PUBLIC HEALTH DIVISION

The Health and Human Services Agency's Public Health Division promotes and protects the health and well-being of the citizens of El Dorado County. They monitor and control communicable disease, provide community services and outreach on topics such as immunizations, tobacco use prevention, oral health, family planning, WIC, and many more!

THE OPPORTUNITY

Use your knowledge and skills to assist your community! The Public Health Nurse Supervisor will provide daily oversight of one or more public health programs that may include population, family or individual interventions across the lifespan requiring practice oversight of public health nurses and a variety of multi-professional teams. Key responsibilities include consultation on the management of complex PHN interventions, program design, planning and evaluation, development of program/practice standards, outcome monitoring and analysis, generation of program and fiscal reports, representation to community stakeholders, provision of clinically oriented practice as appropriate and ability to respond effectively in a public health emergency.

The selected candidate will have the opportunity to:

  • Monitoroperation effectiveness and service outcome of assigned program/function; identifyopportunities for improving nursing practice and service delivery methods/procedures; participatewith management in the development, review, and implementation of best practices.

  • Planfor, evaluate, and securenecessary equipment, materials, and supplies required for the assigned program and activities; monitor, control, and inventorysupplies and equipment.

  • Providetechnical consultation and guidance to staff members on complex client cases and may co- manage the most complex and/or highly sensitive cases; conductquality assurance and contributeto assessments, reports, and other documentation prepared by staff.

  • Conductfiscal planning and budget or grant preparation, including strategic planning for budget or grant implementation.

THE IDEAL CANDIDATE

The ideal candidate for the vacancy will possess superior oral and written communication skills, strong analytical skills, ability to work independently,and the ability to work across multi-agency or multidisciplinary professional networks. In addition to the above, the ideal candidate for thisvacancy will possess the ability to respond to sudden and unexpected demands; analyze data and work with community partners to develop strategies to increase access to care for families and improve program services; skill in facilitating meetings and using positive communication strategies; create and maintain accurate program reports; and the ability to train medical providers and staff as appropriate.

Any combination of the required experience, education, and training that would provide the essential knowledge, skills, and abilities is qualifying.

Equivalent to a bachelor's degree in nursing from an accredited four-year college or university;

AND

Two (2) years of public health nursing experience at a level equivalent to the County's class of Public Health Nurse II. One (1) year of lead experience is preferred.

Licenses and Certifications:

  • Possession of, or ability to obtain and maintain, a valid California and Nevada Driver's License and a satisfactory driving record.

  • Must possess a California Registered Nurse license issued by the California State Board of Registered Nursing or eligibility for Registered Nurse licensure reciprocity in the State of California.

  • Must possess a California State Public Health Nursing certificate.

  • Must possess valid CPR certification.

  • Must have completed child abuse and neglect recognition and reporting training requirements pursuant to the State of California Health and Safety Code.

IN-HOME SUPPORTIVE SERVICES PUBLIC AUTHORITY The In-Home Supportive Services Public Authority is a program which recruits, processes and supports service providers for the In-Home Supportive Services Program (IHSS); a Medi-Cal funded program which enables eligible individuals (who are 65 and older, blind, or disabled) to hire providers of domestic and personal care services to help the individuals remain living in their own homes and communities. THE OPPORTUNITY You will have the opportunity to implement policies and procedures related to the Public Authority IHSS provider registry, including registry database management; implement policies and procedures related to IHSS provider and consumer training and support services; and assist with receptionist and clerical tasks. The selected candidate will have the opportunity to: * Recruit providers for the registry, assist providers with registry application and intake process, check provider references and background, conduct provider orientations and monitor provider follow-up. * Conduct consumer intakes, generate lists of providers for consumers, refer providers to consumers and conduct consumer follow-up. * Manage/maintain computerized provider registry database. * Develop consumer and provider training curriculum with the oversight of the IHSS Public Authority Program Manager. * Recruit trainees for provider training. * Plan, coordinate, conduct and monitor consumer and provider training activities, including provision of training on appropriate techniques of providing person care. * Provide consumer and provider support services, including conflict resolution. * Regularly travel to different locations throughout the County to provide consumer/provider training and support services. * Prepare or assist in the preparation of narrative and statistical reports. THE IDEAL CANDIDATE This position will work directly with potential and registered IHSS providers to enroll eligible providers in the program, conduct background checks, and troubleshoot providers questions. The training responsibilities for IHSS-PA include providing orientation for new providers regarding provider responsibilities, specifically regarding timesheet submission and IHSS program regulations for providers. The ideal candidate for this position will be committed to working with the older and dependent adult populations, as well as disabled children and their families. He/She will demonstrate strong customer services skills with a background in home and community based care, be personable and enjoy triaging situations to help applicants move through the enrollment process of becoming a provider and demonstrate a clear understanding of absolute confidentiality in regard to background checks and other confidential data.
