The PHIN Unit Supervisor is responsible for the allocation and coordination of staff and fiscal resources across DPH to develop and operate the PHIN. This operation includes routine computer programming and debugging, providing routine technical assistance, and supporting production for major, complex integrated systems. The PHIN Unit Supervisor is also responsible for technical consulting as well as policy/procedure/standard/guideline development, which may involve implementing specialized databases, creating data mapping, or modeling of data usage.

As part of the IAS management team this position also contributes to strategic planning, financial management, customer service, marketing, policy creation, and staff management. This position provides the technical leadership and support to one of the two units creating and supporting the system infrastructure for DPH.

A minimally qualified applicant will have:

Experience supervising or leading IT professional staff performing duties such as: reviewing and evaluating employee work products; work planning; hiring staff; coaching/mentoring/disciplining staff; resolving conflict among direct reports; evaluating employee performance; establishing/communicating work plans and schedules for subordinate staff; etc.

Experience with project management for IT projects including: working with customers to understand their business requirements; developing business cases; options analyses; budgeting and resource allocation; leading and implementing initiatives; creating project policies/procedures; etc.

Experience with fiscal management (i.e.: creating budgets, managing budgets, reporting budget status, procurement, contracting or vendor management).

Strong interpersonal, customer service and communication skills.

A well-qualified applicant will also have:

Experience working with health systems including data management and networking technology.

Experience with technologies and methodologies for the development and delivery of application data systems in order to collect, manage, analyze, visualize, and report data.

Experience with information system architectures, secure data transport, and data transformation fundamentals.

Experience working in a public health or health care setting.

VIEW JOBS 3/24/2019 12:00:00 AM 2019-06-22T00:00 This Disability Determination Supervisor oversees the Disability Hearing process in the State of Wisconsin, directing the work and activities of the Disability Hearings Unit (DHU). The DHU is responsible for preparing cases for hearing and conducting evidentiary hearings in conjunction with appeals filed by individuals on the loss of their entitlement to disability benefits under Social Security Act and Supplemental Security Income benefits. Responsibilities include directing and supervising the work of Disability Hearings Officers (DHOs) and support staff; implementation of laws, regulations and rulings pertaining to Title 2 and Title 16 of the Social Security Act; and serving as a liaison between the DHU and other state agencies, federal agencies, legal service agencies and support/advocacy groups. Special Notes: Due to the nature of this position, all applicants may be required to allow the Department of Health Services to conduct a background check to determine whether the circumstances of any convictions may be related to the job being filled. Individuals selected for positions with the DDB will go through a complete federal background investigation. A suitability determination by the Social Security Administration is necessary to determine whether an employee can be issued credentials in order to have access to Social Security disability data, records, and systems. Limited travel may be required when traveling to and from hearing sites. Qualifications: A minimally qualified applicant will have: * Experience adjudicating all types of Social Security and Medicaid disability claims including: Initial, Reconsideration, Continuing Disability Review and Pre-hearing claims for Adult and Child claims. * Leadership experience which includes reviewing the work of others, coaching or training staff, evaluating performance, and/or providing guidance with questions on policies or processes. A well-qualified applicant will also have: * Experience using due process standards in order to conduct an orderly, fair and impartial hearing. * Experience holding hearings for SSA Disability Cessation cases. * Experience interpreting the regulations, laws and procedures regarding appeal rights. * Excellent communication, organizational and time management skills.
