Job Description Summary

The Weld County department of Public Health and Environment is looking for a Public Health Education Specialist I, who will promote health and well-being throughout Weld County communities specific to the tobacco cessation program. The ideal candidate must have strong interpersonal skills and emotional intelligence, and a passion for working in a unique, diverse, and growing community with an understanding of the complexities and challenges within this program area. The selected candidate will have a track record of success in health promotion and policy work, and must have excellent communication, presentation, and meeting facilitation skills with the ability to work effectively with a variety of audiences both virtually and in-person. The candidate filling this role will be proficient at planning their work to achieve program goals and will have well-established skills at developing a variety of written and visual materials needed to promote and support the objectives of the tobacco cessation program. It is desirable that this individual be reflective, analytical, and have a problem-solving mentality; willing to dive deep into population-based health and upstream prevention. This person will be skilled in community engagement and comfortable working with youth and disparate populations.

This position is grant funded by tobacco excise tax funds.

Job Description

Program organization and coordination

  • 60%
  • Self-directed and has excellent organizational and time management skills. Promotes and expands strategies for either adults or youth or both, and community engagement with a variety of population groups.

  • Provides oversight of community board meetings and assist with problem solving.

  • Collaborates with various partners and community groups to ensure the success of the grant workplan deliverables; forms workgroups as needed to sustain activities and meet program goals.

  • Selects and/or develops program components (goals, objectives, strategies, interventions, and activities) in a structured format to address health education and public health objectives using evidence-based and health equity strategies.

  • Applies principles, practices, methods related to health education and health promotion, including evaluation methods, marketing, and media communications in a public health government setting.

  • Uses systems thinking; and how systems thinking functions within public health and the broader community.

  • Monitors budget expenditures for the program, issues purchase orders and requests for program supplies and expenses. Identifies and accesses funding for programs by assisting in the preparation of grant proposals.

Communication and engagement

  • 40%
  • Efficiently uses County resources and works to implement changes using quality improvement tools that increase efficiencies within the department.

  • Communicates clearly and concisely, both orally and in writing; ability to read and analyze professional journals; identify complex problems and review related information to develop and evaluate options and implement health related solutions.

  • Uses exceptional customer service skills to respond to community needs, enhance public relations, coordinate activities, and represent the Weld County Department of Public Health and Environment to promote and maintain a positive public health image and foster pride and professionalism in the workplace and community.

  • Conducts professional public speaking to various groups and audiences; identifies problems and takes a self-directed approach to developing solutions; develops and maintains an evaluation plan to ensure effectiveness of health education and public health problem solving; makes recommendations for future programming; completes program reports as required.

  • Collaborates with other health agencies and organizations, community members, and key leaders to coordinate provision of culturally relevant health education and public health services through coalitions and partnerships that maximize resources and minimize duplication of services.

Required Qualifications

  • Bachelor's degree from an accredited college or university in health education, communication, public health, or closely related field AND

  • A minimum of one-year of work-related experience or training in health education or public health OR

  • A combination of education and appropriate health education or public health experience OR

  • A master's degree from an accredited college or university in health education, communication, public health, or closely related field.

  • Must have and maintain a valid Colorado driver's license and use of personal, insured vehicle. Dependable transportation and auto insurance, always maintained, as required by State law.

  • Candidate must pass a background check.

Preferred Certifications

  • Certification in health education (e.g., Certified Health Education Specialist (CHES) or (MCHES), or other related certification is preferred, but not required.

This position is non- exempt (Compensation to determine FLSA status) from the minimum wage and overtime requirements of the Fair Labor Standards Act.

This range encompasses the nine pay steps available should you receive the position and demonstrate satisfactory performance over time.
