This is an entry-level position. The Public Health Water and Wastewater Inspector (titled Environmental Health Specialist I) performs inspections and investigations of public and private establishments and other environmental situations to ensure compliance with local and state health and safety codes. Will work inspecting wastewater, pools, and solid and hazardous waste.

Generally, the hiring range is $58,629-$73,286 annually. Qualifications, education and experience as it relates to the position will be taken into consideration when determining hiring salary.

ESSENTIAL DUTIES AND RESPONSIBILITIES: (The following examples are illustrative only and are not intended to be all-inclusive.)

  • Conducts field inspections and prepares reports related to the assigned program, or environmental conditions impacting air, water, and land that can affect human health due to communicable, zoonotic, and chronic disease.

  • Trains in the enforcement of Federal, State, and local regulations and ordinances related to assigned areas; works closely with superiors in selecting appropriate methods and procedures to use in resolving specific problems; receives training in and performs some duties in the enforcement of regulations and ordinances outside of assigned specialty.

  • Trains in and performs routine investigations of public complaints related to assigned specialty; may perform other investigations as assigned by supervisor

  • Provides general and technical information and advice to the public to answer questions and solve problems.

  • Uses excellent verbal communication skills to explain findings of investigations, field tests, and laboratory analysis to owners and managers of establishments and occupants of premises subject to environmental health requirements.

  • Responds to incidents that may result in exposure to disease, hazardous materials, or toxic substances.

  • Performs other duties as assigned.

SUPERVISION RECEIVED: This position works under close supervision from the supervisor.

SUPERVISORY RESPONSIBILITIES: None.

INDEPENDENT JUDGMENT: This position requires a medium level of independent judgment, authority, and decision-making.

MINIMUM QUALIFICATIONS:

EDUCATION and/or EXPERIENCE:

  • Equivalent to a bachelor's degree from an accredited college or university with major coursework in Environmental Health, or a related field.

  • One year of professional experience in a related program.

  • In lieu of bachelor's degree, incumbent must have four years of professional experience in a related program.

  • A combination of experience and education may be considered.

KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge:

  • Some knowledge of modern practices, procedures, and methods of environmental health and sanitation as related to assigned programs.

  • General knowledge of office practices and procedures.

  • Knowledge of routine software and business applications including, but not limited to, word processing, spreadsheets, presentation software, and databases.

  • Some understanding of environmental health principles and practices and the ability to interpret public health needs.

Skills:

  • Excellent verbal and written communication skills.

  • Strong interpersonal skills.

Abilities:

  • Read and comprehend department and County rules, regulations, policies, and standard operating procedures.

  • Must be able to develop a good working knowledge and scope of the application of the laws, rules and regulations, ordinances, and technical aspects of operations in the programs they are assigned to work in.

  • Ability to operate environmental health equipment including sampling, inspection equipment, and inspection software.

CERTIFICATIONS, LICENSES, & REGISTRATIONS:

  • Must possess a valid Colorado Driver's License upon hire, with complying insurance. Review of motor vehicle record is required at time of hire and periodically throughout employment.

  • This position requires successful completion of a criminal background check including fingerprinting through a national database.

WORK ENVIRONMENT:

Physical Work Environment: Work is primarily conducted indoors with occasional time spent in an outside environment. Incumbent experiences occasional exposures to toxic compounds, gases, and fumes. Requires occasional work in industrial and construction areas and experiences exposures to machinery, electrical hazards, and excessive noise.

Physical Demands:

  • Requires ability to work outdoors in all types of weather conditions and ability to walk and navigate on all types of terrain.

  • Requires ability to negotiate restricted pedestrian pathways. (e.g., assembly line, building maintenance areas, and construction sites) obstructed by equipment necessary to the particular operation.

  • Requires sufficient hearing and speech ability to communicate verbally in response to inquiries, complaints, and to speak to groups of people in an educational presentation.

  • Requires ability to lift and carry sampling equipment occasionally up to 30 pounds.

  • Requires manual dexterity to operate computer equipment and test equipment.

  • Requires color vision to distinguish titration/chemical reaction to color changes.

  • Requires correctable vision to observe sampling activities and conduct investigations of health situations

Material and Equipment Directly Used: Must demonstrate proficiency in using PPE, sampling, and testing equipment, and computer use including internet, email, and Microsoft Office Suite. Must be able to learn and become proficient with equipment and software programs as required to perform assigned duties effectively and efficiently. Uses typical office equipment such as computer, smart phone, copy/scan/fax, etc. Will drive a county vehicle. Must be able to operate an automobile in all types of weather conditions.

This may mean being available to perform additional duties and hours beyond what is normally required. In the event that an exempt employee does work more than 40 hours a week in support of County operations during an emergency, such employee may receive overtime or other appropriate wage compensation in accordance with existing County policies or at the discretion of the County.
