ESSENTIAL FUNCTIONS:
Inspects construction of roadways, sidewalks, and appurtenances; within public right-of-way
Ensures compliance with local ordinances and plans and specifications
Responds to complaints and inquiries from the public, and resolves problems and concerns
Mentors and oversees the training of Public Works Inspector I & II
Assists Inspector, Supervisors and ManagersUNDER ADMINISTRATIVE SUPERVISION
Assists in budget preparation and monitors and controls expenditures
Reviews construction and planning drawings, and analyzes and interprets blueprints and other technical information
Prepares cost estimates, bid specifications, and bid requests, and recommends the procurement of equipment, supplies, materials and services
Plans and schedules road construction, paving and drainage maintenance activities and projects, and coordinates logistics with utility companies
Investigates complaints, provides technical assistance and instruction, and recommends solutions to construction and maintenance problems
Reviews contractor performance bond agreements, and approves contractor payments
Prepares reports, correspondence and documents, and special projects
Evaluates projects, policies, and procedures for effectiveness, and recommends modifications and improvements
Responds to the public regarding right-of-way questions and problems
Attends meetings and provides information on right-of-way operations
Inspects sites proposed for right-of-way closure and submits recommendations
Measures distances to verify accuracy of dimensions of installations and layouts
Prepares samples of materials for laboratory testing
Monitors work in progress to ensure that procedures are followed and materials used conform to plans & specifications
Records quantities of materials received or used during specified periods
Maintains daily log of construction and inspection activities and compares progress reports
Computes monthly estimates of work completed and approves quantities
Validates levels, alignment, and elevation of installations, using surveyor's level and transit
Conducts site distance, sidewalk, right-of-way obstructions, Handicap parking zone and fire hydrant inspections
Performs bond release inspections, reviews claims, gathers information for legal proceedings, and testifies in court
Trains Public Works Inspector I?s & II?s on codes and specifications, procedures, and record-keeping
Performs related work
High school diploma or the equivalent
WORK EXPERIENCE
Eight years of inspection in heavy highway, utility construction; survey or drafting
EQUIVALENCY
An equivalent combination of education and experience may be substituted
OTHER MINIMUM REQUIREMENTS
Must wear safety equipment as mandated by OSHA
Must possess and maintain a valid driver's license
Must be on 24 hour call
Must enroll in the University of Kentucky Technology Transfer Program (Road Scholars- Road Masters) upon employment
SPECIAL REQUIREMENTS
Must possess or obtain American Concrete Institute (ACI) Level 1, Aggregate Sampling Technician, Grade Level 1 Technician, and Asphalt Field Technician certifications within six months of employment
PHYSICAL REQUIREMENTS AND WORKING CONDITIONS
Meets regular and punctual attendance standards and any special needs of the position as determined by management, including mandatory overtime and performing related work
Lifts and carries items weighing up to 100 pounds in a team setting
Must be able to work in extreme varying weather conditions
Walking, bending, stooping, climbing is required to access varying type of terrain including confined spaces and elevated surfaces
