Under general administrative direction of the Economic Development Director, is responsible for assisting in the development and redevelopment of large-scale acquisition of property assets for the City of Bellevue to drive catalytic place making in Bellevue's employment centers.
The position will oversee budgets and contracts; provide policy analysis and support for investment decisions; provide complex technical real property support; facilitate resolution of issues with other city staff, consultants, contractors, businesses, other agencies and citizens; and bring real estate and redevelopment contracts to Council for consideration.
Essential functions for the P3 manager will include but are not limited to:
Managing various services to support catalytic placemaking to include real estate services, property leasing agreements for real property, public right-of-way, cultural facilities, telecommunications and utility pipelines, asset development and marketing and space planning.
Support complex property transactions.
Serving as P3 technical advisor to senior management on property rights, regulations and property transactions.
Working collaboratively with the City's Real Property Division administering and maintains real property policies and procedures; interprets and ensures City compliance with State, Federal and local laws and regulations.
Sourcing potential development partners and retail tenants and negotiating, managing, and executing development programs, letters of intent, purchase and sale agreements, development agreements, delivery schedules and financial terms
Developing internal and external coordination between agencies, stakeholders, and the community
Communicating technical financial, and real estate/development information to non-technical audiences
Serving as the liaison between property owners, developers, city officials, city staff and city boards and commissions related to community development, public events.
Resolving conflict and build consensus where there are differing opinions and interests.
Required Knowledge, Skills & Abilities
Minimum five years' experience working in professional environment, specifically in real estate redevelopment, urban renewal, or related field.
Bachelor's Degree in architecture, business administration, urban planning, marketing, real estate development, or a related field.
Strong team ethic and experience leading and working within cross-functional teams is desirable.
Demonstrated ability to assess risk and creatively solve problems.
Experience building, managing, and tracking budgets.
Effective interpersonal relationships through honest, open communication and follow-through on commitments
Exhibit problem-solving skills leading to sound judgment and quality decisions
Achieve goals, handle assigned workload and new assignments effectively; demonstrate an ability to work independently
Ability to establish and maintain effective working relationships with City staff, elected officials, and the public.
Knowledge of working in a multicultural or international environment.
Familiarity of Washington State P3 regulations and legislation.
Skill in operating a personal computer and utilizing applicable software for project management, financial proformas, presentations and general applications.
Ability to communicate clearly and effectively, both verbally and in writing.
Experience working with, or working for a public entity is highly desirable
