item numbers

  • Maintain the Plan Square Foot Matrix to ensure the plan SF matches the JD Edwards SF for all plans and elevations

  • Maintain the Plan and Specification Change Log to schedule and keep track of all division requested specification changes

  • Enter new material take-offs for revised plans and any other plan changes to ensure the JD Edwards take-offs match the plan as drawn

  • Create and maintain item codes for all labor and material costs

  • Set up and maintain the utilization of cost codes for all categories of spend

  • Setup and maintain the take-offs as well as the buyer costs for all division Optional Upgrades

  • Create Excel cost comparisons and produce budget comparisons

Education and Experience

  • Two years minimum experience as Purchasing Agent or Assistant Purchasing Agent

  • High School degree minimum

  • Excellent computer skills in Lotus, Microsoft Word, Microsoft Excel

  • Excellent writing skills

  • Detail oriented with excellent memory skills

  • High degree of construction knowledge

  • Team player with strong work ethic

Physical Requirements:
Requires the ability to work in excess of eight hours per day in the confined quarters of an office. Also requires the ability to read plans, bend, stoop, reach, lift, and move and/or carry items less than 50 pounds. Finger dexterity in operating a computer keyboard and calculator. Office work requires sitting at a computer monitor for extended periods of time, completing paperwork and to receive/return phone messages. Standing is required for filing and copying. Additional

Duties and Responsibilities: (Including but not limited to) * Enter house folders and generate Maintain Purchase Order report and purchase orders for housing starts, per project. * Create and revise as needed the description of materials, addendum As, Model Discrepancy Reports and redline worksheets for new projects/product. * Plan and execute project specific or annual bidding process with auditing compliance, per cost code. * Reconcile sales contracts in the system. * Enter customer options into PU03. * Order trusses for all housing starts. * Develop subdivision bid comparison spreadsheets, and bid books; per project. * Contract price entry into system, per project. * Confirm accuracy on Turnkey bids by performing unit pricing takeoffs and comparisons, per responsible cost types. * Enter material estimates and budgets into computer system. * Invoicing - Responsible for escalated invoices (after Contract Coordinator has reviewed and researched) relating to customer options and budget changes. * Maintain FTP site as it relates to the bidding process and standardize contracts. * Assemble and maintain standardize bid documents and exhibit Cs. * Maintain Commodity database and price comparisons. * Facilitate Quarterly New Vendor orientation. * Maintain invite-to-bid, bid awards, preferred and potential vendor documents. * Assist in setting up initial house plans in the computer system. * Maybe required to take on responsibilities of Estimator, producing take offs and entering same into system dependent on worked load and office volume and or Options Coordinator maintaining options and bids in the operating system to efficiently create accurate budgets. Qualifications: * Bachelors degree in Purchasing, Construction, Production/Operations Management or Engineering or related field preferred. * High School graduation or equivalency required. * NAPM (APP CPM) or APICS (CPIM, CIRM) certification preferred. * 5-7 years progressive experience in purchasing. * Home building industry experience preferred. Skills and Knowledge: * Knowledgeable about the construction industry including construction cost, materials, products, methods and procedures. * Must have thorough knowledge of the trades, crafts and equipment needed to complete the job, plus the ability to identify potential problems. * Knowledge and familiarity with blueprints, construction drawings and addendums and reading same required. * Ability to multi-task and prioritize several tasks without compromising quality of work or mission deadlines. * Proven organization skills in a high paced work environment. * Must be able to use word processing, e-mail, spreadsheets, presentation (PowerPoint), database and newsletter (Adobe) software for advanced internal and external communications, creation of reports and presentations and database maintenance. * Ability to review, analyze and interpret information as well as trouble-shoot to solve problems. * Knowledge of business English and ability to communicate patiently and professionally with both internal and external customers both orally and in writing. * Ability to multi-task and prioritize several tasks without compromising quality of work or mission deadlines. * Ability to adapt in a changing workplace. * Computer literacy, proficiency with Outlook, excel, Word, Power Point and ability to learn new programs as needed. * Skilled at complex negotiations.
