The newly created Water & Wastewater Manager reports to the Assistant Director of Water & Wastewater and is responsible for the field operations of our Utility Compliance and Utility Operations teams. Our ideal candidate will have strong knowledge of field operations for water distribution and wastewater collection systems, have experience setting and achieving goals to improve operations, and have a passion for empowering and leading others. Plano has over 1,500 miles of water mains and 1,000 miles of sewer mains providing water and sewer service to over 290,000 residents and the business community.

The Public Works Department is seeking an energetic and experienced leader to lead our Water and Wastewater team. We are looking for someone who embodies our core values of respect, teamwork, trust, safety, and communication. Serving over 290,000 residents and local businesses, we provide vital water and sewer services to the community. The ideal candidate will bring a deep understanding of field operations in water distribution and wastewater collection, ideally within a city of similar size, along with a passion for mentoring and developing their team members.

The position will temporarily report to the Director of Public Works while key vacancies are being filled and will work closely with the Streets and Traffic Manager and CIP Manager. The Public Works Water and Wastewater Manager directly oversees our Utility Compliance, Utility Operations, and Pumping Facilities operations who are responsible for over 1,500 miles of water mains, 1,000 miles of sewer mains, and ensuring reliable water and sewer services for the community.

This position offices at the Parkway Service Center (4120 W. Plano Parkway) and has flexible hours Monday through Friday between 6:00am- 5:00pm.

Summary of Duties: Under administrative supervision, the Public Works Operations Manager (Water/Wastewater) is responsible for the water/wastewater field maintenance groups within the Public Works Department. This responsibility includes the repair and maintenance of City water main, services, meters, valves, sewer pipe, sewer manholes, and other water/wastewater related distribution and collection infrastructure. Position responsibilities also include development and implementation of safety and job related training for supervisory and field level staff. In addition, the position includes coordination of disaster related responses such as customer shutoffs, debris removal, and departmental support of police and fire.

Examples of ESSENTIAL JOB FUNCTIONS

  • Manages and coordinates the maintenance and operation of the city's water distribution and wastewater collection systems.
  • Selects, trains, disciplines, evaluates and supervises work of field supervisory employees to ensure that department objectives are met.
  • Leads the improvement and development and implementation of Division safety program through coordination with the safety coordinator and superintendents
  • Formulates department policies and procedures for planning and implementing the City's water/wastewater public works programs and procedures.
  • Regularly visits jobsites and other locations to observe employees performing duties as required and confirming that safe and protective methods and techniques are being utilized.
  • Completes written reports and documents observations from on-site visits.
  • Leads the procurement and management of third party contracts related to the repair and maintenance of city water/wastewater infrastructure.
  • Oversees and trains supervisory staff on proper purchasing procedures.
  • Develops, revises, and implements division Standard Operating Procedures
  • Manages the preparation and administration of the water/wastewater division and group budgets.
  • Develops operational priorities, goals, and objectives under the direction of the Assistant Director of Public Works (Water/Wastewater).
  • Assists leadership with implementation of strategic plans for water/wastewater infrastructure and emergency operations.
  • Responsible for staff selection, hiring, training, evaluating, and discipline.
  • Plans, organizes, and implements comprehensive preventative maintenance and repair programs for water and wastewater infrastructure such as fire hydrants, valves, meters, and manholes.
  • Coordinates vendor training on equipment related to operation and preventative maintenance.
  • Represents department at meetings and on committees.
  • Responds and resolves customer inquiries, complaints, and service requests from a variety of customers including citizens and elected officials.
  • Assists the Assistant Director (Water/Wastewater) on the improvement, development and implementation of a vehicle/equipment preventative maintenance and replacement program.
  • Manages the development, implementation, and reporting of division metrics.
  • Provides technical expertise in proper maintenance and operational functions to minimize service interruption.
  • Adheres to all City and departmental guidelines, policies and procedures to ensure equitable treatment of employees.
  • Assists other City departments and citizens with operations-related information.
  • Prepares various management reports.
  • Regular and consistent attendance for the assigned work schedule is essential.

Marginal Duties:

  • Performs other duties as assigned.

Typical Decisions: The incumbent determines appropriate expenditures for budgeted funds; establishes performance measures for assigned staff; evaluates major problems of service and develops recommendations for improvement.

Minimum Qualifications:

Knowledge of: Construction practices and operations, and maintenance of water distribution and wastewater collection facilities; industry standard safety methods; management techniques; budgetary practices and procedures; equipment operations and specifications.

Skill in: Communicating effectively both verbally and in writing; analyzing the contents of various Federal, State, and local regulations and laws; performing analysis of statistical data; presenting information persuasively to internal and external customers; organizing and developing training programs and events/activities; operating a personal computer to effectively use standard office software including word processing, spreadsheet, presentation, and other specialized systems.

Education: Bachelor's degree in Construction Management, Engineering, Project Management, Public Administration or directly related field.

Any work-related experience resulting in acceptable proficiency levels in the above Minimum Qualifications is an acceptable substitute for the above specified education and experience requirements.

Experience: Eight (8) years of progressively responsible experience in the operation and maintenance of water distribution and wastewater collection systems, including five (5) years in a supervisory capacity.

Licenses and Certifications: Texas Class C driver's license (must obtain within 30 days of hire per state law). TCEQ Wastewater Collection Class II (or higher) License and Water Operator Distribution Class B (or higher) License.

Conditions of Employment: Must pass a drug test, driver license check, criminal history background check, periodic CJIS background check (for positions requiring access into Police buildings) and social security number verification check.

Physical Demands and Working Conditions: Must possess mobility to work in a standard office setting and use standard office equipment, including a computer, and to work in the field inspecting City facilities , including traversing uneven terrain, to operate a motor vehicle, and tools and equipment, and to visit various City sites; vision to inspect assigned facilities, to read printed materials and a computer screen; hearing and speech to communicate in person, before groups, and over the telephone. The job involves fieldwork on a 30% to 50% basis requiring frequent walking conducting inspections to identify problems or hazards. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator, to operate standard office equipment, to turn faucets on and off, manipulate door knobs, conduct tests and to operate tools and equipment. Positions in this classification bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information, obtain samples, and set up equipment. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 35 pounds.
