Schedule: Monday - Friday; varying hour

Are you an individual who loves excitement and wants to ensure the safety of others. You will never be bored in this new and exciting opportunity as a Public Safety Coordinator with the Emergency Management Team.

Emergency Management is seeking a diverse, skilled person who will perform the advanced duties in disaster preparedness, response, recovery, mitigation planning, and coordination with a focus on the surveying of various SARA Title III facilities from the Emergency Planning and Community Right-To-Know Act (EPCRA). We are looking for someone who can work independently and as part of a team to build and maintain partnerships with Title III facilities, county departments, fire departments, municipalities, and state and federal agencies. Work is performed in accordance with established policies and in conformance with the EPCRA grant and involves the use of independent judgment, initiative, and tact in dealing with individuals, businesses, and organizations. The incumbent will participate in the Local Emergency Planning Committee (LEPC) and State Emergency Response Commission (SERC) as the department representative.

The position supports the department as the lead for Emergency Support Function 4 Firefighting, Emergency Support Function 9 Search and Rescue, and Emergency Support Function 10 Hazmat while working with emergency service agencies planning for missions such as search and rescue, air and barge operations, high water rescue, hazmat, and fire incidents. This position supports Emergency Support Function- ESF 16 Law Enforcement and is also the lead for terrorism response planning. Additionally, the position will serve as the Emergency Services Branch Director during emergency operation center activations supporting the planning and coordination of emergency service objectives.

Work assignments are made orally or in writing, and work is reviewed through observation of results obtained, conferences, and periodic reports or evaluations. The ideal candidate must have strong writing and editing skills and have the ability to multi-task, organize, and ensure the timely implementation of projects and grant reporting. The ideal candidate must be able to present specific information to various audiences, such as community groups, colleagues, public safety personnel, and elected officials.

Essential Job Functions

  • Coordinates and completes EPCRA site inspections of Tier II required facilities, performs on-site hazard analysis of extremely hazardous substances (EHS), reviews facility evacuation plans, documents and finalizes information in CAMEO Data Manager and submits deliverables to the Florida Division of Emergency Management (FDEM)

  • Plans and implements programmatic projects, estimates project costs, resources, integrates operations/systems, and related activities or processes to accomplish assigned missions that may also involve responsibility for highly technical matters

  • Contributes to the departmental strategic planning process and responsible for the development, implementation and maintenance of operational and tactical plans, policies, and processes for their programmatic areas

  • Prepares, updates, edits, and analyzes plans and standard operating procedures and checklists for all hazards in the areas of preparedness, response, recovery, and mitigation

  • Plans and assesses operational needs including related costs, procurement requirements, maintenance, administrative systems, necessary to achieve goals of projects and assignments

  • Researches and gathers required data to evaluate objectives, goals, and scope of projects and specifications

  • Performs difficult and advanced duties in disaster preparedness planning and assists managers in coordinating multiple phases of the Pinellas County Emergency Management program, such as preparedness, response, recovery, mitigation, and continuity of governmental services

  • Coordinates and communicates plans and procedures with the state, other counties, municipalities, County departments, and other disaster response agencies

  • Takes individual responsibility for strategic planning and implementation of innovative and efficient maintenance of position assignments, plans, databases, and coordinates with internal and external partners to ensure operational status

  • Takes responsibility to ensure compliance with Federal, state, and local regulations and guidance

  • Performs and assists more senior staff in developing and coordinating emergency plans and procedure for disaster situations, training individuals, evaluating exercises and groups, as well as serving as a county representative/liaison to a variety of Federal, state, regional, and local agencies associated with emergency management efforts

  • Interacts with the public by answering phone calls and emails to assist with general disaster preparedness, response, and recovery information

  • Acts as a subject matter resource on subject and areas of assignment ensuring timely and accurate follow up with inquiries or requests

  • Assists municipalities, County departments and other community partners in preparing disaster plans

  • Represents the county on a variety of Federal, state, regional, and local working groups

  • Fulfills a supervisory role during Emergency Operations Center activations as a Section Unit Lead or higher

  • May develop and initiate specific emergency messaging for the department for review and approval by the director, or designee, and serves as department liaison to County departments and community partners for critical information during emergency operations

  • May provide technical expertise and assistance to co-workers, other internal departments, and the general public

  • Fulfills a supervisory role during Emergency Operations Center activations as a Unit Lead

  • Liaisons and coordinates with local, state and Federal partners in assigned programmatic areas

  • Coordinates and manages volunteers and interns both during normal operations and activations

  • Acts as the Department's Duty Officer on a rotational basis, serves as duty officer for a seven-day period

  • May be put on standby overnight and during the weekend pending weather forecast or incident

  • Performs other related job duties as assigned

Position Specific Requirements

  • Six (6) years of directly related experience in Federal, state or municipal areas within emergency management, public safety operations, emergency preparedness and response that includes specialized experience directly related to the position (Note: no more than one (1) year as an intern or volunteer can be counted towards meeting the minimum experience); or

  • An Associate's degree plus four (4) years of experience as described; or

  • A Bachelor's degree and two (2) years of experience as described; or

  • An equivalent combination of education, training and experience.

  • Florida Driver's License

  • Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.

  • Candidate to demonstrate advanced proficiency, competency, and satisfactory completion of regularly assigned work in an independent manner. Appointing Authority retains discretion to employ an incumbent at this level or advance the incumbent non-competitively or competitively after a candidate meets the minimum qualifications to an in-line career ladder position within the same organization or department.

  • Candidate to have or be eligible to apply for and maintain an International Association of Emergency Managers or Florida Emergency Preparedness Association certification.

  • Ability to identify and report any concerns, problems or deficiencies in programmatic areas and operational implementation

Physical/Mental Demands

The work is light work which requires exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects. Additionally, the following physical abilities are required:

  • Balancing: Maintaining body equilibrium to prevent falling while walking, standing or crouching on narrow, slippery, or erratically moving surfaces. The amount of balancing exceeds that needed for ordinary locomotion and maintenance of body equilibrium.

  • Fingering: Picking, pinching, typing, or otherwise working, primarily with fingers rather than with the whole hand as in handling.

  • Grasping: Applying pressure to an object with the fingers and palm.

  • Handling: Picking, holding, or otherwise working, primarily with the whole hand.

  • Visual ability: sufficient to effectively operate office equipment including copier, computer, etc.; and to read and write reports, correspondence, instructions, etc.

  • Hearing ability: sufficient to hold a conversation with other individuals both in person and over a telephone; and to hear recording on transcription device.

  • Speaking ability: sufficient to communicate effectively with other individuals in person and over a telephone.

  • Mental Acuity: Ability to make rational decisions through sound logic and deductive processes.

  • Talking: Expressing or exchanging ideas by means of the spoken word including those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.

  • Repetitive Motion: Substantial movements (motions) of the wrist, hands, and/or fingers.

  • Walking: Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another.
