Education and Licenses

Experience and Responsibilities

  • Department of Transportation Experience Required

  • Sr Agent or Project Management Experience Required

  • Demonstrate knowledge of state regulations

  • Understanding of right-of-way plans and engineered drawings/construction drawings

  • Understanding of legal descriptions and contract language

  • Effective writing skills for responses to claimant and client

  • Experience with project management software

  • Secure permission to enter properties from landowners and tenants if needed

  • While maintaining the ROW price policy, negotiate for ROW options, easements, fee interest, and curative documents as directed by the ROW Supervisor or as required by project documents and the acquisition policy. Assist in the development of a construction line from the conditions and/or restrictions placed on the ROW by the landowner and/or tenant.

  • Maintain a detailed diary containing the facts of each contact for every property owner and tenant on a project and prepare a detailed weekly activity report.

  • Maintain a detailed log of all payments

  • Experience of negotiating damage settlements as required

  • Support all construction activities as required

Public Sector Right of Way Agent


Experience in Department of Transportation Right of Way. Candidates must have a strong working knowledge of state infrastructure right-of-way procedures and eminent domain.

VIEW JOBS 2/1/2020 12:00:00 AM 2020-05-01T00:00 The West Virginia University School of Public Health is seeking applications for a Program Manager located in Charleston, WV to work with a multidisciplinary team and is responsible for managing, monitoring and tracking project activities for any projects managed primarily by the Office of Health Affairs. The incumbent is responsible for managing the program/project life cycle including planning, monitoring, risk management, timelines, resources, project communication, status and progress reports, preparing materials, and tracking internal allocations. In order to be successful in this position, the ideal candidate will: * Responsible for tracking progress of plans and coordinating with technical subject matter experts to assure that project expectations are met; * Supervise staff as directed by the Director of Project Management Services; * Responsible for managing and coordinating day to day productivity and task management; * Serves as the direct contact to all parties, including the Director of Project Management Services. The project manager will be accountable for meeting all active targets and deadlines; * Organize and coordinate Health Affairs projects across internal departments and between external research and development partners; * Partner with senior executives to define project approach and ensure overall project plans and providing support for various initiatives; * Work closely with WVU, HSC, and Health Affairs leadership to proactively identify and resolve issues that may adversely impact projects; * Comprehend internal and external drivers that influence effective operation, management, and execution of HSC resourcing, planning, programming, and budget execution processes; * Present analysis and recommendation to decision makers in an organized manner, including identifying strengths, weaknesses, opportunities, and threats to evaluate operational effectiveness; * Provide proper support for all external collaborative and contracted partners as well as Health Affairs research partners; * May develop executive presentations for stakeholder communications on strategic initiatives progress, risks and budget results, review and analyze operational reports, summarize findings; * Track and report project milestones and provide status reports in the selected format at the assigned interval; * Determine the most efficient and cost-effective means for gathering and analyzing data needed to support development goals and achieve growth through the accomplishment of long-range goals and objectives; * Drive strategic initiatives and manage internal and external relationships to ensure commitments are met, deadlines are realized and expectations are managed appropriately. May be expected to manage multiple initiatives simultaneously; * Monitor compliance and ensure adherence to all policies and procedures; * Develop integrated project plans, schedules, and risk tables. Facilitate project schedules and compile project reports; * Coordinate and participate in project meetings; * Maintain knowledge of professional principles, legal and/or reporting requirements affecting area of responsibility, and adhere to Project Management standards; * Constantly monitor project progress coordinating with technical experts to ensure progress is on schedule as planned and mitigates any project lag in the schedule applying project management principles to do so; * Prepare project status and progress reports as required and keep the team, management, and designated others informed in a timely manner of any emerging project risks or other issues; * Manages change to the project through a change management plan and resolves all change requests for project; * Assists and/or follows direction of the Director of Project Management Services to determine best course of customer service; * Provide administrative management and relevant financial reporting for all Health Affairs projects * Assists with the overall financial planning of Health Affairs including the justification of multiple budgets, monitors all expenditures by account to ensure that financial constraints are met and budgetary concerns addressed; * Manages, coordinates, and evaluates all administrative and fiscal matters; * Bachelor's degree in Public Administration, Business or a related field; * OR an equivalent combination of education and experience. Master's degree is preferred. * Four (4) years of Project Management experience required * Demonstrated program management experience with exceptional organizational and time management skills. * Group facilitation, mediation and conflict resolution skills. * Skill in organizing resources and establishing priorities. * Strong ability to multi-task multiple projects at the same time. * Excellent attention to detail, flexible and adaptable to change. * Excellent English language oral and written skills. * Knowledge of program management principles, practices, techniques and tools. * Demonstrated knowledge and skill in using MS Project, and Microsoft Office Suite. * Demonstrated ability to read and interpret documents. * Demonstrated ability to present information and respond to questions from groups or individuals. * Demonstrated ability to create and produce clear, concise paper and electronic documents. * Demonstrated ability to work in a multidisciplinary team environment and to coordinate participation of team members from various backgrounds.
