PRIMARY FUNCTIONS

This is responsible work pertaining to the inspection and enforcement of the public space ordinances which are under the jurisdiction of the Director of Public Works. Incumbent assists with the implementation & management of programs and regulations that affect public space.

Under the jurisdiction of the Director of Public Works, incumbent enforces applicable local laws ensuring that the City's public space is safe, efficient, beautiful and complies with New Haven ordinances.

Employee in this class may work independently planning, scheduling, and coordinates his/her inquiries in the enforcement of compliance. Work is reviewed by a supervisor for technical accuracy, completeness, and conformity to program ordinance requirements, other agency regulations, procedures, precedent, court and administrative decisions. 35 hours per week; may include occasional evenings and weekends, for community meetings and to support the needs of the Department.

TYPICAL DUTIES AND RESPONSIBILITIES

Determines if there are violations of applicable provisions of ordinances governing the use of public space, such as but not limited to sidewalk ordinances, snow removal ordinances, refuse/recycling ordinances. Identifies conditions in the public space which constitute nuisances and can be corrected through education, corrective solutions or enforcement.

Rectifies hazardous conditions requiring immediate attention by notification to the proper authorities and documentation as required. Ascertains compliance with permits, work zones and acceptable methods of construction and materials utilized. Issues notices of violation for infractions of the ordinances.

Explains legal and administrative rights and obligations under the law. Interviews property owners, contractors and citizens to gather additional information. Maintains records related to assigned work and makes daily reports.

Assists in the coordination of community beautification projects for the Department of Public Works. Participates in the department's education programs, agencies, schools and communities. Performs related work as required.

EDUCATION, QUALIFICATIONS & EXPERIENCE

Graduation from high school with a minimum of 1 year of experience in investigations, inspections or other related field work, or any equivalent combination of training and experience which provides the following knowledge, abilities and skills:

KNOWLEDGE, EXPERIENCE, SKILLS & ABILITIES

Ability to interpret and to become familiar with the City's pertinent ordinances and regulations. Ability to interpret and enforce ordinances firmly, tactfully, and impartially.

Ability to work independently under limited supervision acting in the best interest of the Department of Public Works and the city of New Haven. Ability to read and understand the City's Engineering standards and specifications. Ability to read construction drawings and interpret work zone safety plans.

Skill in interviewing persons concerning violations or nuisances, reviewing documentary evidence, and filing reports.

Ability to work or attend meetings, evenings and weekends as required. Ability to work in severe weather conditions.

NECESSARY SPECIAL REQUIREMENTS

Must possess a valid Connecticut driver's license.

SALARY, BARGAINING UNIT & TERMS OF EMPLOYMENT

This is a General Fund, 'Tested' position. This position is included in a collective bargaining agreement with Local 884, American Federation of State, County and Municipal Employees. salary listed effective July 1, 2024 Bargaining agreements available to review HERE.

General Funded hires into this class are not covered by Social Security and will not pay Social Security taxes. They instead participate in the City Pension; the employee contribution rate is 9% of pay. Employment is contingent upon the successful completion of: (1) a pre-employment background check, (2) a pre-employment physical examination, including pre-employment drug screening in accordance with the City's Drug Free Workplace Policy
, and (3) a 90-day probationary period.

Pursuant to the Federal Drug Free Workplace Act of 1988, The City of New Haven has a adopted a Drug Free Workplace Policy. The City of New Haven requires a pre-employment drug test, which includes screening for marijuana.
