This announcement is for an Purchasing Agent for the Indian Health Service within the Navajo Region. The Navajo Region Indian Health Service provides health care and community health services though a network of health care facilities on the Navajo Nation. Facilities are located within Northeastern Arizona and Northwestern New Mexico.

Incumbent procures commercial or specialized supplies, general and specialized services, professional medical services, and construction projects.
Purchases various commercial and/or specialized requirements from preferred and open-market sources.
Incumbent performs duties such as preparing, distributing, and tracking administrative documents such as requisitions, purchase orders, delivery orders, task orders, and Government purchase card actions.
Incumbent participates in the planning, development, and execution of simplified purchases procurement policies and procedures from the initiation to the final approval and close out.

You will receive credit for all qualifying experience, including volunteer and part time experience. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade level (GS-4). Examples of specialized experience would typically include, but are not limited to:
Procuring supplies and services to meet the purchase, rental, or lease needs of an organization;
Purchasing various equipment, supplies, and services through the use of a purchase card;
Utilizing a variety of automated systems to enter, update, revise, sort, and calculate data and perform price analysis;
Utilizing different ordering, reporting procedures, and purchasing methods.
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed 4 years above high school. (Transcript Required).
Combination: Applicants may also combine education and experience to qualify at this level. You must have an equivalent combination of specialized experience and education beyond 2 years above high school to meet the total requirements. (Transcript Required)
You will be rated on the following Competencies for this position:
Knowledge of simplified purchasing procedures to ensure compliance with federal procurement policies and procedures.
Ability to identify priority sources of supply to purchase supplies, equipment, or services to meet service program requirements using a Government purchase card.
Ability to determine price reasonableness based on market research to ensure the government is getting the best value on procurements.
Skill in oral and written communications with a variety of professional and administrative staff within the agency and vendor representatives.
Ability to use Microsoft applications, web based applications, Unified Financial Management System (UFMS), and other various Indian Health Service systems to schedule meetings, prepare reports, and organize electronic and hard copy files and documents.
