Vacancies will be filled in the following specialty areas: Taxpayer Services Customer Assistance, Relationship and Education, Media and Publications, Publishing

The following are the duties of this position at the full working level.

  • Initiates, develops, and assumes a leadership role in the formulation of organization policies, development of program plans, and the issuance of directives and instructions to improve the overall effectiveness of the management and operation of Publishing. Meets with management and other personnel to contribute to the definition of goals and objectives.

  • Prepares agency directives, IRM issuances, memoranda, Service wide policy statements, and other written guidelines and recommendations relating to the project.

  • Coordinates the Division representation in a variety of cross-functional technological initiatives including electronic information dissemination and retrieval, localized and interactive publishing systems, and document and information interchange.

  • Provides comprehensive knowledge of the forms design process to develop, design, and implement forms modernization including, planning, reporting and contract management in alignment with business and mission. The incumbent is an expert in concepts, principles, and methods regarding digital and mobile adaptive forms.

  • Meets with top-level managers and executives within the Service to define the overall goals and objectives of the project.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.

You must meet the following requirements by the closing date of this announcement:

SPECIALIZED EXPERIENCE: GS-14 Level: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes:

  • Experience using Policies and performed work on projects related to Information and Publishing systems.

  • Experience analyzing and evaluating measures from metrics, finance, and published material data for customers or stakeholders.

  • Experience with project management and interpreting personnel policies in order to apply them; Experience with oral and written communication given to upper management or executives.

  • Experience in negotiating and resolving conflict; Experience analyzing, coordinating and implementing content management.

  • Experience with wide range of analytical and evaluative methods and techniques, both qualitative and quantitative, to accomplish complex projects or studies of broad scope.

  • Experience accomplishing analytical studies and/or projects relating to mission-oriented programs.

  • Experience in conducting strategic planning and the overall mission, objectives, functions, policies.

AND

MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected. If the position has specific education requirements and you currently hold, or have previously held, a position in the same job series with the IRS, there is no need to submit a transcript or equivalent at this time. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.   • Start and stop times between 6:00 a.m. and 6:00 p.m.
