The Orange County Health Department has an opening for a Public Health Nurse II. The Communicable Disease Nurse positions at the Orange County Health Department include a mix of direct patient care with epidemiological investigations and reporting. This position requires strong communication skills and the ability to work cooperatively and productively with team members from within the agency and within the community.

Salary commensurate with education and experience. Hiring Range $51,175 - $67,515

Examples of Duties: Examples of Essential Functions:

Investigates, manages and reports communicable diseases and conditions. Maintains records, including timely entry into the North Carolina Immunization Registry (NCIR) and the North Carolina Electronic Disease Surveillance System (NCEDSS). Serves as resource for communicable disease issues. Participates in outbreak investigations and management.

Staffs Tuberculosis/Communicable Disease Clinic including provision of TB treatment, CD client management, and provision of immunizations to all ages.

Provides afterhours on-call availability every 6 weeks for communicable disease issues.

Assists in Infection Control and Blood Borne Pathogen management.

Assists with development and maintenance of policies and procedures and standing orders.

Other duties as assigned.

Typical Qualifications:
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of the principles and practices of public health, public health nursing, and social work.

Knowledge of principles of racial and health equity.

Knowledge of public health laws pertaining to communicable diseases, sexually-transmitted diseases, and immunizations.

Knowledge of relevant department, local, state and federal laws, procedures and regulations.

Knowledge of the dangers inherent in and the precautions to be taken in the use of drugs and other medication.

Knowledge of current pharmacy laws pertaining to health department pharmacy and dispensing by nurses in health department programs.

Knowledge of vaccine administration, storage, transport, and contraindications.

Knowledge of universal precautions, CPR, basic life support and first aid, and emergency medical procedures.

Knowledge of available resources and agency guidelines.

Skill in conducting investigations and interviews.

Skill in conducting assessments and performing hearing and vision screenings.

Skill in venipuncture and administering vaccines.

Skill in decision making and problem solving.

Skill in operating standard and emergency medical equipment such as a stethoscope, blood pressure cuff, audiometer, centrifuge, nebulizer, and needles/syringes.

Skill in public and interpersonal relations.

Skill in oral and written communication.

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE:

Bachelor of Science in Nursing and one (1) year of professional nursing experience; or Graduation from a School of Professional Nursing and two (2) years of professional nursing experience; or an equivalent combination of training and experience; and

Individuals hired without a BSN will be required to complete Introduction to the Public Health Nursing course within one year of hire; and

Unrestricted license to practice nursing in North Carolina.

PHYSICAL REQUIREMENTS AND POSSIBLE HAZARDS

Must be able to physically perform the basic life operational support functions of standing, sitting, pushing, walking, bending, pulling, stooping, kneeling, lifting, carrying, fingering, grasping, reaching, talking, hearing, handling and repetitive motions of the hands/wrist/feet.

Ability to perform light work, exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently and/or a negligible amount of force constantly to lift, carry, push, pull or otherwise move objects.

Must possess the visual acuity to perform extensive reading and operate a computer terminal.

Worker is subject to inside and outside environmental conditions.

This classification is responsible for creating age-specific programming, maintaining materials and providing services to patrons. An employee in this class is responsible for developing, planning, promoting and leading programming for patrons, using funding for programs and/or supplies, developing materials specific to program areas, and maintaining order to library materials and books. Work is performed under the general supervision of a Library Division Supervisor I with considerable leeway for independent judgment in planning and executing programming for patrons. Position does not directly supervise staff. Does related work as required. Examples of Duties: Examples of Essential Functions: Following are examples of typical work activities and responsibilities. The incumbent may be responsible for performing other related duties and responsibilities as required or assigned. Develops, plans, promotes and leads age-specific and family programming; Partners with outside agencies and other County departments to provide programming for patrons; Creates displays and interactive self-directed activities for patrons; Utilizes budgeted funds for programming and/or supplies; Participates in the development of library collections and obtaining materials; Performs circulation duties and includes, but is not limited to, front line customer service responsibilities (i.e. answering incoming calls, recommending reading materials to patrons based on need, shelving materials and assisting patrons with computer use), as needed; Uses computer applications or other automated systems such as spreadsheets, word processing, calendar, e-mail and database software in performing work assignments.
