Role description

The 2830 Public Health Nurse in Communicable Disease Control and Prevention is a highly skilled professional nurse who possesses a variety of skills and knowledge directed at the identification, characterization, control, and prevention of communicable diseases of public health importance, to include in-person field nursing such as vaccination, testing, outbreak investigation and response, training, and infection control and prevention assessments. May work part time in a mobile or field operation or in the Adult Immunization and Travel Clinic as required.

Under general supervision of the Nurse Manager, the 2830 Public Health Nurse performs the following duties:

  • Investigates and respond to communicable diseases and outbreaks of public health importance.

  • Assists with informing local medical providers, affected populations, community organizations, and the general public of relevant disease trends, alerts, and outbreaks in a timely manner through informational bulletins, routine reports, trainings, exposure notices, advisories, public meetings, and other means.

  • Investigates and documents communicable disease cases and outbreaks promptly. This includes phone interviews, reviewing medical records, working with partners, and doing field visits. Tasks involve confirming diagnoses, identifying exposed contacts, assessing risks, ensuring treatment, collecting specimens, enforcing infection control, offering education, filling out forms, and reporting to agencies.

  • Maintains close collaboration with other jurisdictions, agencies, city departments and healthcare facilities. Answers questions, provide technical support and training, and collaborate on complex health issues.

  • Provides lead direction to other nurses, clinical staff, or paraprofessional staff for broader outbreak investigation and preparedness and implementation of disease control and prevention measures.

  • Monitors contact with patients having communicable diseases through phone, email, video conference, or field visits.

  • Participates in preparation and/or service of Health Officer Orders.

  • Helps new staff, students, interns, and preceptees get familiar with Disease Control and Prevention programs and activities.

  • Develops and updates standard work, protocols, procedures, and policies.

  • Stays updated on specialized areas like disease trends, vaccination guidelines, and professional standards.

  • Plans, organizes, and staffs vaccination events including those based in facilities, schools, the community, and the field/street. Administers vaccines, monitors vaccine recipients, and responds to adverse events.

  • Maintains expertise in vaccine storage, handling, and administration.

  • Receives training in, and complies with, infection control procedures and personal protective equipment use.

  • Receive training in other Disease Prevention and Control Branch activities to improve cross-branch capacity, emergency preparedness, and surge.

  • Participates in emergency surge activities to respond to emerging communicable disease cases and situations.

The 2830 Public Health Nurse performs other duties as assigned/required.

How to qualify

  • LICENSE: Possession of a valid permanent/temporary California license as a Registered Nurse issued by the California Board of Registered Nursing; AND
  • CERTIFICATE: Possession of a valid Public Health Nurse Certificate issued by the California State Department of Health; AND
  • EXPERIENCE: One (1) year (equivalent to 2,000 hours*) of verifiable experience as a Registered Nurse in an acute hospital, primary care facility, home health agency, and/or public health agency within the last five (5) years; AND
  • LICENSE: Possession of a valid current California Driver's License issued by the California Department of Motor Vehicles. (Possession of a valid California Driver's License is required at the time of appointment.)

DESIRED QUALIFICATIONS:

  • Possession of Master's level education in nursing or public health.

  • Experience in communicable disease control, epidemiology, and/or outbreak management.

  • Experience applying infection control principles in a healthcare setting.

  • Possession of a Certification in Infection Control (CIC).

  • Experience handling, analyzing, and reporting data on cases, outbreaks, and high-risk environments.

Note on Experience: One year of full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.

Selection Procedures:

After submitting an application, qualified candidates must complete all subsequent steps to progress in this selection process. These steps include:

Minimum Qualification Supplemental Questionnaire (MQSQ): Candidates will be required to complete an MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications. Please provide proof of your licenses and certifications by uploading them to your application.

Training and Experience Evaluation/Supplemental Questionnaire (SQ) (Weight: 100%): The SQ will be sent to those qualified candidates who demonstrate they meet the minimum qualifications. Candidates will be required to submit the completed SQ in the time frame indicated and responses on the SQ cannot be changed once submitted. A passing score must be achieved on the SQ in order to be placed/ranked on the Eligible List. Candidates will be placed in rank order according to their final score on the SQ. After the confidential eligible list/score report is adopted, the department may administer additional selection procedures to make a final hiring decision. The SQ is designed to measure knowledge, skills and/or abilities in job-related areas that have been identified as critical for satisfactory performance in this position. All relevant experience, education and/or training must be included in the application to be reviewed during the scoring process. The department may administer additional position-specific selection procedures to make final hiring decisions.

Candidates must achieve a passing score on the Training and Experience exam in order to continue in the selection process and will be placed on the confidential eligible list in rank order according to their final score.

Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

Certification

The certification rule for the eligible list resulting from this examination will be the Rule of 10 Scores.
