The Public Safety Manager is a member of the Public Safety Command leadership team and manages the Support Services Division.

The purpose of the Public Safety Manager is to provide leadership and direction to the Support Services Division in a manner consistent with the mission and objectives of the Woodbury Public Safety Department. This includes, but is not limited to: supervising, directing, developing and evaluating staff, managing resources, enhancing the customer service operations of the department, and overseeing records management while maintaining compliance with applicable acts, statutes and regulations. This position also plays a key role in developing and overseeing the department's budgets and capital improvement plan.

Essential Duties

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Manage, supervise, coach, and mentor support services staff.

Develop and maintain a thorough working knowledge of department policies, procedures and practices required to effectively perform this position. Clearly communicate department policies & procedures to staff.

Monitor employee performance to ensure it is in compliance with established directives, policies, procedures, rules and guidelines.

Conduct thorough, timely performance reviews for all assigned personnel, with a primary focus on helping them to develop to their best potential.

Make recommendations for hiring, promoting, commending, and disciplining employees.

Conduct and/or oversee assigned training of new and current employees. Ensure that staff maintains required certifications.

Prepare, research and present projects related to public safety performance measures, updates to city municipal code, data inquiries, or other work product as needed or as assigned by the public safety director.

Develop and maintain a culture that nurtures exceptional customer service to internal and external customers. Regularly evaluate the changing needs of internal and external customers and make adjustments accordingly.

Set work schedules to appropriately balance coverage, workload distribution and internal and external customer service needs.

Perform short and long term planning. Formulate, recommend and implement strategies, tactics, procedures and other methods of operation as needed to improve services or respond to changing conditions.

Develop and maintain effective and collaborative work relationships with other member of the command staff, other city departments, public safety agencies, and governmental organizations to ensure coordinated work efforts are maintained and quality service is provided.

Responsible for the department's compliance with the Minnesota Data Practices Act and the Health Insurance Portability and Accountability Act (HIPAA). Develop and implement procedures to ensure accuracy, security and proper release of all records.

Maintain a good working knowledge of the records management systems for Police, Fire and EMS and periodically evaluate and make changes in procedures. Responsible for the department's compliance with the Minnesota Official Records Act, including retention and destruction of records.

Ensure compliance with all rules for FBI, BCA, CJIS, NFIRS and MN Star reporting. Prepare for and participate in agency audits.

Preparation and analysis of the Public Safety Operating and Capital budgets. Monitor compliance with adopted budget.

Establish procedures and manage the processing of payables in a timely manner. Approve invoices for expenditures. Manage department cash accounts including weekly deposits & petty cash.

Preparation of Public Safety Capital Improvement Plan.

Provide assistance with special projects as assigned and performs other duties as assigned or apparent.

Qualifications

MINIMUM QUALIFICATIONS:

Bachelor's Degree.

Five years of experience in a government or comparable business environment.

Three years supervisory or equivalent leadership experience.

PREFERRED QUALIFICATIONS:

Master's degree.
