JOB SUMMARY

This position is located in the Public Transportation and Parking Department within the City of Oklahoma City. This position is responsible for directing the overall management, administration, operations and maintenance divisions of the Public Transportation and Parking Department and the Central Oklahoma Transportation and Parking Authority (COTPA). This classification reports to the City Manager and the Central Oklahoma Transportation and Parking Authority (COTPA) Board of Trustees.

ESSENTIAL JOB FUNCTIONS

  • Leads the strategic planning and execution of capital projects and long-term planning projects and objectives.

  • Leads the financial oversight of fiscal budgets, fiscal projections, and grant management.

  • Oversees management of the annual capital project budgets for Public Transportation and Parking, Central Oklahoma Transportation and Parking Authority Trust, and Regional Transit Authority Trust.

  • Mentors executive team members and division managers regarding decision making and accountability.

  • Establishes and manages the Public Transportation and Parking Department's policies, goals, and objectives.

  • Oversees and ensures execution of the Transit Safety and Security Program.

  • Interprets, negotiates, and enforces collective bargaining labor contracts and effectively manages escalating labor relations inquiries.

  • Prepares reports and makes presentations to a variety of groups such as state safety oversight, City and Trust leadership, and federal and state regulatory agencies.

  • Represents the Central Oklahoma Transportation and Parking Authority and the City of Oklahoma City on various boards, trusts, and commissions.

  • Serves as the Administrator for COTPA Trust and the Executive Director of the Regional Transportation Authority Trust.

  • Represents the City of Oklahoma City as point-of-contact with departmental staff, City officials, contractors, federal and state legislature officials, and representatives of state and federal agencies, to exchange information related to COTPA activities.

MINIMUM QUALIFICATIONS

  • Bachelors' degree in Public Administration, Business Administration, Finance, or Planning and/or minimum of five (5) years' experience in a transportation leadership position.

  • Transportation Safety and Security Certification (TSSP).

NOTE: Certification is required upon hire OR must be obtained within twelve (12) months of hire.

SAFETY SENSITIVE STATUS

This job classification has been designated as a safety sensitive job classification in accordance with the Oklahoma Medical Marijuana and Patient Protection Act, 63 O.S., § 427.1 et seq., (OSCN 2019), effective August 29, 2019. This means employees in this job classification can be subject to disciplinary action up to and including termination if they test positive for marijuana components or metabolites, even if they possess a medical marijuana license.

  • Inside most of the time, subject to sitting, standing, walking, or using a telephone for extended periods of time.

  • Outside occasionally, may be exposed to heat, cold, humidity, rain, etc.

  • Occasionally required to work hours beyond normal working hours.

  • Occasional out-of-town travel for seminars, meetings, etc.; some local travel required.

Additionally, employees in this job classification must complete Level 4 Security Awareness Training and pass an online certification test.
