The City of Hemet is currently accepting applications  for the position of Public Works Operations Manager. There is currently one (1) vacancy in the Public Works Department.

DEFINITION

To direct, manage, supervise, and coordinate the programs and activities of the maintenance operations of the Public Works Department including but not limited to: contract administration, personnel relations, streets, parks, tree trimming, facilities, equipment maintenance, sewers, storm drains and landscape maintenance district programs; to coordinate assigned activities with other City departments, divisions, and outside agencies; and to provide highly responsible and complex administrative support to the Director of Public Works/City Engineer.

SUPERVISION RECEIVED AND EXERCISED

Receives administrative direction from the Director of Public Works/City Engineer. Exercises direct supervision over supervisory, professional, technical, and clerical staff.

ESSENTIAL FUNCTIONS

  • Assumes management responsibility for maintenance operation services and activities of the Public Works Department including streets, storm drains, sewers, parks, tree trimming, equipment maintenance, facilities, and landscape maintenance district programs; ensures that all services and activities adhere to approved City policies and procedures; provides project management over capital or other special projects as assigned; and, provides contract management over all contracted services.

  • Manages and participates in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommends and administers policies and procedures.

  • Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; recommends, within Departmental policy, appropriate service and staffing levels.

  • Plans, directs, coordinates, and reviews the work plan for all assigned personnel; assigns work activities, projects and programs; reviews and evaluates work products, methods and procedures; meets with staff to identify and resolve problems.

  • Selects, trains, motivates and evaluates assigned personnel; provides or coordinates staff training; works with employees to correct deficiencies; Initiates corrective and/or disciplinary action and responds to grievances and complaints.

  • Assists the Director with the development and administration of Department annual budget; directs the forecast of funds needed for staffing, equipment, materials, and supplies; monitors and approves expenditures; implements adjustments.

  • Implements Maintenance of right-of-ways, parks and landscaped areas.

  • Ensures compliance with the laws, regulations and programs governing waste management, storm water and sewers.

  • Serves as liaison for the Department with other City departments, divisions and outside agencies; negotiates and resolves sensitive and controversial issues.

  • Serves as staff on a variety of boards, commissions and committees; prepares and presents staff reports and other necessary correspondence; attends various meetings with citizen groups, vendors, contractors and other groups.

  • Provides staff assistance to the Director of Public Works/City Engineer.

  • Prepares and administers a variety of grant programs related to the Public Works operations.

  • Conducts a variety of organizational studies, investigations, and operational studies; recommend modifications to programs, policies, and procedures as appropriate.

  • Attends and participates in professional group meetings; stays current on new trends and innovations in the fields of public works maintenance programs.

  • Responds to, investigates, and resolves difficult and sensitive citizen inquiries and complaints.

  • Performs related duties and responsibilities as required.

KNOWLEDGE

Operations, services and activities of a comprehensive public works maintenance program which includes streets, equipment maintenance, parks, storm drains, sewers, and facilities maintenance.

Methods, materials, equipment and techniques used in public works maintenance, repair and construction as applied to streets, parks, facilities ,storm drain and sewer maintenance.

Management skills to analyze programs, policies and operational needs. Principles and practices of program development and administration.

Principles and practices of budget preparation and administration.

Principles of supervision, training and performance evaluation. Occupational hazards and standard safety practices. Pertinent Federal, State, and local laws, codes and regulations.

ABILITY

Oversee and direct the operations, services and activities of a comprehensive public works maintenance program. Manage, direct and coordinate the work of lower level staff.

Select, supervise, train and evaluate staff. Develop and administer, division goals, objectives and procedures. Administer a variety of service contracts.

Prepare and administer grant programs. Read and understand blueprints. Prepare and administer large and complex budgets.

Prepare clear and concise administrative and financial reports. Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals. Research, analyze, and evaluate new service delivery methods and techniques.

Interpret and apply Federal, State and local policies, laws and regulations. Communicate clearly and concisely, both orally and in writing. Establish and maintain effective working relationships with those contacted in the course of work.

Maintain physical condition appropriate to the performance of assigned duties and responsibilities. Maintain effective audio-visual discrimination and perception needed for making observations, communicating with others, reading, writing and operating assigned equipment.

MINIMUM QUALIFICATIONS

Experience

Seven years of public works maintenance program experience including three years at a supervisory level.

Education

High School Diploma or equivalent supplemented by college level course work in public or business administration or a related field. A bachelor's degree in Public Administration or other closely related field is desirable but not required.

Certification/License

Possession of a valid Class C State of California driver's license.

ENVIRONMENTAL AND PHYSICAL WORKING CONDITIONS

Environmental Conditions: Office environment; field environment; construction site environment; travel from site to site; exposure to noise, dust, grease, smoke, fumes, gases, inclement weather conditions.

Physical Conditions: Essential functions may require maintaining physical condition necessary for standing or walking for extended periods.

Selection Process:

All properly completed applications will be reviewed and the most appropriately qualified individuals will be invited to continue in the selection process. The process may include any combination of a written exam, oral board interview, and/or skills assessment to further evaluate job-related qualifications. Candidates who successfully complete the selection process will be placed on an eligibility list which will remain valid for a minimum of six months.

Note: Prospective employees will undergo, and must successfully pass, a background reference check (including fingerprinting) and a medical examination.  Drug screening may be required.
