Transfer Candidates: Current NYS Department of Health (DOH) employee with permanent or contingent permanent status as a Public Health Specialist (Grade 18) or Public Health Specialist Trainee (Grade NS); OR current New York State employee with one year or more of permanent or contingent permanent, competitive service in a title eligible to transfer, via 70.4 or 70.1 to a Public Health Specialist 1 (Grade 18), or a Public Health Specialist 1 Trainee (Grade NS).
Reassignment: Current New York State Department of Health employee with one year of permanent or contingent-permanent service as a Public Health Specialist (Grade 18).
Preferred Qualifications: The preferred canidate will have experience conducting inspections to determine compliance with federal, state or local environmental health laws, regulations, or established public health standards. They will also have experience monitoring public health environmental hazards and developing methods to control or eliminate hazards or the spread of disease.
Duties Description Public Health Specialists enforce the provisions of New York State's Public Health Law (PHL) and other State and federal laws, rules, and regulations relating to community environmental health, sanitation, and safety. The incumbent will conduct on-site inspections to evaluate environmental health conditions and regulatory and code compliance to improve the health, safety, and well-being of individuals and the public. Public Health Specialists in the Department's District Offices play a pivotal role in ensuring that environmental health facilities meet or exceed the standards set forth in various laws, regulations and best public health practices. They are responsible for conducting inspections at food service establishments, children's camps, hotels/motels, etc.; conducting sanitary surveys; reviewing operation reports; sampling results and compliance schedules; and responding to reports of possible contamination at regulated facilities. The Public Health Specialists are responsible for the preparation of inspection reports, correspondence to operators citing deficiencies, and informing operators of corrective actions. When necessary they also prepare and present enforcement actions against facilities found in non-compliance. They also play a critical role in the education of operators, owners, and the general public regarding environmental health issues, when necessary they provide training and technical assistance to facility owners or operators.
Additional Comments Permanent, full time position. Occasional travel throughout New York State to areas not served by public transportation may be required (30%).
Position may be filled at a trainee level (equated to Grades 13 or 14), or Grade 18, depending upon the qualifications of the candidate.
