Summary

The Assessment, Policy Development, and Evaluation unit at Public Health Seattle & King County is seeking a public health informatics specialist who is highly skilled at performing and assessing data linkages, conducting cross-sector quantitative analyses, identifying opportunities for improvements in data systems, and equipping others to use data for public health action. We are seeking an informatician who will bring their lived experiences as well as their technical competencies to support our data and informatics work. We seek to operationalize and embed equity in all our work.

Primary roles include conducting cross-sector analyses and supporting others to modernize their data systems. The position will also be responsible for data quality assurance, data governance including monitoring access to data, and identifying opportunities to make data processing and analyses more efficient. The most competitive candidates will have experience developing analytic plans, building and managing linked data sets in relational databases, and supporting others to use data and information systems. This position reports to the Data Modernization Director.

Job Duties

  • Prepare and conduct analyses using large population health and program datasets to guide and support public health priorities and continuous quality improvement (e.g., population-based surveys, health care claims, electronic health records, vital statistics, hospitalization, public health program data, or cross-sector data such as housing, criminal legal etc.).

  • Identify key findings, interpret results, and develop/maintain data visualizations that highlight meaningful data to inform public health action.

  • Support teams across PHSKC to modernize their data infrastructure by analyzing existing workflows, identifying opportunities for improvement, and helping to implement changes.

  • Train and mentor staff on data infrastructure, tools, and standards.

  • Manage access to data and information systems.

  • Develop, contribute to, and enact analytic plans; extract, transform, and load (ETL) processes; database development and queries; quality assurance/data quality improvement. Provide documentation, training, and technical assistance to other staff such as epidemiologists and program managers.

  • Identify opportunities or new technologies that can make data processing and analyses more efficient.

  • Partner closely with APDE staff, King County Information Technology, data stewards and subject matter experts, and members of the Performance Measurement and Evaluation team within the Department of Community and Human Services.

Experience, Qualifications, Knowledge, Skills

Required:

  • Demonstrated knowledge and experience in conducting quantitative analyses using large datasets, data linkages, charts, interactive visualizations, and databases.

  • Demonstrated experience working with others to document business and data processes and identify opportunities for improvement.

  • Demonstrated knowledge and experience in conducting and addressing data quality in large data.

  • Demonstrated experience providing training and technical assistance on data use to colleagues.

  • Demonstrated oral and written communication ability to write and present information in multiple formats for multiple audiences, including data, findings and conclusions into clear and concise reports, presentations, infographics, etc. for general and technical audiences.

  • Deep knowledge of equity and social justice principles and practices; lived experience with and understanding of the effect of place-, race- and policy & systems inequities on communities and populations.

  • Demonstrated knowledge and experience in successfully navigating and leading data governance discussions.

  • Demonstrated knowledge and experience of practice-based public health principles.

  • Demonstrated ability to successfully manage multiple projects requiring attention to detail and coordination of effort, working independently and as part of a team.

  • Demonstrated ability to work and successfully collaborate with a variety of individuals from diverse backgrounds to conduct analyses.

  • Demonstrated skill in collaborating and maintaining effective working relationships with a variety of individuals, including community members, agency representatives and partners.

  • Skill and demonstrated proficiency in: Microsoft Office products (such as Excel, Word, Outlook, PowerPoint, SharePoint, Teams); database creation and maintenance, project management, and software for quantitative analysis (such as Stata, R, SQL, Python, Tableau, GitHub).

Desired:

  • Five (5) years of experience conducting advanced statistical analyses and developing databases using large, line-level quantitative public health datasets (e.g., population-based surveys, health care claims, electronic health records, vital statistics, hospitalization, education sector data, public health program data, or cross-sector data)

  • Five (5) years of experience manipulating, visualizing, and analyzing data using one or more software tools (e.g., SQL, Stata, R, Python, and/or Tableau).

  • Five (5) years of experience providing technical assistance or training on data and information systems.

  • Five (5) years of managing projects that involve multiple parties.

  • Background and experience in public health informatics, epidemiology, biostatistics, health services, health economics, or public policy.

  • Knowledge of health rules (e.g., HIPAA), data transfer standards (e.g., HL7, FHIR), and current public health data modernization initiatives.

Work Schedule:

This position will work Monday-Friday, 40 hours a week. This position is FLSA exempt and not eligible for overtime.

Teleworking:

Some of the work associated with this position will be performed through teleworking and will report to office location and to meetings as needed. Travel to other work locations may be necessary. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. To support employees during this time King County has a robust collection of tools and resources to support working remotely.
