Under general direction of the Senior Engineer, plans, schedules, assigns, reviews, and participates in the work of crews engaged in traffic operations, the maintenance, repair, and construction of public works projects and related facilities; performs professional, administrative and supervisory work in planning, organizing, inspecting and directing all activities related to maintenance contracts; coordinates utility relocation; provides for the instruction and training of assigned staff; provides responsible technical assistance to the Senior Engineer and performs a variety of technical tasks relative to the assigned functional area.

  • Plans, assigns, supervises, reviews and participates in the work of assigned staff involved in traffic operations, the maintenance, repair, and construction of streets, signs, sewers, storm drains, and related structures; Performs the most skilled or complex duties.

  • Manages, supervises, monitors and reviews all activities related to the contract administration process.

  • Develops, prepares construction/consultant contracts ensuring conformance with City policies, regulations, state and federal laws.

  • Sets and establishes work schedules.

  • Reviews work orders and inspects sites where work is to be performed.

  • Assigns, completes, and closes service requests and work orders in work management system.

  • Uses computer software including spreadsheets, databases, GIS, work management system, and pavement management system.

  • Manages annual pavement preservation project.

  • Inspects work in progress and upon completion; visits work sites.

  • Reviews and evaluates employees' work performance; works with employees to correct deficiencies; implements discipline procedures as directed.

  • Participates in the selection of staff and provides or coordinates staff training such as gas monitors, respiratory equipment, and forklift among others in related areas.

  • Researches and aids in the resolution of contract issues.

  • Analyzes all contracts for accuracy and appropriate clauses based on type of contract.

  • Provides guidance to the public and City employees, in accordance with City ordinances, policies and guidelines, regarding legal issues for contracts and proper contract formation.

  • Meets and discusses with Senior Engineer improvements to service contract processes and procedures.

  • Develops policies related to the department, including but not limited to contract formats, RFP, RFQ formats, evaluation processes, contract administration processes and protocols.

  • Oversees development of work scopes, bid/RFP preparation, advertisement, selection, evaluation, cost/price analysis, contract placement, and administration of all major contracts.

  • Generates and edits bid schedules, memos, agreements and a variety of budget/financial reports.

  • Serves as liaison between City departments, contractors, consultants, and users on contractual process issues.

  • Evaluates operations and activities of assigned responsibilities; recommends and implements improvements and modifications for work methods and procedures.

  • Recommends and assists in the implementation of goals and objectives.

  • Assists in the application for permits from various regulatory agencies; completes required forms; provides information on projects; and coordinates with internal and external customers on permit process.

  • Provides input on Capital Improvement Projects (CIP) as needed.

  • Maintains data system for tracking purchasing and contracting functions.

  • Develops and maintains relationships with vendors and contractors to identify and qualify potential bidders and obtains competitive vendor pricing for small value purchases; compiles lists of vendors for bid submission and prepares Request for Proposals and Request for Quotes for specific procurement requirements.

  • Prepares reports to depict the status of contracts, issues and or complaints with vendors, and the overall job performance of the vendors hired by the City.

  • Presides over evaluation and selection of bidders and conducts reviews as appropriate.

  • Negotiates routine contracts and change orders with contractors and suppliers.

  • Administers contract activities from request for proposal to contract close-out.

  • Performs field inspections to monitor compliance with City contracts.

  • Reviews invoices, statements, work orders, and contractor billings to monitor compliance.

  • Prepares and maintains inspection reports, documents, and related inspection and performance records and logs.

  • Responds to and resolves service requests, inquiries, complaints and suggestions.

  • Coordinates the planning, organization, control, integration, and completion of special projects within the area of assigned responsibility.

  • Maintains and upgrades professional knowledge, skills and development by attending seminars and training programs and reading trade and professional journals and publications.

  • Assists in budget preparation and full cost recovery documents as necessary; estimates time, cost, labor, equipment, and material needs.

  • Assigns staff and orders necessary equipment and materials.

  • Discusses job details with subordinates to ensure conformity with work orders and specifications; monitors work activities to ensure compliance within established policies and procedures.

  • Instructs crews on proper work and safety procedures and ensures compliance.

  • Conducts safety meetings; answers questions and provides information to the public; investigates complaints and recommends corrective action as necessary to resolve complaints.

  • Secures and participates in emergency repairs as required; operates City vehicles skillfully and safely.

  • Maintains work related records and prepares various reports using a computer.

  • Interprets drawings, diagrams, specifications, and blueprints as required.

  • Builds and maintains positive working relationships with coworkers, other City employees and the public using principles of good customer service.

  • Performs related duties as required or assigned.

  • The operation and maintenance of a variety of hand and power tools, vehicles and power equipment.

  • Proficiency with personal computers and software applications related to assignment.

  • Excellent written and oral speaking skills.

  • Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors and City staff.

Ability to:

Minimum Qualifications

Combination of education and experience sufficient to successfully perform the essential functions of the job qualifies.

  • High school diploma or GED equivalency; additional specialized course work in public works, public administration, engineering, or a related field is desirable.

  • Four years of increasingly responsible experience in street maintenance and construction, stormwater/drainage maintenance and construction, utility coordination, contract administration, traffic control systems, or facilities maintenance and construction, including two years of lead or supervisory experience.

  • Possession of a valid Georgia Class C driver's license.

Physical Demands

Physical: Primary functions require sufficient physical ability and mobility to work in outside areas in all weather conditions, which may include wind, rain and other elements.  Continuous walking, reaching and handling; lifting and carrying objects weighing up to 50 lbs.  Frequent standing, stooping, kneeling and crouching; reaching at and above shoulder height; pushing/pulling, twisting at waist; strong power or pinch grasp; upward and downward flexion of neck, side-to-side turning of neck; lifting and carrying objects weighing up to 50 lbs.; pushing/pulling of objects up to 20 pounds.  Occasional sitting, climbing, balancing, crawling and fingering of objects and equipment; lifting, carrying, pushing/pulling of objects weighing up to 100 pounds; lifting and pushing/pulling of objects over 100 pounds with assistance only.

Vision: See in the normal visual range with or without correction; vision sufficient to read computer screens and printed documents and to operate equipment.

Hearing: Hear in the normal audio range with or without correction.
