  • Ramsey County Public Health (SPRCPH) is hiring three division managers: Correctional Health Divisionunder the Director's Office;Clinical Services Division and

Emergency Preparedness and Response Divisionunder the Center for Health Protection and Practice.

Correctional Health Division:The position has six direct supervisory or contracted program services reports and oversees approximately 45 staff and contracted positions including supervisory staff, nursing, physician, nurse practitioner, physician assistant, psychiatry, dental, mental health professionals, administrative, and medical records. Correctional Health Services operates in four correctional facilities, providing inmate health services to both adult and juvenile residents. Program duties include directing clinical and program services in accordance with the agreements between public health and the correctional facilities. Maintains communication and a good working relationship with facility administration and correctional personnel. The manager is responsible for program development and evaluation, budget development and monitoring, health data analysis, contract management, quality improvement, staff performance, coordination of services with other department programs and community organizations. The manager is a member of the department leadership team and emergency preparedness team and must be prepared to respond to public health emergencies as needed.

Emergency Preparedness and Response Division: The position directly supervises up to 10 staff and manages planning, training, response and recovery for public health emergencies. This team engages in surveillance work to detect biological threats, conducts disease investigations, and provides information and consultation concerning the control of communicable diseases. In addition, this team coordinates the Ramsey County Medical Reserve Corp, a group of volunteers who assist in public health emergencies. The manager is a member of the department leadership team and leads the emergency preparedness team and, must be prepared to respond to public health emergencies as needed.

Clinical Services Division: The position directly supervises up to 10 staff and oversees the Clinical Services Division of 45-50 staff who provide childhood and adult immunizations and oversight of vaccine management in other community health care settings; promote positive sexual health behaviors, provide family planning services, HIV and STI testing, wound care and vaccinations in clinic and community settings; coordinate refugee health screening; perform tuberculosis diagnostic testing, treatment and case management, as well as directly observed treatment; and provides case management for families who test positive for perinatal Hepatitis B. The manager is a member of the department leadership team and emergency preparedness team and must be prepared to respond to public health emergencies as needed.

Basic Function: To lead, direct and manage the activities of a division of the St. Paul

  • Ramsey County Public Health Department including supervision of staff and the planning, budget, implementation, and evaluation of health programs in the division; to engage with residents most impacted by division activities; to develop public health resources in the community; and to perform related duties as assigned.

If an internal candidate is selected, salary will be set in accordance with the personnel rules, i.e. promotion, transfer, or voluntary reduction.

  • Develop, implement, and enforce policies and procedures, and ensure compliance with county, state and federal laws.

  • Provide information relating to public health issues to elected officials, other county partners, community agencies and the public.

  • Establish and maintain relationships with other community governmental and professional organizations as a representative of the department on various state, community, and county committees, for the purpose of public health policy and program development.

  • Prepare and conduct formal presentations on public health issues to outside groups, staff, elected officials, and the general public.

  • Develop the annual division budget for review by the department director and deputy director if applicable; approve expenditures and monitor the division budget.

  • Monitor staffing including, vacancies and hiring in the division to ensure staffing is aligned with the budget allocated.

  • Support a culture of quality improvement and participate in performance management activities as well as develop, implement, and evaluate quality improvement projects for the division.

  • Develop and maintain the professional competency of staff; identify and utilize evidence-based practice.

  • Participate and provide leadership in the development and implementation of the Community Health Improvement Plan (CHIP), Community Health Assessment, Public Health Reaccreditation process and Strategic Plan and other department or community plans and engagement.

  • Promote and provide leadership in Health in All Policies approach to community health, while integrating and advancing race and health equity.

  • Develop and maintain competency for Public Health Emergency Preparedness planning and response.

  • Contribute to the success of department, service team and county goals.

ESSENTIAL FUNCTIONS: 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, 13, 14, 15, 16, 17, 18.

Minimum Qualifications

Education: Master's degree in Public Health, Public Health Nursing, Health Administration, Environmental Health or a related field.

Experience: Five years of professional experience in public health, public health nursing, health administration, environmental health or in an organization focused on community health, including at least three years at the management or supervisory level.

Substitution: Any combination of education in public health, public health nursing, environmental health, or a related field and professional experience working in public health, environmental health or in an organization focused on community health, including at least five years at the management or supervisory level that equates to 11 years can be substituted for the Master's degree.

Certifications/Licensure: Valid driver's license or equivalent ability to travel to community locations.

Other: Valid driver's license or equivalent ability to travel to community locations.

Preferred for Correctional Health Division: A comprehensive background managing institutional health services in a large jail or institutional system.

EXAMINATION:The examination/screening process will consist of the following sections with each section weighted as indicated:

Failure to clearly and completely outline your training & experience could adversely affect your examination score and rank on the eligible list for this classification.

Veterans' Preference:This is a classified position requiring an open, competitive selection process. Veterans' Preference points will be applied after a candidate passes the examination process. Applicants who are eligible for veteran's preference should update their DD214, and other supporting documents, and submit them as an attachment at the time of application.

Eligible List: The names of all applicants who pass the examination/screening process and file a properly completed application shall be placed on the eligible list for employment as Public Health Division Manager. This list will be certified to the appointing authority which may use this list to fill a vacancy. Candidates will remain on the list for one month or until hired, whichever occurs first. A notice will be sent to applicants at the time the eligible list is posted, informing them that the list has been posted and their rank on the list.
