The Department of Public Works and Environmental Services (DPWES) is thrilled to announce this incredible opportunity to be a part of something bigger than yourself as a Business Operations Manager. This position is in the Wastewater Management agency within DPWES, which protects both the public's health and the region's water quality by collecting and treating wastewater.

The Business Operations Manager leads a group of electricians and instrumentation technicians to repair, maintain, and operate the county's wastewater pumping stations. The Collections Division manages and operates Fairfax County's wastewater collection system, consisting of nearly 3,400 miles of pipe, over 100,000 associated structures, 57 metering sites, and 70 pumping stations. The incumbent manages the daily work activities and general administrative responsibilities of the Pump Station Branch (PSB) Electrical and Instrumentation Sections. Works under the direction of the PSB Branch Chief.

Duties and responsibilities include:

  • Ensuring the frontline supervisors promote compliance with Personnel Regulations and Standards of Conduct.

  • Analyzing and evaluating work productivity, employee's development and opportunity for personal growth, assesses skill level required for maintenance of equipment of newer technology advancement for the sustainment of the business operation.

  • Ensuring employees are adequately trained for the execution of assigned tasks.

  • Evaluating work production using Computer Maintenance Management System (CMMS) and planned vs actual.

  • Providing scope clarification to Purchasing Department in the solicitation of services, equipment, materials and parts.

  • Contributing to staff meetings and meetings relative to pump station improvements and upgrades.

  • Routinely performing inspections of pump stations to determine the need for improvement.

  • Participating in the assessment of the Assets Management Program.

  • Utilizing the Computerized Maintenance Management System data for the determination of the operating equipment rehabilitation and repair needs.

  • Overseeing and managing the work of outside contractors.

Location: This position works out of the Freds Oak office, located at 6000 Freds Oak Road, Burke, VA 22015.

Note: Wastewater Management positions are responsible for providing uninterrupted sewer service to residents during extreme inclement weather or other emergencies. This position is designated as emergency service and is subject to 24-hour on-call and may be required to report to work during extreme inclement weather or other emergencies, including after-hours and weekend work during emergency incidents to fulfill emergency service duties.

Employment Standards

MINIMUM QUALIFICATIONS:

Graduation from an accredited college or university with a bachelor's degree in environmental sciences, engineering, construction management, or a related field; plus four years of experience in an environmental, engineering or construction management program.

CERTIFICATES AND LICENSES REQUIRED:

Valid driver's license.

NECESSARY SPECIAL REQUIREMENTS:

The appointee to this position will be required to complete a criminal background check, driving record check, and a medical examination to the satisfaction of the employer prior to appointment.

PREFERRED QUALIFICATIONS:

Possess between 3- and 5-years of experience in each of the following:

  • Managing projects and budgeting.

  • Overseeing or managing preventive, corrective and emergency repairs to industrial equipment in the most efficient and effective manner to reduce equipment downtime.

  • Coordinating and collaborating with managers/supervisors on the periodization in the repair effort.

  • Reading and interpreting manufacturer's drawings.

  • Performing inspections of pumping station operating assets to ensure proper functioning.

  • Monitoring and maintaining inventory of tools, parts, and materials to ensure adequate stock levels.

  • Planning, directing, scheduling, and coordinating required and necessary training.

PHYSICAL REQUIREMENTS:

Ability to communicate effectively, both verbally and in writing. Ability to operate county vehicles to various locations throughout Fairfax County to attend meetings, provide coverage, and to review inspection of contractors. Ability to stand, stoop, bend, stretch, walk, climb, sit, kneel, crouch, reach, crawl, lift and handle materials with manual dexterity and to work in tiring and uncomfortable positions. Ability to work in diverse and extreme environments including all weather conditions, such as extreme heat and extreme cold. Must be capable of pushing, pulling, lifting, bending, stooping, walking, and climbing to enter permitted confined spaces such as in and out of catch basins, manholes. Per safety requirements, confined spaces may not be entered by persons who weigh 310 lbs. or more. Visual acuity and manual dexterity to operate computers and office machines. This requires the ability to input, access, and retrieve digital information from a computer and other automated technologies. Work requires performing tasks in an environment in which raw waste is present. All duties performed with or without reasonable accommodations.
