Purpose of Job

The purpose of this job is to inspect a variety of Public Works projects and assets, ensuring that new subdivision street construction and storm drainage facilities are completed in accordance with approved specifications, drawings, and appropriate Unified Government ordinances.  Duties and responsibilities include, but are not limited to, monitoring daily activities of project site construction, generating project cost estimates, inspecting work of contractors and subcontractors, inspecting post-construction stormwater management facilities, investigating citizen complaints, and performing additional tasks as assigned.

Job Related Requirements

WORK SCHEDULE: Monday

  • Friday, 8:00am

  • 5:00pm with occasional evening and weekend hours

May be required to work on religious holidays.

Regular and predictable attendance is required.

Must work cooperatively with others.

When requirements include vehicle operation, responsible for the safety, readiness and operation of the vehicle and must abide by ACC's safe driving policy.High school diploma or equivalent with two years of roadway construction/inspection experience, storm drainage construction/inspection experience, stormwater inspection experience, development site inspection experience, surveying experience, or erosion control construction/inspection experience required; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Must possess a driver's license valid in the State of Georgia.

Must possess or have the ability to obtain Erosion and Sediment Control Advanced Fundamentals Level 1B Certification within 6 months of employment.

Must possess or have the ability to obtain National Safety Council D.O.T. Flagging Certification within 6 months of employment.

The following duties are normal for this job.  These are not to be construed as exclusive or all-inclusive.  Other duties may be required and assigned.

Inspects on going Transportation and Public Works projects (i.e.:  installation, construction or maintenance of storm drainage systems, base, asphalt paving, concrete gutters, roadway and storm-water projects) for quality, conformity with contracted quantities and compliance with plans, specifications, and contract documents.

Conducts post-construction inspections according to the approved plans, contracts, and/or ACC Standards and Specifications.

Must maintain inspection records, log books, notices to comply, citations, rain days, work days, etc.

Conducts water quality sampling during inspections or illicit discharge complaints to conduct pollutant control investigations.Ensures safe work practices: traffic control measures are adequate and in conformance with state and local regulations including conformance with the MUTCD; street/lane closure permits are secured as necessary; adequate safety apparel is utilized.

Creates punch list, checklist and other records for inspections performed to report the status of projects, and maintain records, log books and other project related files.

May coordinate the recurring work, dirt road, street sweeping and/or shoulder and ditch programs; ensures inspections are completed, work is completed in accordance with requirements and makes recommendations for corrections; ensures potentially hazardous issues or situations are reported to the Engineer Coordinator for coordination of maintenance and/or repair.

Performs other related duties as directed.

When assigned to Pavement Management

Inventory and assess of roadways Conditions, perform annual road condition inspections, and provide assessment scores utilizing manual or automated system applications including Pavement Express  and/or CityWorks Applications.

Assesses and score/rate roadway conditions for special requests and provides a score per the current scoring criteria.

Assists management with identifying treatments and selecting roads for resurfacing and/or deferred maintenance treatments based on available budgets.

Gathers necessary field data and assists with updating the Pavement Management Program database by providing preliminary pavement condition index/score upon completion of roadway segment maintenance and/or resurfacing.

Inspects all work performed by the pavement maintenance contractor, and ensures high quality of work and conformity with plans, specifications, and contract documents.

Coordinates with contractors, subcontractors, public works crews and appropriate parties (utility owners), before, during and upon completion of projects to ensure proper completion of the assigned project.

Ensures street lane and road closure permits are secured and coordinated with the permitting division. And ensures safe work zone practices are in place: traffic control measures are adequate and in conformance with state and local regulations including the MUTCD. Advise contractor of improper, inadequate or unsafe work methods.

Documents construction activities in the project diary and writes reports and construction memos.

Tracks, measures, and verify contractor's pay application items on each roadway segment and provide updates to be utilized in the annual pavement program system.

Composes letters to contractors to gain compliance or correction when site violations occur and/or maintenance is required, maintains records, log books and other project files.

Gathers necessary quantity information for estimating purposes and incorporation into the annual bid quantities for ongoing as well as upcoming paving project. This would include materials calculations and projected cost estimates.

When Assigned to Land Development

Inspects erosion and sediment control installations on assigned projects; makes recommendations for correction, relays information regarding projects specifications, and ensures work is completed during a given time frame.

Inspects right-of-way for repairs and possible encroachment issues; facilitates acceptance process; maintains right-of-way document files and reviews driveway and right-of-way encroachment permits; monitors the progress and performs final inspection once the project is complete.

Monitors daily activities of subdivision and project site construction at numerous projects simultaneously, ensuring compliance with safety and project guidelines.

Meets with contractors, subcontractors, public works crews and appropriate parties (electrical company, historical society, natural gas company), before, during and at the completion of construction and maintenance projects to ensure proper completion of the assigned project.

Meets with property owners, citizens or other departments to resolves complaints or problems associated with improvement projects abutting their property.

Analyzes storm water drainage and soil erosion complaints received from citizens; develops solutions to alleviate problems.

Conducts post-construction stormwater management inspections according the approved construction plans and the Georgia Stormwater Management Manual during project construction and prior to project acceptance or completion.

Composes technical reports to supervisor, and letters to developers, private citizens, or contractors to gain compliance or correction when site violations occur or property maintenance is needed.

Calculates materials and cost estimates for public improvements. Coordinates and conducts pre-construction or post construction meetings as required.

