Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for the position.

A bachelor's degree in media, new media, English, communications, journalism, broadcasting, public relations, films, TV productions, or digital marketing and two years of experience in public or governmental relations, and/or in writing or producing content for various media.

OR

A master's degree or higher in media, new media, English, communications, journalism, broadcasting, public relations, films, TV productions, or digital marketing and two years of experience in public or governmental relations, and/or in writing or producing content for various media.

OR

Six years of experience in public or governmental relations, an/or in writing or producing content for various media.

Applicants may also be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 16 or above and eligible for transfer under Section 70.1 of the Civil Service Law.

Preferred Qualifications:

  • Exceptional writing, editing, and research skills; must have an eye for detail and a mastery of the English language and grammar.

  • Expertise in social media best practices.

  • Experience optimizing content for the mobile web and social media.

  • Passionate about and keeps up with the latest social media, pop culture, and tech trends.

  • Knowledge of domestic violence, sexual assault, and gender-based violence.

Duties Description Under the general supervision of the Director of Public Information in the Bureau of External Affairs of the New York State Office for the Prevention of Domestic Violence, the position is responsible for assisting in planning and executing all communication efforts for the Office's "Protecting New Yorkers from Tech Abuse, Deep Fakes, and Sextortion" project in coordination with the Assistant Director for Technology Safety Initiatives, in addition to other agency projects. The position will include development of public awareness campaigns, publications, social media, and website management, with an emphasis on creating graphic content.

Duties may include but are not limited to:

  • Support all communications needs of the agency including monitoring news sources for related content, drafting, editing, and disseminating written materials, press releases, public awareness campaigns, and publications.

  • Assist in the content development of the agency's communications strategy including the development and curation of online content for websites, print and electronic publications and related digital platforms, and digital and social media.

  • Proofread, rewrite, and edit documents submitted by others for style, content, and conformity to agency standards and policy.

  • Assist in the response to media inquiries regarding agency's initiatives, programs, and services.

  • Capture and analyze social and digital media metrics and assist in addressing issues.

  • Oversight of all agency products as they pertain to branding guidelines and professional and standardized design.

  • Coordinate public appearances for agency staff to explain programs and initiatives to gain stakeholder support for agency activities.

  • Assist supervisor in planning, executing, and evaluating projects.

  • Assist in the design or arranges for the design, set up, staffing and operations of displays and exhibits.

  • Provide assistance and advice on community outreach and public participation and advises agency staff on matters regarding public presentations and media relations.

  • Maintain schedule of agency events and notify the news media.

  • Perform other duties as assigned.

Additional Comments NOTE:

  • Travel may be required (approximately 20%), including during evening and weekends, depending on mission and assignment.

  • Possession and maintenance of a valid Driver's License issued by the NYS Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the job.

Notes:

  • There is no examination required for appointment to a NY HELPS position. Candidates hired via NY HELPS will be appointed on a permanent non-competitive basis and will begin a probationary period.

At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
