Under general supervision, the Procurement Agent will plan, determine and execute moderate value purchasing functions and bids in the procurement of materials, equipment, goods and services, and ensure under Georgia E-Verify Law all contracts and purchase order documents are in compliance with the law. The Procurement Agent receives requisitions with required specifications or documentation, reviews for clarification and understanding. Determines the appropriate procedures to obtain goods and services that will meet the requirements and provide the best possible price and delivery schedule while conforming to purchasing regulations. Monitors and ensures accuracy of existing blanket purchase contracts. Initiates liquidation of all City/BLW surplus property, supplies and asset forfeiture items. Required to have thorough knowledge of established purchasing procedures and the ability to perform related purchasing duties as required or assigned. This is the second level of three classification levels within the purchasing department.

  • Prepares formal bids as needed to establish blanket purchase contracts while ensuring compliance with City ordinances and policies, State, Federal and National Institute of Government Purchasing (NIGP) regulations.

  • Review and evaluate existing blanket purchase contracts for renewal status.

  • Compiles Request for Bids for items of moderate value, evaluates supplier bids, selects vendor and prepares purchase order to successful bidder.

  • Tabulates, when required, vendor bids and sends purchasing recommendation letter to the user department for approval.

  • Monitors and coordinates assigned bid awards to include resolution of any pricing, specification variations, shipping, scheduling or other related discrepancies and problems.

  • Ensure under Georgia E-Verify Law all contracts and purchase order documents are in compliance with state law.

  • Ensures goods and services purchased are in accordance with City purchasing policies and procedures

  • Discusses more complex purchasing issues with the Procurement Manager for direction as needed.

  • Solicits requests for written quotations and analyzes vendors quotes based on price and availability.

  • Reviews and issues change orders as required to ensure prompt processing of requisitions.

  • Oversees and initiates liquidation of all City/BLW surplus property, supplies, and asset forfeiture items through the electronic bid process. Compliance to State law is required.

  • Conducts meetings with potential vendors to establish new sources and products.

  • Retains accurate records and documentation of purchases and quotations on all assigned purchasing activities. Required to have thorough knowledge of established purchasing procedures and the ability to perform related purchasing duties as required or assigned.

Preferred Qualifications:

  • High School graduate and/or vocational/college coursework with an emphasis in purchasing/procurement, business, accounting, or a closely related field and a minimum of two years procurement/purchasing experience or an equivalent combination of education and experience

  • Knowledge and understanding of laws relating to public purchasing.

  • Knowledge of purchasing methods and practices to include market pricing and comparison.

  • Proficiency to make decisions in accordance with Purchasing policies and procedures.

  • Awareness of materials and supplies used in City government.

  • Ability to interact with the public, vendors, and other employees in a courteous and effective manner.

  • Ability to write clear and concise documents and letters.

  • Skill in operating a personal computer and various software programs including current Microsoft Windows, Microsoft Office including Word for Windows and Excel.

  • CPPB certification preferred or can obtain through work/study program. (After working test period)

  • Valid Georgia driver's license and satisfactory seven-year driving history to include no DUI's in the last three years.

  • Credit and criminal background check required.
