Your Opportunity

We have an immediate opening for a Public Affairs Specialist to join our communication and engagement group responsible for development and delivery of strategic consulting services to a range of local, regional, state, and federal clients. This position may be located one of our Fresno or Sacramento offices. The successful candidate will join a group with decades of experience in full-service public relations, public affairs, government affairs, facilitation and mediation. Your Key Responsibilities

  • Plan and implement public information and public affairs programs that support the goals and objectives of water resource management, natural resources, environmental management, and land management projects and programs.

  • Lead development and distribution of newsletters, news releases, fact sheets, brochures, advertisements, promotional videos and other collateral materials for a variety of communication platforms, including internet and intranet web pages.

  • Lead development, implementation and facilitation of public meetings, public hearings, workgroups, site tours, media events, and other community events as appropriate.

  • Develop and manage social media, multi-media and various web projects and programs as appropriate.

  • Research, schedule and conduct interviews for development of articles and technical reports on various topics.

  • Develop, implement and analyze stakeholder and public opinion polls/surveys, focus groups and associated methods as needed.

  • Coordinate with clients, regulatory agencies and subcontractors as necessary.

  • Perform other duties as assigned.

Your Capabilities and Credentials

  • Excellent written and verbal communication skills.

  • Strong interpersonal abilities for working in diverse team environments with staff, clients, and stakeholders.

  • Experience in the following technical areas preferred, but not required:

  • Technical writing and editing of complex integrated water resource programs and projects.

  • Major marketing campaigns and new business development.

  • Multi-media marketing and advertising campaigns.

Education and Experience

  • Bachelor's degree from an accredited four-year college or university with major coursework in journalism, public relations, agricultural communications, political science, English, or a closely related field; Master's degree preferred.

  • 5 or more years of experience in the following subject matter areas preferred, but not required:

  • California water resources (including river systems/water-related infrastructure and applicable laws/policies/regulations) and Federal planning processes.

  • Surface water, groundwater, and recycled water supply projects.

  • Flood management and conveyance.

  • Western U.S. water resources industry, infrastructure and applicable laws, policies and regulations.

  • California Native American Tribes, Environmental Justice, and Disadvantaged Communities.

  • Natural resource management and environmental restoration.

Reporting to the Director or Assistant Director, the Public Works Manager provides professional and technical staff assistance. The incumbent exercises independent judgment relating to the performance, coordination and evaluation of staff and selects, trains and motivates them. The Public Works Manager within the Construction Management Division has strong knowledge of construction techniques and engineering principles as well as significant understanding of applicable codes, statutes and regulations. The Public Works Manager is a key member of the management team in the Department of Public Works. In this unclassified position, the incumbent serves at the will of the Department Director. Pay,Benefits, & Work Schedule The City of Fresno offers an attractive and competitive salary and benefits package. The salary for Public Works Manager is dependent upon qualifications. The employee benefits package, as noted below, is subject to change and includes: * Retirement: Fresno City Retirement System; reciprocity with other public California systems. The City's pension funds are among the best funded public systems in California. The City does not participate in Social Security. * Health Insurance: City contributes toward the current monthly premium for medical, dental, and vision for employee and dependents. * Flexible Spending Account: IRS 125 Plan for health/dependent care. * Deferred Compensation: 457 plan available. * Administrative Leave: 60 hours per fiscal year. * Annual Leave: 20 days per year of annual leave with cash out provision. * Holidays: Ten (10) City-observed holidays annually, plus birthday and one (1) personal day per year. * Life Insurance: Equal to annual salary; premium paid by City. * Long-Term Disability: City pays premium for 66.66% of monthly salary up to $7,500 per month after 30 days. Qualified Candidates Must Possess: Graduation from an accredited college or university with a Bachelor's Degree in engineering, construction, public administration, or a closely related field; and four (4) years of experience supervising technical engineering or construction management activities. For this assignment within Construction Management, additional qualifying experience may be substituted for the education on a year-for-year basis, up to four years.
