Description

The Program Management Team is seeking a Senior Program Manager for Public Cloud. Primary accountability: manage Public Cloud delivery of CTI services driving IaaS, PaaS, development and necessary guard rails. The role will also coordinate connectivity into Citi's internal Infrastructure. The Senior Program Manager for Public Cloud will have expert knowledge of JIRA, proven track record leading Scrum delivery into the cloud. Adherence to internal Citi policies, architectural approvals, and ability to influence and all levels of the organization are critical success factors. Close coordination with other Sector Development and Cyber teams be required to ensure coverage. Proven track record of success delivering large, complex, & transformative technology initiatives in global cloud environments that impacted multiple LOBs. Able to deliver a direct message to internal teams, vendors, client team, or peer organization that may generate passionate feedback. Done correctly, all parties emerge from the discussion with a higher degree of respect and a significantly stronger relationship. Ability to persuade others to change their minds, their course of action, and their behavior in situations without formal authority. Strength of character to make unpopular decisions when necessary. Ability to express points of view clearly, logically, tactfully, and convincingly in written and oral communications. Ability to get buy-in for implementation plans and actions working across organizational boundaries. Ability to develop constructive and cooperative working relationships with senior leaders and maintain them over time. Ability to handle complaints, settle disputes, and resolve conflicts, or otherwise negotiate with others. Must have a collaborative "team player" orientation toward work relationships with strong cultural awareness. Effectiveness working with a broad spectrum of individuals at various levels within and external to the organization.

Responsibilities:

  • Drives new cloud technology adoption, leads legacy initiatives to reduce technical debt, lead broad cross-functional teams to increase rate of technology adoption

  • Agile Program/Project Management. Plans sprints with required JIRA and Project Management detail, and effective dependency management.

  • Define and incorporate appropriate Information Security guardrails adhering to security risks/policies.

  • Partner with team leads across Cloud Operations and Engineering, Application Owners, Systems and Database Admins to deliver on business requirements.

  • Coordinate with operations and engineering teams on issues as they arise, including addressing resource gaps efficiently.

  • Manage program documentation in accordance with Citi standards and policies

  • Work with teams to set milestones, communicate program statuses, and identify/address potential roadblocks, maintaining full portfolio visibility at all levels of the organization.

  • Manage communication across cross-functional teams to ensure the smooth progress and information flow

  • Ideal candidate is ultimately responsible for managing multiple initiatives, engaging and working with key business partners and driving to successful outcomes within a given timeline. Management of applicable finances (labor, capital expenditures, planning / adherence to both local & Global fiscal schedules) is also considered key success criteria.

  • Qualifications:

  • Bachelor's Degree in a technical field or equivalent experience. Master's degree preferred.

  • 10+ years' relevant experience in preferably Financial Services, Technology or similar fields with demonstrable and measurable results

  • Strong Leadership skill and working knowledge of the techniques required to adequately plan enterprise level changes.

  • A customer advocate with a strong focus on customer needs and behaviors as the driving force behind new products and experiences.

  • Compelling storyteller with experience communicating strategies and ideas to engineers, technical, and non-technical audiences.

  • Excellent written and verbal communication skills with expertise in articulating strategy and actions to key decision makers and stakeholders across the organization.

  • Exceptional presentation skills. Ability to present to senior levels of management (e.g. Director, MD) and to facilitate discussions at the senior stakeholder levels.

  • Ability to forge strong relationships with both external and internal partners to ensure clear objectives and delivery of business goals.

  • Proven ability to influence decision-making at all levels within an organization and influence non-directs through data and a vision in a variety of contexts.

  • Demonstrated sound business judgment, analytical acumen, client-centric mindset, problem solving and critical thinking skills.

  • Execution oriented with strong attention to detail.

  • Ability to work independently, multi-task, and take ownership of various parts of a project or initiative.

  • Ability to work under pressure and manage to tight deadlines or unexpected changes in expectations or requirements.

  • Proven track record in delivery of multiple concurrent initiatives, operational process change and improvement.

  • Ability to excel in a global, hybrid, cross-functional environment with competing priorities

  • Ability to lead strategic planning sessions challenging the status quo where appropriate and drive decision making process.

  • Experience with cloud infrastructure and data services (compute, storage, networking and others), modern microservice architecture/deployments, and working in distributed cloud-based environment using Azure/AWS/GCP (Docker/Kubernetes)

  • Understanding of technology standards, regulatory requirements (particularly cross-border requirements) and global implementation impact.

  • Experience with Test-Driven Design and automated UI testing frameworks

Additional/Preferred Qualifications

  • Strong understanding of AWS Solutions Architect, Cloud Security and/or AWS Certification, and/or OpenStack Administrator Certification a plus (Other cloud-related certification also a plus).

  • Developer-level operations proficiency - knowledge of networking, familiarity with load balancers, hypervisors, CDNs, etc
