Under the general direction of the Purchasing and Contracts Manager, the incumbent is responsible for the timely processing of department procurement requests for equipment, supplies and services required for day-to-day operations. Answer phones, meet with vendors or visitors at window. Help others with pre-bid meetings or bid opening as needed. Answer questions for departments as needed. This job has no supervisory responsibilities.

Responsibilities and Reporting During an Emergency Situation:

Essential Employees may be required to work during a declared emergency. Depending on the nature of the emergency, this may require working around the clock for several days on short notice.

Non Essential Employees will not be required to work during a declared emergency. The employee's Department Head will determine when the employee will be required to work.

Duties/Responsibilities

  • Select the correct procurement method based on the total dollar expenditure and the complexity of the commodity or service.

  • Review all incoming requisitions and review to verity requesting department has budget for material or services requested and are coded properly.

  • Coordinate with requesting department to ensure that all analysis for day-to-day purchases and the development of specifications for complex commodities and services are in compliance with the City purchasing policies, ordinances and state statutes.

  • Complete purchase orders, confer with department on purchasing and delivery requirements.

  • Facilitate and monitor automobile auction for the sale of surplus rolling stock.

  • Organize and maintain file system.

  • Perform product research and locate and select sources of supply.

  • Meet with vendors, review products through the internet for future needs of various departments.

  • Provide follow-up on status of purchase, billing errors and delivery.

  • Provide assistance to the requesting department in product evaluation and locating competitive sources for future purchases or obtaining budgetary pricing to assist the department in preparing project cost analysis.

  • Recruit new vendors and maintain the City's automated vendor data base. Maintain vendor files on past performance and block access to vendors that are not certified to engage into business with the City.

  • Assist with the annual inventory and new inventory.

  • Coordinates and chairs pre-bid conferences with all parties involved. Issue addendums if required.Conduct bid openings, process bid tabulation and prepare green sheets for award of bid by City Council.

  • This position requires regular and reliable attendance and the employee's physical presence at the workplace

  • Performs other duties as assigned.

KNOWLEDGE, SKILLS AND ABILITIES

  • Knowledge of principles and practices of governmental purchasing.

  • Proficient in the use of word processing, spreadsheet, database and presentation software.

  • Ability to establish and maintain effective working relationships

  • Ability to operate necessary equipment, including computer, six line telephone, copy machine, facsimile machine, adding machine and typewriter.

Minimum Requirements

  • Associate Degree

  • Three (3) years of experience in procurement, or an equivalent combination of education, experience, and/or training that provides the required knowledge, skills, and abilities

PREFERRED QUALIFICATIONS

  • Preferably local government experience

  • Grasping - applying pressure to object with fingers, palm.

  • Handling - picking, holding, or working with whole hand.

  • Hearing 1 - perceiving sounds at normal speaking levels, receive information.

  • Hearing 2 - receive detailed information, make discrimination in sound.

  • Kneeling - bending legs at knee to come to rest at knees.

  • Lifting - raising objects from lower to higher position, moving objects side to side, using upper extremities, back.

  • Mental Acuity - ability to make rational decisions through sound logic, deductive reasoning.

  • Pulling - use upper extremities to exert force, haul or tug.

  • Visual Acuity 1 - prepare, analyze data, transcribing, computer terminal, extensive reading.

  • Visual Acuity 2 - color, depth perception, field of vision.

  • Visual Acuity 3 - determine accuracy, neatness, observe facilities/structures.

  • Walking - on foot to accomplish tasks, long distances, or site to site.

Work performed is primarily:

  • Medium work: Exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

WORK ENVIRONMENT

Works in an office environment and sits for long periods of time

May be required to work hours other than the regular schedule including nights, weekends, and holidays.
