The City of Boise is accepting applications for an experienced project manager who:

  • Leads projects from discovery and alternatives analysis through conceptual design, generation of engineering/construction documents, construction, punch list, final invoices/retainage releases and transitions the operations and maintenance staff.

  • Manages the development of construction plans, estimates and schedules for medium to large-sized, complex facilities-related construction projects.

  • Uses experience in construction/engineering projects to oversee all aspects of project construction and contractual adherence for external general contractor and construction management firms.

Essential Functions

Leads medium to large size projects of considerable complexity in a variety of areas including facility construction projects, land lease agreements, housing-related projects, technology implementations, and internal process improvement projects. Specializes in leading projects that cross multiple departments and strategic goals in order to ensure the most ambitious goals of the city are being reached. Defines project scope, goals and objectives on the city's large, complex projects by working closely with project sponsors, executive sponsors, and external partners. Develops detailed project scope, schedule, budget, resource plan, and issue/risk logs. Conducts qualitative and quantitative risk analysis to guide data-based decisions on project scope and solution design to mitigate risks to the city. Responsible for periodic project status reports, sponsor communication updates and formal presentations. Conducts project meetings and completes all project tracking and analysis. Ensures adherence to quality standards and required project deliverables for both internal and external project team members. Assists in the development of project management standards, methods, templates, and processes across all city departments. Seeks out knowledge sharing opportunities with other project management roles across all city departments.

Builds detailed budgets and budgetary tracking methods, processes and tools for projects. Monitors and tracks actual spending against approved budgets by partnering effectively with the Finance Department. Provides regular project financial status updates including forecasted Estimates-to-Completion (ETC) and Estimates-at-Completion (EAC). Manages project budgets for contracts ranging up to 10M.

Creates detailed project schedules and identifies resources necessary to achieve them. Monitors current progress to project schedule and uses schedule recovery techniques to stay on schedule. Identifies and resolves issues affecting execution against the project schedule. Tracks progress to schedule, contractual obligations and sponsor expectations and provides timely and transparent updates in order to keep projects on schedule to completion. Identifies, tracks and mitigates project issues and risks. Escalates issues and resolution plans quickly and effectively while encouraging project team resources to do the same when issues arise.

Oversees procurement processes necessary for project success, including preparing and soliciting proposals as needed for the project. Provides experienced leadership in the creation of RFP documentation and acts as the point of contact for externally contracted vendors/firms. Leads project team in vendor selection on projects, ensuring project budget constraints are considered during contract negotiations. Leverages professional experience to assist in ensuring projects are set up with the best type of contract and terms needed for a particular project. Owns the contractual relationship and acts as the contract representative for the City of Boise as needed. Receives and reviews contractual submittals, invoices, change orders and other contractual approvals. Monitors contractual terms to reduce risk to the city and increase likelihood of successful contractual execution. Identifies possible contract issues that might affect project goals and objectives. Ensures integration of vendor tasks into projects in collaboration with other project stakeholders. Identifies and secures any internal or external experts needed to provide technical guidance to project team.

Requirements

Required Knowledge, Experience, And Training

  • Requires BS/BA in Engineering, Construction Management, Architecture, Computer Science, Business, or related field, and

  • Typically requires 10 years of experience as a project manager, leading progressively larger and more complex projects.

  • Strong leadership skills and demonstrated accountability for defining and managing complex, large, and highly visible projects from idea to successful completion.

  • Experience leading project teams with both internal and external stakeholders; managing all aspects of contracts and commercial terms related to project resources, solution implementation, design and/or construction; managing construction and/or engineering project tasks including plan reviews, permitting processes, and construction phases in the practice of public works wastewater, facilities and/or construction projects.

Knowledge of:

  • Statutes, ordinances and regulations governing engineering practices, procurement and construction; of construction management and engineering principles, practices, and procedures, including estimating techniques for public works projects.

  • Working knowledge of multiple project management methodologies and best practices such as PMI, PMBOK, Agile SAFE, lean Six Sigma, PRINCE2, etc, with deep experience with at least one.

Ability to

  • craft effective executive sponsor project updates with minimal guidance;
  • select and build project teams consisting of consultants, contractors, city employees and occasionally residents of the city;
  • display an attitude of cooperation and work harmoniously with all levels of City employees, the general public and other organizations;
  • communicate effectively in the English language at a level necessary for efficient job performance;
  • complete assignments in a timely fashion;
  • understand and comply with all rules, policies, and regulations;
  • maintain prompt and regular attendance; and
  • perform all essential functions as assigned by an authorized employee, supervisor and/or manager with or without reasonable accommodation.

Individuals must be capable of operating vehicles safely and have an acceptable driving record.

Preferred Knowledge, Experience, And Training

  • Master's Degree in Engineering, Project Management, Construction Management, Architecture, Computer Science, Business or a related field.

  • Project Management Professional (PMP) credentials from the PMI.

  • Experience working for a public agency.

  • Professional Engineer or Architect, licensed by the State of Idaho, or if licensed in another state, able to acquire an Idaho license within six months of hire date.

Licensing And Other Requirements

  • Valid state-issued driver's license.

Work includes sensory ability to talk, hear and touch. Work in this position also includes close vision, distance vision, peripheral vision and depth perception. Employees will sit, stand, walk, stoop, kneel, crouch, crawl, reach, grasp, climb and balance. Position requires hand/finger dexterity.

Working Environment

The work environment will include inside conditions, outdoor weather conditions, extreme temperatures, in wet and humid conditions, areas of dust, odors, mist and gases or other airborne matter. Employees are exposed to mechanical hazards. Employees will also drive a vehicle as part of this position. Work includes protected exposure to chemicals. Will sometimes be required to be on-site during construction projects such as new facilities, parking garages, etc.

This position works: Project work required occasional after-hours/weekends/holidays.
