The Public Health Strategist is responsible for promoting and protecting populations' health, including families, neighbors, and the people in Waukesha County, using knowledge from public health, social, and health sciences. This role includes planning, developing, coordinating, and implementing public health policies, procedures, programs, services, and partnerships. They engage in project management to ensure successful execution, utilize data management skills to collect, analyze, and interpret public health data, and participate in the Community Health Assessment and Improvement plan. Additionally, they facilitate and lead stakeholders in addressing public health challenges and achieving shared goals. They implement Performance Management and Quality Improvement (PMQI) strategies to continuously evaluate and enhance public health programs, develop grant applications, and research, analyze, and evaluate the operation and utilization of department programs and services.

Example of Duties

Under direction, participate in the administration, coordination, and evaluation of public health programs; develop innovative, evidence-based interventions and partnerships to improve population health and strengthen the public health system; assist the division to achieve and maintain Public Health 3.0 standards to improve well-being and population health; facilitate, convene, and lead community groups and coalitions to further public health initiatives; perform other duties as required.

  • Participates in planning, developing, coordinating, and implementing of public health policies, procedures, programs, services, and partnerships.

  • Engages in project management activities to ensure the successful execution of public health initiatives, including resource allocation, timeline management, and evaluation of project outcomes.

  • Utilizes data management skills to collect, analyze, and interpret public health data, informing decision-making processes and program planning efforts.

  • Participates in the Community Health Assessment and Community Health Improvement plan, including regular and systematic collection, assembly, and analysis of community health data, community health needs, emerging trends, and outcome data.

  • Facilitates and leads groups of stakeholders in collaborative efforts to address public health challenges and achieve shared goals.

  • Actively engages with community groups and coalitions to build support for public health initiatives and foster community-wide involvement in improving population health.

  • Assists in implementing Performance Management and Quality Improvement (PMQI) strategies to continuously evaluate and enhance the effectiveness of public health programs. Collaborates with stakeholders to establish performance metrics, monitor outcomes, and implement quality improvement measures, ensuring the optimization of public health interventions.

  • Assists in the development of grant applications for funding for public health programs and participates in the development of requests for proposals for public health programs, evaluates responses, and provides input for selection.

  • Researches, analyzes, and evaluates the operation and utilization of department programs and services to address resources, funding, and population needs; evaluates options, makes recommendations, and develops or procures needed data solutions.

  • Contributes to the preparation and presentation of programmatic reports to elected officials, boards, and committees.

  • Provide oversight for student internship projects and public health experiences.

  • Develops, coordinates and may present training to assist all levels of staff to perform their duties more effectively and efficiently.

  • Establishes and maintains effective working relationships with staff, officials, governmental agencies, community organizations and the public.

  • Ensures compliance to the policies and procedures of the federal Health Insurance Portability and Accountability Act (HIPAA) of 1996 regarding protected health information.

  • Participates in planning, developing, coordinating, implementing, and responding in a county chemical, biological, nuclear, radiological terrorism event or natural disaster.

  • May be called upon as a first responder for public health and/or emergency government public health outbreak or disaster response.

  • Performs other duties as required.

QUALIFICATIONS

Essential Knowledge and Abilities

  • Comprehensive knowledge of the principles, practices, and techniques of planning and program monitoring and evaluation.

  • Comprehensive knowledge of federal and state regulations and requirements regarding departmental service programs.

  • Comprehensive knowledge of the role and function of the department within the community.

  • Considerable knowledge of survey, research, investigation and statistical methods and techniques, and of data mapping.

  • Considerable knowledge of the practice of public information and public relations.

  • Considerable knowledge of the standards, legislation, and policies affecting department programs and services.

  • Considerable knowledge of computer systems and statistical software.

  • Working knowledge of financial principles, practices, and procedures.

  • Working knowledge of budgeting, analytical methods, and techniques.

  • Working knowledge of project management methods and practices, plan development, and implementation.

  • Working knowledge of computerized department program software, Internet access, database, spreadsheet and word processing programs.

  • Ability to utilize word processing, database, and spreadsheet programs.

  • Ability to conduct complex technical research, interviews, and surveys; gather and analyze information, and make appropriate and comprehensive written and oral recommendations.

  • Ability to plan, prioritize, implement, and evaluate programs and services covering a variety of areas.

  • Ability to communicate effectively both verbally and in writing, and to make presentations to groups.

  • Ability to prepare and maintain accurate records and reports.

  • Ability to lead work groups and develop clear written materials for training purposes.

  • Ability to plan, organize and coordinate the efforts of others in program and data collection analysis and preparation of detailed and complex program and financial information.

  • Ability to establish and maintain effective working relationships with staff, vendors, governmental agencies, community organizations and the public.

  • Ability to assess the administrative and operational impact of recommendations.

  • Ability to effectively interact with sensitivity with persons from diverse cultural, socioeconomic, educational, racial, ethnic, and professional backgrounds, and persons of all ages and lifestyles.

Minimum Qualifications

You must meet these minimum Training and Experience requirements:

  • Graduation from a recognized college or university with a bachelor's degree in business or public or healthcare administration, the social services, police science, or a closely related field. Public Health degree is preferred.

  • Two (2) years of responsible professional work experience which includes research, analysis, evaluation, planning, project management, law enforcement duties, or a closely related area.

  • A master's degree in an area listed above maybe substituted for one year of the work experience requirement.
