The Village of Key Biscayne is seeking a Public Works Director. The position is responsible for skillfully managing, maintaining, and repairing Village facilities and infrastructure, delivering superior public services, and implementing lasting capital projects that support the Village's strategic goals and meet the residents' needs and expectations. The Public Works Director works directly for the Village Manager and in collaboration with fellow directors and supporting agencies to perform the following functions: stormwater management; rights-of-way maintenance and repair; facility, park, and beach maintenance; landscaping and grounds maintenance; transportation services; and solid waste services.

MINIMUM REQUIREMENTS:

A bachelor's degree from an accredited college or university in civil engineering, public administration, business administration, construction, architecture, or related field is required.

A master's degree from an accredited college or university in civil engineering, public administration, business administration, construction, architecture, or related field is preferred.

A minimum of seven years (7) of experience in public works or a similar field with a minimum of five (5) years of increasing engineering and managerial experience and responsibility.

The management of at least a $5 million annual budget is preferred.

Experience in a municipal government setting dealing with elected and appointed officials is desired.

A current Professional Engineer (P.E.) certification in the State of Florida or the ability to obtain the certification within six months is desired.

Certification as a Project Management Professional is desired.

Certification as a Floodplain Manager is desired.

Affiliations with any of the following industry organizations is desired: American Public Works Association, American Society of Civil Engineers, Florida Engineer Society, or similar organizations.

A valid Class E Florida driver's license is required.

Must be non-smoker.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

The Public Works Director leads the department in performing the following functional duties and responsibilities:

Stormwater Management - maintain, repair, and ensure the operations of drainage systems, swales, catch basins, pipes, pumps and outfalls. Responsible for all water quality standards, monitoring, and reporting.

Rights-of-Way - maintain, repair and rehabilitate roadways, sidewalks, signs, signals, marking and streetlights.

Facility & Park Maintenance - maintain, repair and refurbish Village Hall, Police Station, Fire Station, Community Center, and the facilities of seven parks.

Beach Maintenance - maintain, repair and clean Village beach and access pathways. Responsible for maintaining local ecosystems and protecting endangered species.

Landscaping & Grounds Maintenance - manage Village-wide program to create and ensure a pleasant and functional natural and built environment.

Transportation - manage on-demand vehicle service, coordinate with bus service providers, and seek potential alternative transportation methods to optimize mobility and safety.

Solid Waste - manage waste collection; reduce, recycle and reuse program; street sweeping; and hazardous materials and chemicals disposal.

Architectural/Engineering Services - provide periodic in-house and manage contracted architectural, civil, structural, mechanical, transportation, environmental, maritime, geotechnical, etc. planning, architectural and engineering services.

Resilience and Sustainability - guide the Village's resilience and sustainability program.

Emergency Response - during declared emergencies, direct the mitigation of flooding, clearance of essential routes, protection of critical infrastructure, removal of debris, and maintenance of the Village's critical lifelines. The position is considered to be essential personnel and will be required to report for all assigned emergency response duties.

Lead, supervise and direct public works staff to include Village Engineer, Capital Improvements Program and Grants Manager, Chief Resilience and Sustainability Officer, Public Works Superintendent, Landscape Manager, Grounds Maintenance Crews, and GIS Operator.

Schedule and coordinate relevant training, education and professional development by position.

Develop Annual Work Plan to direct public works activities in alignment with strategic goals, priorities, timelines and budgeted resources.

Manage Village's Maintenance & Repair Program for stormwater systems, rights-of-way, facilities, parks and beach.

Perform project and construction management.

Oversee and evaluate contracted consultants, service providers and vendors.

Prepare and present technical reports.

Develop, manage and execute department budget. Clearly present requirements and status to the Village Manager and Village Council.

Develop, manage and execute 6-Year Capital Improvements Program. Clearly present requirements and status to the Village Manager and Village Council.

Manage transportation special revenue fund and stormwater and solid waste enterprise funds.

Develop and implement department policies and procedures.

Ensure the department has adequate supplies, equipment and technology to perform its duties.

Communicate and engage with residents to inform and provide superior customer service.

Coordinate activities with public and private partner support and permitting agencies.

Represent the Village at various assigned meetings, associations and boards related to Public Works.

STARTING SALARY RANGE: $150,000 - 212,000
