The Carl Vinson Institute of Government at The University of Georgia invites applications for a Public Service Faculty position in the Strategic Management and Organizational Effectiveness Unit. The position will be available April 15, 2024 and carries rank in the public service faculty career ladder of the University. The Carl Vinson Institute of Government is growing its team that provides research, analysis and decision support to state and local government. We are looking for an experienced leader with demonstrated ability leading organizational assessment, process improvement, performance management, strategic planning and other types of management studies. We are seeking a leader who will analyze organizational and operational challenges and design and develop solutions to improve and track performance.

This position will lead the Strategic Management and Organizational Effectiveness Unit. As Unit Manager, the position will grow a program of work related to organizational assessment, process improvement, performance management, strategic planning and other types of management studies. This is a highly entrepreneurial position with responsibility to foster strong relationships with state officials and other government leaders. This position will analyze organizational and operational challenges and develop solutions to improve and track performance. This position will work closely with state and local government officials on projects to improve organizational effectiveness by utilizing data informed decision models and a human centered design approach.

This role has responsibility for providing technical assistance in various forms for state and local government and public officials, including producing written reports evaluating specific government questions, developing data informed decision models, implementing complex solutions to sensitive issues, and presenting results to groups, both large and small. Complexity in the role is driven by the need to responsive to a variety of requests in a changing government environment while managing multiple projects and supervising faculty, staff, and students.

The Strategic Management and Organizational Effectiveness Unit Manager role is a leadership position at the Institute of Government. Functions of this position include representing the Institute with various state and local agencies, nonprofits, and foundations. Decisions based on these presentations and information have a long-term impact on the organization and the State as a whole. Carrying out these functions effectively results in service delivery to clients while enhancing the reputation of the Institute of Government

This position is located in Atlanta and will lead a team of staff and public service faculty with a primary mission of supporting state agencies in improving the effectiveness and efficiency of their operations and services.

Ability for travel on an as-needed basis is essential.

Responsibilities

  • Direct, manage, and participate in division and Institute activities.

  • Manage and direct the Organizational Effectiveness and Strategy unit of the Institute.

  • Supervise professional staff consisting of public service faculty, research staff, and graduate and undergraduate students.

  • Conduct annual performance evaluations the staff and public service faculty in the unit

  • Establish and maintain working relationships with personnel in state governments and professional associations.

  • Meet with potential clients to determine needs and negotiate contracts.

  • Develop projects, pursue grant funding, develop project resource plans, oversee contract development and deliverables

  • Participate in professional associations.

  • Gather, analyze, and present data in an accessible manner.

  • Write applied research reports and present findings to elected officials and staff.

  • Collect and analyze financial and operational data.

  • Facilitate enterprise strategic and resource planning.

  • Assist governments in developing their strategic plans and data strategies and assess and improve organization effectiveness.

  • Perform other related duties as assigned.

  • Ability to generate questions and conduct interviews.

  • Ability to facilitate large and small groups.

  • Ability to assess organizations and evaluate their structure, operations, processes, and personnel.

The successful candidate will be appointed at the rank of Public Service Assistant, Public Service Associate, or Senior Public Service Associate.

Relevant/Preferred Education, Experience, Licensure, and/or Certification

Preferred candidates will have at least 10 years of experience working with executives in government on initiatives related to strategic budget decisions, policy analysis, and organizational improvement. Preferred candidate will have held prior roles with fiscal analysis responsibility, use of quantitative decision tools, group facilitation, organizational assessment, and training. At least 10 years of experience in providing technical assistance and consultation to improve government programs and organizational effectiveness is preferred.

Preferred Knowledge, Skills, Abilities and/or Competencies

Preferred:

  • Advanced Excel data analysis, data modeling, and data reporting.

  • Ability to summarize complex materials and conduct interviews.

  • Ability to perform basic statistical analysis.

  • Ability to function effectively in an interdisciplinary environment.

  • Knowledge of qualitative data coding practices and software.

  • Knowledge of human centered design.

  • Teaching and adult learning.

  • Data analysis.

  • Certification in Lean Six Sigma or Kaizen methodologies.

  • Ability to facilitate rapid process improvement projects.

  • Strong interpersonal skills are necessary for client interactions, engagements and presentations.

Develop collaborative linkages within Institute of Government, Public Service and Outreach and UGA units that result in increased service to state and local government. Represent the broad range of Institute of Government capabilities with state agencies; stay abreast of State Services and Decision Support division and Institute of Government expertise, evolving projects, etc.
