The Purchasing Agent I is under the direct supervision of the Purchasing Supervisor-SES. The position is responsible for work involving the procurement of commodities and services for the Florida Department of Health in Lee County (DOH-Lee).

Applies effective sourcing techniques to obtain best cost available for all purchases. Reviews purchase requisitions to ensure accuracy. Processes purchase orders, including but not limited to, order creation, approval, tracking, reconciliation, problem resolution, and returns. Receives, inspects, and assists with coordination of delivery of all commodities ordered.

Processes and clears Level 1 and Level 2 purchasing card charges in State Purchasing Card system as Level approver. Back up to local subject matter expert for the State eProcurement system. This includes remaining current on purchasing policies, guidelines, and procedures, disseminating pertinent information, and assisting with training of DOH-Lee staff as needed. Assists in the development of new Purchasing processes and procedures.

Serves as backup for mail duties, to include sorting and metering outgoing US mail by department for Postmaster pickup and delivery of bulk outgoing mail to bulk mail unit.

Assists with maintaining vehicle fleet operations to include tracking repairs, monitoring Fleet maintenance schedules, planning for vehicle replacement, and maintaining fleet fuel cards for vehicles.

Serves as back up for cell phone order requests, including upgrades, transfers, revisions, and cancellations.

Performs other related work as required.

Knowledge, skills and abilities, including utilization of equipment, required for the position:

MINIMUM QUALIFICATIONS PREFERRED

  • High school diploma and two (2) or more years of professional purchasing or procurement experience.

Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to threats involving any disaster or threat of disaster, man-made or natural.

Working hours: (A) Daily from 8:00 am to 5:00 pm (B) Total hours in workweek 40 + 40. May be required to work additional hours as needed for emergencies or special projects.

This employee is at risk for exposure to blood-borne pathogens. This position may serve clients that speak only Spanish, Creole, or other languages. It may require performance of interpreter duties, if bi-lingual, or implementation of the Department's Limited English Proficiency Plan. Travel to all WIC sites may be involved in the performance of duties. HEALTH SUPPORT: Collects and records medical data (height/length, weight and hemoglobin levels) of WIC clients in accordance with DHM 150-24. Transcribes all medical data to the FL-WiSE system. Completes the Lab/Anthro screen with proper measurement conversions for women, infants, and children. Reviews client's immunization records and documents information in the Immunization/Blood work screen of the FL-WiSE system in accordance with DHM 150-24 and manuals. Calibrates anthropometric equipment per DHM 150-24 manual, when needed. Properly maintains bio-hazardous materials according to FDOH and CHD requirements. Follows FDOH and Lee CHD policies regarding prevention of blood borne pathogen transmission. Cleans electric breast pumps returned to the site per department policy. CLERICAL DUTIES: Operates the FL-WiSE computer terminals/scanners/signature pads/card readers/pin pads; interviews participants for demographics, WIC income eligibility and immunizations; issues benefits, special formula, and EBT cards. Instructs participants on redemption procedures, rights and obligations, program procedures, vendor/participant concerns. Provides interactive newsletter contact and voter registration compliance. Responsible for security, inventory, storage and accurate completion of special formula, EBT card issuance log, and supply orders. Participates in end of the month inventory. Completes precertification screen for anyone walking in and requesting a WIC appointment.
