SALARY RANGE: $101,574.24 - $121,889.09

Position Summary:

Oversees and coordinates the delivery of the Cowlitz Indian Tribe (CIT) Health and Human Services (HHS) public health activities. Develops, implements, and evaluates public health projects, initiatives, policies, and legislation in accordance with the Departments priorities to improve the health status of the population of the Cowlitz Indian Tribe and build sustainable capacity at the community level. Honors and represents the mission, vision, values of CIT and of the HHS department.

Essential Duties & Responsibilities:

  • Coordinates the development of the CIT Public Health program that includes a variety of foundational public health.

  • Assesses and recommends overall program goals, objectives, and core services of the public health program to include health promotion/disease prevention, research, population health and other issues.

  • Works with appropriate staff to recommend and create public health policies and procedures.

  • Explores and secures resources for public health related activities and projects.

  • Maintains records and prepares reports.

  • Manages expense tracking including purchases, reimbursement requests, and any other financial documents as needed.

  • Serves as community liaison to other related public health programs and initiatives.

  • Collaborates with CIT community, CIT HHS providers, and partner agencies to identify barriers and service gaps with the goal of moving towards a community wide impact model.

  • Maintains current knowledge of general health and wellness information, services available, and resources.

  • Develops culturally relevant Public Health advocacy, outreach, and education.

  • Seeks opportunities for collective impact by coordinating work with the efforts of the community.

  • Fosters and supports role of assurer through outreach, education, facilitation, consultation, and community planning.

  • Convenes and facilitates planning efforts across sites to work in partnership to set shared goals and strategies to improve the health of the CIT community.

  • Provides training opportunities for community groups and providers to meet the changing needs of clients and their families.

  • Embeds Public Health services framework in decision-making, planning, and outreach to effect system change.

  • Conducts Requests for Proposal (RFP) processes as needed and develops biennial program plans and budgets.

  • Conducts onsite monitoring for contract compliance both legally and programmatically and for achievement of outcomes.

  • Contributes to a team effort and accomplishes related results as required.

  • Performs other duties as assigned.

Knowledge, Skills, and Abilities:

  • Knowledge of traditional form of government and tribal customs and traditions.

  • Specialized knowledge of public health and community development models, programs, priority issues and strategies.

  • Knowledge of national standards and best practices as they relate to public health.

  • Knowledge of and ability to interpret relevant legislation, by-laws, public policies, and procedures concerning public health issues such as the Public Health Act.

  • Knowledge of current research and evaluation methodologies.

  • Knowledge of relevant funding sources for the purposes of public health programing and funding required for public health activities.

  • Knowledge of Native cultures and politics as they relate to public health.

  • Knowledge of Native health systems and structures.

  • Knowledge of community development.

  • Skill in operating MS Office, Operating Systems, Email, and Internet programs.

  • Ability to think critically, analytically, strategically, and conceptually.

  • Ability to address situations using problem solving skills, crisis management skills, organizational and strategic planning skills, research evaluation and assessment skills, stress management skills and time management skills.

  • Ability to synthesize pertinent information into an easily comprehensible format for a technical audience as well as for the public, including presentations, summaries, and promotion materials.

  • Ability to maintain punctual and regular work attendance.

  • Ability to maintain confidentiality.

  • Ability to work independently and provide direct coaching to all levels of staff, including senior management, management, supervisors, and staff.

  • Ability to form partnerships and work effectively in small and large groups using strong facilitation, project management and leadership skills, program planning and implementation skills, listening and verbal communications skills, facilitation and presentation skills, negotiation skills, team building and relationship building skills.

  • Ability to work in an environment with changing deadline requiring adaptation, organization, flexibility, and time management skills.

Minimum Qualifications:

  • Bachelors degree in public health, Community Health, Nursing, or equivalent field of study related to healthcare.

  • Five years of public health related experience of which three years must be in a tribal setting or other ethnically focused program.

  • Valid drivers license is required when driving vehicles for work-related purposes.

  • Obtain and maintain BLS/CPR and AED certifications.

  • Must be able to successfully pass a background check/screening investigation according to the requirements.

Tribal preference in accordance with Cowlitz Indian Tribe Code and CIT Employee Policies and Procedures Handbook shall apply to all positions. All positions are required to adhere to CITs established safety policies regarding vaccine requirements and personal protective equipment (PPE).

Background Investigation Requirements:

  • Pre-employment drug screen.

  • Reference checks, education, and employment verification.

  • Federal, state, and/or tribal criminal history and sanction checks.

  • Has not been found guilty of, charged with, received a deferred sentence, received a conditional discharge of, or entered a plea of not contest to, or entered a plea of guilty to any one felony or misdemeanor crimes of violence, sexual assault, molestation, exploitation, or sexual contact; prostitution; or crimes committed against person(s) or children.

Physical Demands:

While performing the duties of this job, the employee regularly is required to sit; use hands to finger, handle, or feel; and talk or hear. The employee occasionally is required to stand; walk; and reach with hands and arms. The employee is occasionally required to lift up to 20lbs. Specific vision abilities required by this job include close vision and clarity of vision at long distance.

Work Environment:

Work is generally performed in a clinic environment. Employee may be exposed to unpleasant odors, bodily fluids, and infectious disease. Frequent exposure to dust, fumes, airborne particles and/or allergens. Situations occur where PPE (personal protective equipment) is needed. Work may involve working with hostile, violent, or offensive individuals. Evening and/or weekend work is occasionally required. Tight time constraints and multiple demands are common.
