The Public Service Administrator, Opt 8E, Chief Ride Inspector position is located at our Springfield Office located at 524 S 2nd Street, Springfield, IL. This position serves under the direction of the Carnival Manager.
The ideal candidate requires extensive knowledge of modern methods and techniques as applied to the design, installation, operation, and maintenance of mechanical systems and equipment. Must have experience with Carnival and Amusement Ride Safety Law and a variety of other Labor statutes. Essential Functions
1.Serves as the licensed professional engineer for the Amusement Ride Safety Division.
2.Serves as working supervisor.
3.Inspects a variety of carnival and amusement rides throughout the State to ensure compliance with established safety standards and regulations.
4.Receives and reviews all certificates of non-destructive testing (NDT's) for every component that the carnival manufacturer recommends testing reviews to ensure compliance with manufacturer's specifications.
5.Receives notifications of mechanical failures, accidents, and fatalities in the carnival and amusement ride industry throughout the State.
6.Serves as technical consultant and liaison between the Department of Labor and carnival industry personnel and governmental entities.
7.Prepares a variety of special studies, projects, and reports requiring engineering expertise.
8.Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
1.Requires knowledge, skill, and mental development equivalent to completion of four years of college.
2.Requires prior experience equivalent to three years of progressively responsible administrative experience in a public or business organization.
3.Requires licensure as a professional engineer.
Preferred Qualifications (In Order of Significance)
1.Four (4) years of experience in modern methods and techniques as applied to the design, installation, operation and maintenance of mechanical systems and equipment.
2.Four (4) years extensive knowledge of the strength and stress potential of metals and the safety factors involved in the design, construction, installation and operation of mechanical systems and
equipment.
3.Four (4) years of independently collecting, analyzing and reporting significant engineering data and ability to understand, disseminate and interpret comprehensive engineering reports, plans and
specifications.
4.Four (4) years of recognizing and reporting errors, inconsistencies and other deficiencies in technical data.
5.Three (3) years of exercising judgment and discretion in developing, implementing, and interpreting departmental policies and procedures.
6.Two (2) years of developing and maintaining cooperative working relationships.
Conditions of Employment
1.Requires the ability to have a valid drivers license and insurance.
2.Requires the ability to climb carnival and amusement attractions for the purpose of conducting inspections and investigations, tolerate heights and extreme weather conditions.
3.Requires the ability to work overtime.
4.Requires the ability to carry and use a state issued phone and laptop.
5.Must become certified through the National Associations of Amusement Ride Safety Officials, NAARSO, within 2 years of employment.
