The purpose of the Public Health Nursing Director II position is to improve the health of the community through nursing intervention. This position works collaboratively on a daily basis to develop program goals, day to day operations, identifying priorities and deadlines of the nursing staff and program supervisors. The nursing director remains aware of the changing social-economic, physical, and mental health of the community, and strives to ensure that these needs are met through the nursing services provided by the clinical staff at the Rockingham County Department of Health and Human Services.

PRIMARY PURPOSE OF POSITION:

The nursing director establishes long and short-range goals for programs and community activities;reviews all functions of the clinical staff; assures appropriate staffing, cross training, and fill in coverage within the various programs; stays attuned to the changes in rules, regulations and laws regarding the operation of the health department clinical services; provides guidance, direction and implementation of the necessary services and changes to the nursing staff.This position also serves as advisor/representative/liaison for the health department and community such as hospitals, Red Cross, Rockingham County School System, Rockingham Community College and neighboring colleges with the nursing students, various industries and local agencies as well as the medical community. This position assures compliance with Agency Accreditation Standards and State Consolidated Agreement and Program Addendum requirements.

Examples of Duties

Planning: Establish overall goals for the nursing program.

Organizing and Directing Work: Ensures appropriate staffing, cross training, and fill in coverage within the various programs; Completes performance evaluation of all supervisory staff and the staff development coordinator.

Financial Management: Assists the health director on budgetary matters by providing the projected needs as they are observed through program statistical dataand information is gathered through practice with the program coordinators and supervisory staff.

Review: Is ultimately responsible for the daily operations of the clinical services.This position ensures that quality assurance measures are being implemented accurately and timely and reflecting the necessary information to provide feedback to the staff and to implement improvement measures.

Personnel: Conducts recruitment and selection process in consultation with the Health Director for staffing within the clinical services with the assistance of the personnel department, and the program supervisor; maintains a current job description on each clinical employee.

KNOWLEDGES, SKILLS, & ABILITIES AND TRAINING & EXPERIENCE REQUIREMENTS:

The nursing director must possess thorough knowledge and skill in the administration and organization of a public health nursing program; thorough knowledge of the principles of public health nursing and public health nursing supervision; thorough knowledge of the available and related public health resources and organizations in North Carolina, and current social economic problems pertaining to public health; thorough knowledge of public health administration on the local level; thorough knowledge of educational methods and training techniques.

The nursing director must possess the ability to plan, coordinate, and supervise the work of others and to present comments and opinions clearly and precisely and on a level that staff and clients can comprehend.Clear and concise oral and/or written skills must be maintained, the ability to exercise good judgment in appraising situations and making decisions, ability to plan and execute work effectively and to deal tactfully, open minded, nonjudgmentally with the public and with other health care professionals are essential.

Minimum Qualifications

Master's Degree in Nursing, Public Health, Public Health Administration or related area, four years of experience in Public Health Nursing including three years of experience in a supervisory capacity; or graduation from a four-year college or university with a B.S. Degree in Nursing which includes a Public Health Nursing rotation, five years of Public Health Nursing experience including three years experience in a supervisory capacity; or a Master's degree in Public Health and graduation form a school of professional nursing and four years of public health nursing including three years experience in a supervisory capacity, or graduation from an accredited school of professional nursing, six years of professional nursing experience five of which must have been in public health including three years experience in a supervisory capacity; or an equivalent combination of education and experience.

Necessary Special Qualification A current license to practice as a Registered Nurse in North Carolina by the NC Board of Nursing.

Note: In accordance with State mandates and the Rockingham County Emergency Operations Plan, Rockingham County Health and Human Services staff from the Divisions of Social Services, Public Health and Integrated Health are required to staff emergency shelters during times of disaster. Please be advised that every staff person is eligible to be assigned to an emergency shelter or Emergency Operations Center.
