The City of Corona has an exciting opportunity to join our Police Department as a Public Safety Information Coordinator. The Corona Police Department is made up of over 250 officers and professional staff which is comprised of three divisions: Field Services, Investigative Services, and Support Services. Our mission is to ensure the safety and security of our community while maintaining trust through transparency. The ideal candidate will possess the following knowledge, skills, and abilities:

Knowledge & Education

  • A bachelor's degree or equivalent from an accredited college or university with major coursework in public relations or a related field. Candidates with a master's degree or graduate level course work in a closely related field are highly desirable.

  • Knowledge of principles, practices, methods, and techniques of marketing, public information, media relations, and community relations programs.

Skills & Abilities

  • Ability to plan, research, organize, coordinate, and implement a variety of public information, media, and community outreach activities and programs.

  • Develop community relations, communications, and social media programs and strategies.

  • Prepare and present information in various formats and for diverse audiences.

  • Plan and conduct special events.

  • Write a diverse range of materials including, but not limited to, press releases, articles, speeches, and social media posts to communicate items of interest to the community which are aligned with the police department's messaging goals.

  • Implement assigned projects which utilize traditional communication methods and social media for community outreach.

  • Comprehend complex questions and give information rapidly, accurately, and tactfully.

  • Effectively lead internal and external communications programs.

  • Prepare clear and concise reports, correspondence, policies, procedures, and other written materials.

  • Understand complex technology supporting current and evolving communication platforms.

  • Research, analyze, and evaluate program delivery methods, procedures, and techniques.

  • Analyze, interpret, summarize, and present technical information and data in an effective manner.

  • Effectively represent the police department in meetings with the public, governmental agencies, community groups, and various businesses and professional organizations, and in meetings with individuals.

Experience

  • Three (3) years of increasingly responsible experience in the development and coordination of public affairs, public information, community outreach, and social media marketing.

  • Possession of a valid California Driver's License, to be maintained throughout employment.

Application Process

Applications will be accepted on a continuous basis until a sufficient number of qualified applications have been received. The deadline for first review of application is Tuesday, April 23, 2024 at 5:00PM. Applicants are encouraged to apply early as the recruitment may close at any time without notice after the first review period.

Candidates that successfully pass the screening process and are deemed to possess the most desirable qualifications will be invited to participate in a virtual video interview through HireVue. The top candidates from the HireVue will then be invited to participate in an in-person oral interview tentatively scheduled for May 16, 2024. The top scoring candidates from the oral interview will be placed on an eligibility list and will be contacted by the department to start the background process as vacancies arise.

Successful candidates will undergo a thorough background investigation and medical exam with the Corona Police Department. Background investigation will include but is not limited to the following:

  • No felony conviction(s).

  • Submit to a fingerprint and criminal history check - State and Federal Bureaus.

  • Good moral character as determined by a thorough background investigation.

  • United States high school graduate, GED, or equivalent.

  • No conviction(s) of a serious offense, or numerous convictions of minor offenses.

  • Submit to a polygraph examination.

  • Successfully pass a medical examination.

  • Credit history check, if established, must be satisfactory.

THE ORGANIZATION

The City of Corona is a General Law city operating under a Council-Manager form of government. Policymaking and legislative authority is vested in the City Council, consisting of a Mayor and four Council Members. Members of the City Council are elected by District to a four-year term. The Mayor is selected by the Council and serves as the presiding officer for one year.

The City is organized into the following departments/organizational units: Community Services, City Manager's Office, Economic Development, Finance, Fire, Human Resources, Information Technology, Legal and Risk Management, Police, Planning & Development, Public Works and Utilities. Oversight of these departments is divided between the City Manager and two Assistant City Managers.

The City's total operating budget for Fiscal Year 2024 is $ 369.9 million with a General Fund operating budget of $ 194.5 million. Corona enjoys a workforce of 860 dedicated employees who provide high quality services to its residents and visitors each day.

CORONA SUPERVISORS ASSOCIATION

CITY PAID BENEFITS*

For a complete explanation of benefits, benefit eligibility and restrictions; please refer to the current Corona Supervisors Association, Memorandum of Understanding. Any information contained herein that may conflict with the provisions of the Corona Supervisors Association MOU, the MOU shall prevail.

RETIREMENT: Employees are covered by the California Public Employees' Retirement System (CalPERS). The City does not participate in Social Security and the City pays the employees mandatory contribution to the Medicare Program.

The City offers two retirement formulas based on the employee's current CalPERS membership status. The 2.7%@55, highest single year of service retirement formula will be applied to employees hired prior to January 1, 2013 and those current CalPERS members with no significant break in PERS-qualified employment. The 2%@62 three year average retirement formula will be applied to those employees with a significant break in PERS-qualified employment those who have not formerly been a member of CalPERS or another retirement program with which CalPERS has a reciprocal relationship.

