Duties:

  • Verify or abstract information contained in documents and reports.

  • Contact vendors to get status of orders and expedite delivery.

  • Maintain various procurement files.

  • Resolve a variety of shipment, payment, or other discrepancies or perform other similar work in support of procurement programs and operations.

  • The work requires a practical knowledge of procurement procedures, operations, regulations, and programs.

  • Monitor vendor performance through personal contact, review progress reports, and discuss reasons for delays, failures, or price changes.

  • Tracks obligations/commitments and monitors expenditures to support recurring budget forecasts and identify potential fraud, waste and abuse based on procurement history and purchase trends.

  • Ability to compile, consolidate, organize, and summarize specific procurement information.

  • Develops reports and spreadsheets, obtains and organizes files, and retrieves reports for briefings and presentation purposes.

  • Reviews, assembles, and maintains procurement related files and related systems.

  • Resolves minor disputes and informal complaints.

  • Identifies needs or problems and determines recommended corrective actions, alternatives or solutions.

  • Other duties as assigned.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/03/2024.Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: acquiring supplies, services, and construction by purchase, rental, or lease through (a) delivery orders and/or (b) small purchase procedures; requires knowledge of policies and procedures for delivery orders and small purchases; knowledge of commercial supply sources and common business practices related to sales, prices, discounts, units of measurement, deliveries, stocks, and shipments; fulfills acquisition requests under the federal micro purchase threshold, ensuring these purchases are procured in accordance with Federal and VA regulations, policy and procedures; purchases a wide variety of complex and highly specialized services, supplies, equipment, and systems that support the full range of programs and activities at a VA Health Care System and supported catchment area; performs procurement duties such as preparing, controlling, and reviewing procurement documents and reports; verify or abstract information contained in documents and reports; contact vendors to get status of orders and expedite delivery; maintain various procurement files; resolve a variety of shipment, payment, or other discrepancies; or perform other similar work in support of procurement programs and operations; requires a practical knowledge of procurement procedures, operations, regulations, and programs.

You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