When Assigned to Stormwater

Researches property deeds, plats for right-of-way information, and investigates right-of-way encroachment; researches information for special government construction projects, storm drainage problems, and investigations of illegal dump sites.

Conducts stormwater management inspections according the Georgia Stormwater Management Manual criteria and must maintain inspection records for annual reporting.

Respond to and investigate illicit discharge complaints, and provide a technical memo to supervisor with findings and proposed actions. And maintain records for annual reporting.

Conducts water quality sampling during inspections or illicit discharge complaints to conduct pollutant control investigations.

Composes letters and emails to citizens and property owners to gain compliance or correct storm water facility dysfunction when violations occur or property maintenance is needed.

Maintains records, log books and other project/property files.

Calculates materials and cost estimates for public improvements.

Knowledge, Skills and Abilities

Knowledge of the policies, procedures, and activities of the Public Works Department as they pertain to the performance of duties relating to the position of Public Works Inspector.

Knowledge of the terminology used within the department, by the Georgia Department of Transportation, and the Georgia Soil and Water Conservation Commission. (Includes current GDOT Specifications, GDOT Construction Standards & Details, and the Georgia Stormwater Management Manual.)

Knowledge of road construction practices and procedures.

Knowledge of curb and gutter, drainage structure, driveway and sidewalk specifications.

Knowledge of stormwater management facilities and long term maintenance needs.

Knowledge of grading, base and paving standards for road construction, Georgia traffic laws, land surveying principles, driveway regulations, and pavement failure causes and prevention.

Knowledge of various computer software programs as necessary in the performance of job duties.

Skill in reading and interpreting blueprints, inspecting traffic control devices, and in record keeping.

Skill in the use of asphalt thermometer, map wheel, distance wheel, drafting tools, bush ax, pick ax, shovel, engineering scale, general office equipment and surveying equipment.

Ability to compile, organize, prepare and maintain an assortment of records, reports and information in an effective manner and according to departmental and/or governmental regulations.

Ability to interact with management, employees, members of the general public and all other groups involved in the activities of the County as they relate to the Public Works Department.

Ability to use independent judgment and discretion, including the handling of emergency situations, determining and deciding upon procedures to be implemented, setting priorities, maintaining standards, and resolving problems.

Ability to comprehend, interpret, and apply regulations, procedures, and related information.

Ability to handle required mathematical calculations.

Ability to utilize and understand computer applications and techniques as necessary in the completion of daily assignments.

PHYSICAL REQUIREMENTS: Must be physically able to operate a variety of machinery and equipment including a probe rod, asphalt thermometer, map wheel, distance wheel, drafting tools, bush ax, pick ax, shovel, surveying equipment, engineering scale, and general office equipment.

  Must be able to use body members to work, move or carry objects or materials.  This position requires:  stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, seeing, and repetitive motion.  Must be able to exert up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently. Physical demand requirements are at levels of those of medium work.

DATA CONCEPTION: Requires the ability to compare and/or judge the readily observable functional, structural, or compositional characteristics (whether similar to or divergent from obvious standards) of data, people, or things.

INTERPERSONAL COMMUNICATION: Requires the ability to hear, speak and/or signal people to convey or exchange information.  Includes giving / receiving assignments and/or directions to assistants / from supervisors.

LANGUAGE ABILITY: Requires the ability to read a variety of erosion control manuals, construction plans, standard drainage contracts, Unified Government ordinances such as soil erosion and storm water management, subdivision regulations and design standards, traffic control manuals, deeds and plats, D.O.T. specifications and permits, project status reports, inspection logs, roadway encroachment permits, driveway permits, and informational documentation, directions, instructions, and methods and procedures.

  Requires the ability to prepare standard drainage contracts, work orders, daily logs, and progress reports using prescribed formats and conforming to all rules of punctuation, grammar, diction, and style. Requires the ability to speak to groups of people with poise, voice control, and confidence.

INTELLIGENCE: Requires the ability to learn and understand complex principles and techniques; to acquire and be able to expound on knowledge of topics related to primary occupation; and to make independent judgment in the absence of management.

FORM/SPATIAL APTITUDE: Requires the ability to inspect items for proper length, width, and shape, visually with construction inspection, drafting, surveying, engineering, and general office equipment.

MOTOR COORDINATION: Requires the ability to coordinate hands, fingers, and eyes accurately in using construction inspection, drafting, engineering, surveying and general office equipment.  Requires the ability to lift, bend, push, pull, manipulate equipment/tools and objects as the position necessitates.

MANUAL DEXTERITY: Requires the ability to handle a variety of items such as a prob rod, asphalt thermometer, map wheel, distance wheel, drafting tools, bush ax, pick ax, shovel, engineering scale, surveying equipment and general office equipment.

  Must have the ability to use one hand for twisting or turning motion while coordinating other hand with different activities.  Must have moderate levels of eye/hand/foot coordination.

COLOR DISCRIMINATION: May require the ability to differentiate between colors and shades of color.

INTERPERSONAL TEMPERAMENT: Requires the ability to deal with people beyond giving and receiving instructions.  Must be adaptable to performing under considerable stress when confronted with an emergency.

PHYSICAL COMMUNICATION: Requires the ability to talk and/or hear:  (Talking - expressing or exchanging ideas by means of spoken words).  (Hearing - perceiving nature of sounds by ear).  Must be able to communicate via telephone, two-way radio.
