SALARY $60,052.00 - $73,123.00 Annually

EDUCATION ACCREDITATION: Applicant's education must be obtained from an accredited institution.

Education credentials obtained out of the US must be evaluated for US equivalency. Evaluation agencies information may be obtained at www.naces.org.

ELIGIBILITY: Qualified candidates will be considered for vacancies as they arise, for a period of at least six months. The decision of the Director of Human Resources with respect to acceptable minimum qualifications is final.

CRIMINAL BACKGROUND CHECK: Eligible candidates under final consideration for appointment to this position identified as positions of trust will be required to authorize the release of and successfully complete a Fingerprint check.

PROBATION: All persons, including current City employees, selected from this position will be on probation for 6 months.

CLASS DESCRIPTION

A Public Health Representative III completes complex investigation work to prevent of the spread of sexually transmitted diseases or Human Immunodeficiency Virus (HIV) by identifying and counseling people who have been exposed to such diseases and motivating them to be promptly examined and treated. Work of this class involves lead duties or responsibilities.

Incumbents receive moderate supervision from a technical superior. Employees in this class work a conventional workweek.

Work is performed in homes, health clinics and communities where there is possible exposure to contagious diseases and undesirable environments. Work requires minimal physical exertion.

SELECTION PROCESS

All candidates indicating the minimum qualifications on their applications will be placed on the eligible list without further examination. The training and experience of each candidate will be evaluated for appropriateness and quantity.

MINIMUM QUALIFICATIONS

On or before the date of filing the application, each candidate must:

EDUCATION: Have a bachelor's degree from an accredited college or university.

AND

EXPERIENCE: Have three years of experience performing investigative work.

LICENSES, REGISTRATIONS AND CERTIFICATES: A valid Maryland Class C Noncommercial driver's license, or an equivalent out-of-state driver's license acceptable to the Office of Risk Management is required.

NOTE: Candidates who are hired as Public Health Representatives will be terminated from employment with Baltimore City if they do not complete and pass a required Federal Center for Disease Control training program within the first six months of employment.

KNOWLEDGES, SKILLS, AND ABILITIES

  • Ability to read, understand, retain, and transmit information about sexually transmitted diseases.

  • Ability to motivate others to reveal personal information and seek medical treatment.

  • Ability to work effectively with people of diverse sexual orientation and ethnic, cultural and socio-economic backgrounds.

  • Ability to provide and obtain information from people who may be reluctant to communicate and are hostile.

  • Ability to communicate effectively with health care providers and a diverse population in the community.

  • Ability to be non-judgmental and keep sensitive information confidential.

  • Ability to work independently.

  • Ability to relay and obtain sensitive and personal information in a professional manner.

  • Ability to educate others concerning sexually transmitted diseases.

  • Ability to prepare reports and document STD investigations.

  • Ability to operate a personal computer.

EXAMINATION PROCESS
