SUMMARY DESCRIPTION

Under administrative direction, direct, manage, supervise, and coordinate the activities and operations of the Maintenance Districts, Community Facilities Districts, Parks, Street Trees, Street Maintenance, and Street Sweeping Divisions within the Public Works Department including developing and implementing general policy directives for planned equipment operation, maintenance, and acquisition for districts and divisions; coordinate assigned activities with other divisions, departments, and outside agencies; and provide highly responsible and complex administrative support to the Director of Public Works.

DISTINGUISHING CHARACTERISTICS

The Public Works Manager

  • Tax Services is considered a Division Manager with responsibility for the management of the Maintenance Districts, Community Facilities Districts, Parks, Street Trees, Street Maintenance, and Street Sweeping Divisions. Responsibilities include overall administration of assigned divisions including development of division objectives and design and implementation of supporting units, programs, processes, policies, and/or procedures to successfully achieve those objectives. The Public Works Manager

  • Tax Services is also responsible for the development, administration, and control of associated budget(s).

REPORTS TO

Director of Public Works or designee.

CLASSIFICATIONS SUPERVISED

Staff assigned to the Maintenance Districts, Community Facilities Districts, Parks, Street Trees, Street Maintenance, and Street Sweeping Divisions within the Public Works Department.REPRESENTATIVE DUTIES

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

  • Assume management responsibility for assigned services and activities of the Maintenance Districts, Community Facilities Districts, Parks, Street Trees, Street Maintenance, and Street Sweeping Divisions including developing and implementing general policy directives for planned equipment operation, maintenance, and acquisition for divisions.

  • Manage and participate in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommend and administer policies and procedures.

  • Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommend, within departmental policy, appropriate service and staffing levels.

  • Plan, direct, coordinate, and review the work plan for assigned staff; assign work activities, projects, and programs; review and evaluate work products, methods, and procedures; and meet with staff to identify and resolve problems.

  • Select, train, motivate, and evaluate assigned personnel; provide or coordinate staff training; work with employees to correct deficiencies; and implement discipline and termination procedures.

  • Oversee and participate in the development and administration of the division's annual budget; participate in the forecast of funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures; and implement adjustments.

  • Manage, organize, plan, direct and coordinate street and street lights, traffic signals, street sweeping, street trees, and parks maintenance programs.

  • Assess the community's needs regarding street, sidewalk, curb and gutter, parks, and urban forestry.

  • Work closely with the Engineering Division offering technical support as it relates to capital improvement construction projects, traffic issues, traffic signal timing, compliance with construction plans and standards, and subdivision infrastructure including designs and specifications.

  • Perform contract administration work for landscape maintenance services in Maintenance and Community Facilities Districts, and other City owned properties.

  • Interpret, write contracts, and administer special programs such as the annual Leaf Collection program, American Disability Act (ADA) compliance projects, California Manual on Uniform Traffic Control Devices (MUTCD) Sign Reflectivity Compliance projects, Traffic signal projects, and Scrub Seal road-surfacing projects.

  • Develop and administer safety training programs specific to areas of responsibility.

  • Serve as the liaison for the Maintenance Districts, Community Facilities Districts, Parks, Street Trees, Street Maintenance, and Street Sweeping Divisions with other divisions, departments, and outside agencies; negotiate and resolve sensitive and controversial issues.

  • Serve as staff on a variety of boards, commissions, and committees; prepare and present staff reports and other necessary correspondence.

  • Provide responsible staff assistance to the Director of Public Works; conduct a variety of organizational studies, investigations, and operational studies; recommend modifications to parks, street trees and sweeping, and street maintenance programs, policies, and procedures as appropriate; and provide written reports and analysis of division activities, projects, and assignments.

  • Attend and participate in professional group meetings; maintain awareness of new trends and developments in the field of general and street maintenance, parks, and street trees and sweeping; and incorporate new developments as appropriate.

  • Build and maintain positive working relationships with staff and the public using principles of good customer service; respond to and resolve difficult and sensitive citizen inquiries and complaints.

  • Perform related duties as required.

QUALIFICATIONS

The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

Knowledge of:

Operational characteristics, services, activities, materials, and equipment essential to parks, street trees, street maintenance, and street sweeping programs.

Principles, practices, and methods of maintenance and the construction of Public Works infrastructure including inspections.

Principles and practices of program development and administration.

Methods and techniques of asphalt, concrete, and other paving materials.

Principles and practices of municipal budget preparation and administration.

Principles of supervision, training, and performance evaluation.

Pertinent Federal, State, and local laws, codes, regulations, and standards including those applicable to operation, maintenance, and construction of traffic signals, streets, parks, urban forestry, pesticide management, Maintenance and Community Facilities Districts.

Occupational hazards and standard safety practices, procedures, and regulations relating to the divisions assigned.

Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases.

Ability to:

Oversee and participate in the management of comprehensive parks, street trees, street maintenance, and street sweeping programs.

Oversee, direct, and coordinate the work of lower level staff.

Select, supervise, train, and evaluate staff.

Participate in the development and administration of division goals, objectives, and procedures.

Prepare and administer large program budgets.

Prepare clear and concise administrative and financial reports.

Assist in the engineering of Public Works Projects and interpret engineering plans and schematics.

Interpret and write concise contracts.

Be assertive and set clear limits and boundaries.

Maintain expected standards of accuracy in exercising duties and responsibilities.

Perform mathematical functions including add, subtract, multiply, and divide in all units of measure.

Draw and interpret graphs and charts.

Solve practical problems and deal with a variety of variables in situations where only limited standardization exists.

Interpret a variety of instructions furnished in written, oral, diagram or schedule form.

Accept accountability for meeting assigned responsibilities in area of responsibility.

Accept supervisory instructions and direction of Department Head or designee and strive to meet the goals and objectives of the same.

Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.

Research, analyze, and evaluate new service delivery methods and techniques.

Interpret and apply Federal, State, and local policies, laws, and regulations.

Operate office equipment including computers and supporting word processing, spreadsheet, and

database applications.

Communicate clearly and concisely, both orally and in writing.

Establish and maintain effective working relationships with those contacted in the course of work.

Education and Experience Guidelines

  • Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training:

Completion of an Associate's degree with major course work in public administration or a related field within four years from date of appointment.

Experience:

Five years of increasingly responsible experience in public works operations including two years of administrative and supervisory responsibility.

License or Certificate:

Possession of a Class B California Driver License without Restriction 48 (air brakes) is desirable.

Possession of a current Pesticide Applicators License is desirable.

Possession of a current General Engineering License is desirable.

Ability to obtain a Signs and Markings and Traffic Signal Technician Certification by International Municipal Signal Association within 18 months is desirable.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT
