Position Overview

Under direction of the Unit Manager for the Health Care Facilities & Program Unit, develops and provides training and education to staff within the Division of Health Care Facilities & Programs across all program types including: Hospitals, Critical Access Hospitals (CAHs), Ambulatory Surgical Centers (ASCs), End State Renal Disease (ESRD) Facilities, Home Health Agencies (HHAs), Hospices, Health Maintenance Organizations (HMOs), Outpatient Physical Therapy and Speech pathology (OPT/SP), Comprehensive Outpatient Rehabilitation Facilities (CORFs), Portable X-Ray (PXR) Services, Community Mental Health Centers (CMHCs), Psychiatric Residential Treatment Facilities (PRTFs), Rural Health Clinics (RHCs), and Organ Transplant Programs on aspects of the health care survey process related to determining compliance with federal Medicare/Medicaid certification and State license requirements. Ensures standardization throughout the training program by all subordinate educators. Develops and revises policies and procedures to ensure standardization, consistency, and efficiency of survey activities.

Job Responsibilities

1.Travels to develop curriculum and provide training and education for health care facility surveyors.

  • Provides training and technical direction to surveyors with respect to state and federal regulations addressing patient care in a variety of health care facility types regulated by the Department.

  • Receives direction from, and works in collaboration with, the Unit Manager to determine specific education needs for staff development.

  • Serves as a mentor for new hires, providing hands-on training and education in both the office and field.

  • Provides ongoing training in multiple settings including the office, classroom, and virtual collaboration.

  • Assesses educational needs, develops appropriate curriculum, and provides training related to the facility survey process.

  • Maintains updated training manual to include all programs' field training as well as general IDPH and Health Care Facilities & Programs orientation.

  • Assesses learners and prepares follow up reports to document the learner's response to education and training received.

  • Collaborates with Southern region to coordinate and execute training needs and programs.

2.Travels to conduct, appraise, and further develop training for all main survey types including but not limited to (Recertifications for Hospitals, Ambulatory Surgical Centers (ASCs), End Stage Renal Disease (ESRD) Facilities, Home Health Agencies (HHAs), complaint investigations for Hospitals, Emergency Medical Treatment and Labor Act (EMTALA), and immediate jeopardy, licensure resurveys, and Sexual Assault Survivors Emergency Treatment Act (SASETA).

  • Provides education and training in the office, and acts as a resource in the field during surveys.

3.Provides training for Health Care Facilities & Programs survey team on Principles of Documentation, Complaint Investigations, Immediate Jeopardy, Infection Control, SASETA and EMTALA.

4.Assists with development of agenda and content to present at quarterly staff meetings.

  • Develops and maintains required documentation for continuing education units (CEUs) for staff training.

5.Assists with development and provides training as needed for new state and federal regulations.

  • Trainings may be developed and delivered in person, virtually, or pre-recorded.

6.Maintains State Operations manual (SOM) under the Medicare Program for use in survey work, documentation requirements and consultations.

  • Maintains up-to-date licensure laws, rules, regulations, and policy documents for licensure activities.

7.Participates in training sessions, seminars and workshops aimed at the improvement of the survey process and individual surveyor performance.

8.Performs other duties as requested or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to the completion of four years of college, preferably with courses in nursing.

  • Requires prior experience equivalent to three years of progressively responsible administrative experience in nursing.

  • Requires current licensure as a Registered Nurse in the State of Illinois.

Preferred Qualifications

  • Two or more years experience as a nurse educator.

  • Two or more years of experience in non-long term health care setting (hospital, ASC, ESRD or HHA).

  • Extensive knowledge of state and federal program requirements for health care facilities.

  • Two years of survey and certification survey experience.

  • Certified professional survey discipline or Certified Health Facilities Surveyor.

  • Three years professional experience in education of health care professionals.

  • Ability to plan, develop and conduct statewide surveyor and/or provider educational programs.

  • Ability to present ideas effectively both orally and in writing.

  • One year experience in Microsoft Suite applications (i.e. Outlook, Word, Excel, and PowerPoint) and Smartsheets.

  • One year experience with virtual communication applications (i.e. WebEx, Zoom).
