This position is responsible for performing a variety of technical duties related to Torrens property recording. Responsible for providing a back up to other Senior PSAs recording both abstract and Torrens. Those duties include cash receipting, processing land records documents, posting of financial information and other technical office duties. Work as a technical specialist to review and process complex real estate documents. Support Torrens Technician on complex transfers and directives.

Minimum Qualifications

High school diploma or equivalent GED

AND

Three years of progressively responsible general clerical experience, which includes at least one year experience recording both abstract and Torrens in a county office.

OR

An Associates degree in a related field and one year of experience recording abstract and Torrens in a county office.

Duties & Responsibilities

These examples do not include all possible tasks in this work and do not limit the assignment of related tasks in any position of this classification. Regular attendance according to the position's management approved work schedule is required for all positions.

1.Provide complete and accurate technical information relating to property records. Coordinates with internal and external contacts for efficiency and accuracy when needed.

2.Applies technical expertise and informs staff of any real estate statutory changes. Determine whether documents to be recorded have the required information. Approve, deny, or return applications or documents, as appropriate. Process the records by entering information into proper computer systems. Appropriately amend, index and file documents. Understand and interpret terminology and multiple computer systems.

3.Receipt a variety of payments and service fees. Correctly calculate fees and complete mortgage registration and deed tax calculations. Prepare estimates and communicate information to customers. Process transactions in a cash collection system using proper revenue codes, validate receipts and documents, process overpayments. Balance receipts and reports daily.

4.Determine and update public and non-public records utilizing technical applications.

5.Draft correspondence, complete forms, create charts, and compose documents using correct grammar. Follow-up on correspondence. Sort and file various kinds of documents and information.

6.Recommend and contribute to implementation of system software efficiencies.

7.Apply statutory or legal standards to respond to lawyers, financial institutions, title companies, court personnel, municipal and state government personnel, and the public about complex real estate questions, including land registration and requirements for filings.

8.Work with Property Technicians for Torrens Plat layouts. Examine surveys and detailed maps.

9.Work directly with Torrens Technician on complex Torrens recordings, certificate management, chain of title, interpreting statutes, and analyzing packages for errors.

  • Considerable knowledge and understanding of office procedures, regulations, Minnesota laws and rules, procedures and practices, property records and property taxes.

  • Ability to establish and maintain effective working relationships with other employees and the general public.

  • Understand and administer statutory and department policies and requirements.

  • Ability to listen carefully.

  • Excellent verbal and written communication skills.

  • Knowledge of business English, grammar and mathematics.

  • Ability to understand and explain in layperson terms: instructions, policies, statutes, rules, procedures and systems to the general public.

  • Ability to analyze information and make decisions.

  • Knowledge of basic accounting principles, practices and procedures.

  • Ability to operate a personal computer and various office machines

  • Research skills in the public record including Torrens Certificates of Title, tract indexes, surveys, maps, and various websites related to recording policies and standards.

  • Ability to analyze, proofread, and certify information in legal documents; interpret and apply rules, regulations, and policies

WORK ENVIRONMENT: Work is performed within a County office building. Lifting requirement of up to 25 pounds on an occasional basis. Frequent wrist and finger manipulation due to high concentration of filing, compiling, calculating or computer work. Equipment used may include, but is not limited to telephones, computers and peripherals.
