Duties

Summary

This position is located in the Crop Protection and Improvement Research Unit, Salinas, CA. The incumbent performs a range of purchasing functions which includes making sole source open market purchases or competitive open market purchases when specifications are standardized, price and product characteristics are stable, and repeat vendors are used. The incumbent may serve as the purchase card coordinator and/or accountable property officer.

Responsibilities

Major Duties may include, but are not limited to:

Purchasing a variety of commercial supplies and equipment by placing delivery orders against established contracts or other standardized purchasing methods.
Negotiating with vendors on a limited variety of issues such as: price breaks, accelerated delivery, reduction of service charges, and waiver of restocking fees.
Conducting research for the availability of the item and supplier reliability.
Advising others on the purchase card program.

Travel Required

Occasional travel - Occasional travel may be required for training purposes.

For this position, specialized experience is experience assisting with procurement support and purchasing services; assisting with open-market negotiations for the purchase of supplies, services, construction or technical equipment; and using automated systems to process and monitor purchasing requests.

Education: Successful completion of 4 full years of education above the high school level.

OR

A combination of education and experience as described above.

At the GS-6: Qualifying experience for GS-06 includes one year of specialized experience comparable to GS-05 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience preparing and submitting purchase orders; performing open-market negotiations for the purchase of supplies, services, construction or technical equipment; and using automated systems to monitor and report purchase and credit card billing statements.