All employees hired on or after January 1, 2013, will be subject to CalPERS membership review for applicability of PEPRA.

ANNUAL LEAVE & HOLIDAYS:

During their initial probationary period, they shall accrue Annual Leave as Probationary Sick Leave at one-half the rate of a 1-5 year full time regular employee. At six (6) months, the probationary employee may request up to one week of "Advanced Annual Leave" for vacation purposes with the permission of their supervisor.

Regular Status Upon Completion of Probation:

When the employee completes one year of service, any hours that the employee has accrued as Probationary Sick Leave shall be rolled into their Annual Leave account and their Probationary Sick Leave account will be eliminated.

There are 13 (10-hour) paid holidays (130 hours) per calendar year.

ANNUAL LEAVE BUYBACK: Eligible employees may "buy back" a maximum of 160 hours of Annual Leave once each year.

EXECUTIVE LEAVE: Exempt employees shall receive up to 108 hours paid executive leave during any calendar year. Executive leave has no cash value at any time.

MEDICAL INSURANCE: The City currently offers eight HMO plans and two PPO medical plans to choose from. For plan information, click the link below.

Health Plan Information

The City provides a Medical Allowance to Members to be used for the purpose of purchasing mandatory health coverage offered through PEMHCA for the Member and his or her eligible dependents. The Medical Allowance shall consist of the following: (1) the Base Contribution Rate, plus (2) an amount equal to the difference between the Base Contribution Rate and the following amounts, as applicable:

  • $773.17 per month for Members electing Employee only coverage;
  • $1,546.10 per month for Members electing Employee plus one dependent coverage; or
  • $2,048.39 per month for Members electing Employee plus two or more dependents coverage.

In lieu of receiving the Medical Allowance and Medical Difference (if applicable), a Member may elect to receive a monthly allocation to the Cafeteria Plan according to the following schedule:

(1) $600.00 for Employee + 2 or more dependents

(2) $400.00 for Employee + 1 dependent

(3) $200.00 for Employee Only

DENTAL INSURANCE: The City currently offers HMO and PPO dental insurance through Delta Dental. Dental insurance premiums are paid by the employee.

VISION INSURANCE: The City currently offers vision insurance through Eye Med. Vision insurance premiums are paid by the employee.

FLEXIBLE SPENDING ACCOUNT (FSA): Eligible employees may contribute to either a health flexible spending account or dependent care flexible spending account to pay for unreimbursed medical expenses and/or dependent care expenses with pre-tax dollars. The flexible benefit plan is offered at the time of hire and at each open enrollment period.

DISABILITY INSURANCE: Short-term and long term disability insurance is provided free to each employee.

LIFE INSURANCE: The City provides a term life insurance policy to each employee equal to 5 ½ times the employee's annual basic earnings to a maximum, of $750,000.00.

EMPLOYEE ASSISTANCE AND COUNSELING PROGRAM: This is a comprehensive program designed to help employees and their family members find direction in solving personal and/or emotional problems.

DEFERRED COMPENSATION (457) Plan: To supplement retirement, employees can make voluntary salary deferrals to a Nationwide plan.

LONGEVITY PAY: After 5 years of service: $1,400.00 annually. After 10 years of service: $1,600.00 annually. After 15 years of service: $1,800.00 annually. After 20 years of service: $2,000.00 annually.

TUITION REIMBURSEMENT: Education plans approved in writing by the City on or after November 14, 2017, the City shall reimburse Members for the costs (tuition and books) up to a lifetime maximum amount of $10,000 per employee.

BI-LINGUAL PAY: Effective the first full payroll period following November 14, 2017, the Bilingual Pay Program will provide an increase of $293.33 per month for those members demonstrating the ability to both understand and effectively communicate in a language other than English that the City Manager has determined is necessary for the effective or efficient operation of the City. If an employee is approved for bilingual pay for less than a full month, the monthly amount shall be pro-rated accordingly. For each language approved by the City Manager, the number of Association members to be eligible will be determined by Management. To become qualified an Association member must be certified by the Human Resources Department after successfully passing an oral conversational test established by Management. Employees must re-certify every three (3) years to be eligible to receive bilingual pay by passing the certification test

CERTIFICATION PAY: Available to members upon proof of the following position related certifications: Professional Engineer Registration, State of California Certifications in Water Treatment, Wastewater Treatment or Water Distribution.

UNIFORM ALLOWANCE: Association members required to wear uniforms shall be provided up to eleven (11) sets, cleaned and maintained by the City, the number for each member to be determined by the nature of the work assignment, by Management. Employees in the classifications of Police Records Supervisor, Public Safety Dispatch Supervisor, Animal Control Supervisor and Emergency Services Coordinator shall receive a uniform allowance of $70.77 per pay period for a uniform allowance.
